Overview

IBTCI is considering submission of a bid for the provision of Fiscal Agent
Services (the “Services”) for the Global Fund to Fight AIDS, Tuberculosis and
Malaria (the “Global Fund”) in Malawi. The Global Fund expects the work to
begin on 1 August 2021, under the terms of the existing IQC contract mechanism
held by IBTCI. The duration of the contract will be 3 years. The work order
may be renewed, or additional work orders agreed, subject to the internal
rules and regulations of the Global Fund and the availability of resources,
and upon agreement of the parties, under the terms of the IQC. To implement
the Services, IBTCI is seeking to employ a qualified Financial Management
Specialist to be part of IBTCI’s Fiscal Agent team if awarded the Contract in
Malawi.

## Responsibilities

Essential Duties/Tasks and Responsibilities

The Financial Management Specialist will be part of a team of 3 – 5 financial
management specialists to ensure that activities are conducted in accordance
with Fiscal Agent Terms of Reference. The Financial Management Specialist will
report to a Team Leader and Senior Financial Management Specialist and assist
these individuals in carrying out the requirements of the Global Fund work
order.

> Assist in build capacity of grant implementers. Assess capacity gaps and develop detailed capacity building plans that include on-the-job mentoring and group trainings.
> Assist in ensuring that the grant implementers are following established accounting and procurement procedures.
> Be responsible for reviewing financial transactions to ensure compliance with appropriate regulations, if required by the TOR.
> Determine if the implementers have adequate written policies and procedures, as well as adequate financial systems and internal controls.
> Assist in determining if effective internal controls are in place to protect the use of Global Fund grant monies, and ensure that all payments are eligible, justified, and represent value for money.
> Ensure that financial records for all transactions reviewed are properly maintained at grant recipient and sub-recipient levels on a timely basis.
> Assist in ensuring that implementer reporting to the Global Fund is accurate, timely, and in accordance with Grant Agreements and the applicable Global Fund policies and regulations.
> Help mitigate the risk of fraud and misuse of grant funds and reduce ineligible expenditures.
> Assist in ensuring the continuity of program implementation in high risk environments and ensure that safeguards are in place with respect to Global Fund investments.
> Assist in assessing systems and procedures currently in place.
> Assist in preparing quarterly progress reports to be submitted to the Global Fund.
> Other duties as assigned.

## Qualifications

Minimum Requirements

> A minimum of 4 years of financial management experience in a financial/control/auditing role, preferably in the health, social or financial sector, with at least 3 years of post-qualification experience related to

(i) financial accounting, with the ability to review and analyze accounting
transactions;

(ii) financial management systems, with the ability to set-up, review and/or
assess internal controls and financial processes and procedures and provide
recommendations for improvement;

(iii) controlling/auditing;

(iv) writing financial procedures manual including process mapping and design
of risk and control matrix;

(v) strong interpersonal skills,

diplomacy and tact to effectively communicate with senior-level officials,
multiple stakeholders and professionals from diverse cultural and professional
backgrounds.

Must have good written and spoken English.

Education

It is preferable to have an internationally recognized professional finance or
accounting qualification (e.g., ICMA, CPA, ACCA, CMA).

In the absence of a professionally recognized qualification, a Graduate
Degree/second level degree in Finance/Accounting, with appropriate experience
would be considered along with other factors.

Recognized Fraud management qualification (i.e., Certified Fraud Examiner)
will be an asset.

Preferred Knowledge, Skills and Abilities

– Global Fund Experience.

– Fiscal Agent Services experience.

– Experience in Malawi or similar countries and context.

Working Environment*> Work is typically performed in an office environment.

Physical Requirements*> This is largely a sedentary position that requires
the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility*> This position does not have supervisory
responsibilities.

Travel*> International travel may be required and may include travel to
fragile and/or conflict-prone zones.

Work Authorization*> Candidate must be authorized to work in-country
(Malawi).
