JOB DESCRIPTION
SUMMARY
HarvestPlus seeks a highly motivated Policy & Advocacy Consultant *> . The
Consultant will build upon the progress that HarvestPlus has already made to
integrate biofortification into the national governments’ policies and
programs by supporting the country teams’ activities; promoting HarvestPlus’
Malawi policy agenda; and coordinating outreach to stakeholders and champions.
The Consultant can either be home-based or at the HarvestPlus office in
Lilongwe.
The consultant will report to HarvestPlus’ Country Manager, Malawi and will
work in close collaboration with the Multilateral and Policy Advisor, based in
Washington, DC. The consultant will support others within HarvestPlus who
engage in in policy and advocacy including the Africa regional office based in
Nairobi. Interested applicants must have authorization to work in Malawi.
BACKGROUND
HarvestPlus improves nutrition and public health by developing and promoting
biofortified food crops that are rich in vitamins and minerals, and providing
global leadership on biofortification evidence and technology. HarvestPlus is
part of the CGIAR Research Program on Agriculture for Nutrition and Health
(A4NH). CGIAR is a global agriculture research partnership for a food secure
future. Its science is carried out by its 15 research centers in collaboration
with hundreds of partner organizations. HarvestPlus is based at the
International Food Policy Research Institute (IFPRI) and collaborates with
multiple CGIAR centers and partner organizations. Mainstreaming and scaling up
biofortification depends in part on its inclusion in government policies and
programs.
ESSENTIAL DUTIES
The Consultant will support the country manager to build a network of support
across Malawi’s stakeholders and policy-makers and work closely with policy
enablers such as AGRA to advocate for inclusion of biofortification strategies
and budget allocation in national policies. A policy landscape study has just
been concluded and recommendations from this study will require immediate
activation. The consultant will also be expected to continue engagement with
relevant stakeholders interviewed during the landscape study.
The Consultant is expected to carry out the following Tasks and
Deliverables*>
> Facilitate the inclusion of biofortification in the development of the agricultural research and development policy with the Department of Agricultural Research Services (DARS) through the Agriculture Sector Wide Approach – SP II (ASWAp).
> Facilitate HarvestPlus’ contribution to the review process of the NAP and inclusion of specific biofortification policies.
> Work closely with the Ministry of Agriculture to mainstream and scale the biofortification policies included in the National Agriculture Investment Plan (NAIP) 2018-2023 by encouraging budget allocation, R&D investments and incentives for the private sector.
> Work closely with the review process of the following policies to increase implementation and where possible, scale biofortification activities
> National Multi-Sectoral Nutrition Policy (2018-2023); Micronutrient Policy (2018-2023); National Integrated School Health and Nutrition Policy, and the Malawi Development and Growth Strategy (2016-2020)
> Schedule joint activities for engagement with the ministry on how the Agriculture Sector Food and Nutrition Strategy (ASFNS 2020-2024) can be translated into activities in terms of policy, coordination and implementation.
> Explore and recommend opportunities where biofortified seed can be better regulated and produced.
> Identify and manage relationships with key stakeholders, policy networks, and multilateral partners in Malawi and identify potential champions.
> In coordination with the Multilateral and Policy Advisor and the HP Communications team, develop and/or update advocacy materials for meetings with relevant government officials and other stakeholders.
> Coordinate the development of a national policy brief on biofortification based on the recommendations from the concluded Malawi Policy landscape study.
REQUIRED QUALIFICATIONS
> Master’s degree in a relevant field, plus 5 years of professional experience in developing and implementing a wide variety of related advocacy and policy initiatives with the Malawi or other governments in Sub Saharan Africa.
> Background experience in agriculture and nutrition especially in biofortification.
> Demonstrated experience interacting with stakeholders at various levels of government, including Ministries of Health, Agriculture, Education, etc. as well as with non-governmental organizations, including donors, private sector, and research organizations.
> Self-motivated, ability to work independently and comfortably in a global team, including working well with team members located in multiple time zones and countries.
> Strong analytical skills.
> Excellent English written and oral communication skills.
PREFERRED QUALIFICATIONS
> Excellent written and oral communication skills in Chichewa.
SPAN OF CONTRACT
The initial contract is estimated at 25 workdays*> over a 2-month period.
