Organ
The Telecommunication Development Bureau (BDT) is responsible for the
organization and coordination of the work of the Telecommunication Development
Sector (ITU-D) of the Union which deals mainly with ICT-focused development
policies, strategies and programmes, as well as technical cooperation
activities, to promote digital inclusion and drive digital transformation at
community, country and regional levels. To effectively and efficiently serve
the needs of ITU members, BDT is organized into four functional areas
> Office of the Deputy to the Director and Field Operations Coordination Department
> Partnerships for Digital Development Department
> Digital Networks & Society Department
> Digital Knowledge Hub Department
Organization Unit
The Digital Networks & Society Department is responsible for BDT activities in
the areas of spectrum management, network development, cybersecurity and
emergency telecommunications. This department is also responsible for
supporting ITU Member States in their transition to digital societies by
providing tools and guidelines to address environmental challenges (in
particular, climate change and e-waste), and for promoting innovation, ICT
applications/services, digital inclusion and ecosystems, with the ultimate
goal to ‘leave no one behind’.
Duties / Responsibilities
The International Telecommunication Union (ITU) seeks to engage a local
consultant in Malawi to provide support to ITU, the Malawi Communications
Regulatory Authority (MACRA) and the Environmental Affairs Department (EAD) as
part of the development of a national policy, and a communication plan,
covering the management of waste from electrical and electronic equipment
(WEEE) and a national quantification study on WEEE.
The consultant will provide logistical support in the identification and
engagement of producers of electrical and electronic equipment (EEE)
registered in Malawi. In this context, producers include any entity
responsible for the first making available of a product (in this case, EEE) on
the market, widely referred to as importers, distributors and component
assemblers. The local consultant will also provide assistance in gathering
relevant documentation and guidance from the relevant government entities to
ensure that the national policy drafting process accurately follows national
guidelines in Malawi. The consultant, in close cooperation with ITU, will also
provide support to MACRA and EAD in the planning and implementation of
national awareness raising and outreach initiatives related to WEEE management
and policy development.
Under the regular supervision of the focal point(s) in MACRA/EAD and in close
cooperation with the ITU focal point in ITU/HQ, the local consultant will
> Support MACRA, EAD and ITU in identifying registered producers of EEE in Malawi. The local consultant will use existing registers, lists, networks and local knowledge to compile one Excel database of all producers identified. This Excel database will form the very basis of a EEE producer registry in Malawi. Producers to be identified must not be reserved just to the ICT sector but must encompass producers from the sectors covering all 6 categories of EEE; sectors such as ICT, air conditioning and refrigeration, appliances and solar.
> Support MACRA, EAD and ITU in developing a national communication and outreach plan to raise awareness on Government’s action on WEEE and policy development, and the risks associated with improper WEEE management.
> Support MACRA, EAD and ITU in engaging the identified registered producers of EEE in Malawi. The local consultant will contact the identified registered producers and inform them of the ongoing national WEEE policy development process. The local consultant will liaise with MACRA, EAD and ITU to prepare an information note or such for producers, when informing them of the ongoing national WEEE policy development process.
> Support MACRA, EAD and ITU in gathering the relevant documentation and guidance from the relevant government entities to ensure that the national policy drafting process accurately follows national guidelines in Malawi.
> Support MACRA, EAD and ITU in preparing a short landscape report that maps the main EEE producers and that provides an overview of their activities.
> Support MACRA, EAD and ITU in the organization of, and participate in, the National Workshop for Private Sector Stakeholders in September 2021.
> Participate in the regular update calls between MACRA and EAD and ITU.
Concrete deliverables
> The local consultant has supported MACRA, EAD and ITU in preparing a national communication and outreach plan on WEEE policy development. As part of the awareness raising planning, the consultant will have identified the most appropriate communication channels and materials to be developed and distributed at national level.
> The local consultant has prepared one Excel database, completed with as many identified producers as possible operating in the sectors covering all 6 categories of EEE, in particular from the ICT, air conditioning and refrigeration, appliances and solar sectors.
> Based on the Excel, the local consultant will have contacted and invited at least 15 registered EEE producers to the national workshop for private sector stakeholders which will take place in the end of September 2021. As part of the invites, the local consultant will have prepared an information note with a background on the national WEEE policy development, for producers.
> The local consultant has supported MACRA, EAD and ITU in preparing a short landscape report that maps the main EEE producers and that provides an overview of their activities in Malawi.
> The relevant documentation and guidance for the formatting of the national WEEE management policy have been collected, reviewed to highlight relevant chapters/sections and have been provided to MACRA and EAD.
> The local consultant has supported logistics in the organisation of one online private sector stakeholders workshop with producers and recyclers, in collaboration with the ITU focal point. The workshop will involve the engagement of the private sector, on WEEE management – in particular on the concept of extended producer responsibility.
Qualifications required
Education
University degree in environmental science, business and economics or
international relations or a related field OR education in a reputed college
of advanced education approved or recognized by the National Council for
Higher Education, with a diploma of equivalent standard to that of a
university degree in one of the fields above.
Experience
At least one year of experience in local or national government, recycling and
waste management, community groups, local associations or an NGO. Higher
university degrees in related fields can be considered as a substitute for one
year of working experience.
Languages
Excellent spoken and written English will be essential. High proficiency in
written and spoken Chichewa is a must. Knowledge of Chitumbuka, Chiyao and
Chisena is advantageous but not limiting.

145 USD per day (total of 9,570 USD for 66 working days)
