## Role overview

VSO is seeking an individual consultant or an organisation to conduct a
context analysis to explore the status of community engagement and
participation to polio vaccination processes and services uptake in the Polio
Emergency Operation Centres (EOC) Burkina Faso. The purpose of this context
analysis is to understand the barriers to immunization encountered by
communities in order to propose appropriate strategies that can elicit their
lasting commitment to immunization in Burkina Faso.
This analysis will help VSO to understand the infant and child vaccination
from the context of community engagement and participation. Previous work by
VSO has not focused on child immunization and vaccination, and so this study
presents an opportunity to work with consortium members such as WHO and
UNICEF, to understand the factors leading to the low uptake of the Polio
vaccine in the areas with predominant outbreaks of Polio, to find approaches
and methodologies of effectively engage communities from a volunteering for
development approach.
In addition, this study will assist to collect primary data from community
volunteers on the following key issues;
1\. Number of people reached by community volunteers with Information
education and education
2\. How many children have been immunised
3\. Reasons behind resistance and non-immunisation of children
4\. Exclusion/ and inclusion criteria for immunisation coverage

## Skills, qualifications and experience

If you are interested in applying for this work, please provide a response to

1\. Knowledge and experience of improving health programming effectiveness and
community engagement
2\. A description of your proposed methodology for the work, including a
indicative work-plan detailing key milestones and accompanying timeline.
3\. A quality assurance plan that sets out the systems and processes for
quality assuring the evaluation process and deliverables of the project across
the three phases. This plan should include your approach to safeguarding, the
proposed approach to meeting the deliverables, logistical and management
planning, quality control, data cleaning and editing
4\. A summary of how you will mitigate COVID-19 restrictions and your
experience of conducting evaluations remotely (especially if you do not have
in-country presence in the priority countries)
5\. A breakdown of the expected allocation of days for the deliverables
6\. Team composition (if apply as an organization) including roles and
responsibilities for this work and clearly stating their relevant experience
in relation to this consultancy.
7\. Contact information for two referees. We will not contact your referees
unless we intend to contract you.

Annexes should include
1\. Budget for the work including any overheads/management costs, daily rate
for all staff involved in the project (including sub-contractors) etc.
including figures for expenses and VAT where appropriate. Please separate fees
from other related expenses.
2\. Your CV or CVs of relevant team members (if apply as an organization and
please specify the team lead)
3\. Two examples of relevant, previous work by the applicant (ideally previous
evaluations of a comparable nature/scale)
4\. Any other relevant information.
