Farmers Union of Malawi (FUM) is an umbrella body of farmers and farmer
organizations in Malawi and was established in December 2003 and registered
under the Trustees Incorporation Act in 2004. The vision of FUM is to have a
Union of Malawian Fanners with a powerful collective voice to advance the
interests of fanners. Its mission is to safeguard and promote the interests of
all farmers and create a conducive agricultural operating environment for
agricultural productivity, market access and increased fanner income.

FUM is looking for qualified and talented individuals for Position of Chief of
Party (COP) to be based in Lilongwe for its USAD funded Strengthening
Inclusive Agriculture Sector Growth and Sustainable Natural Resources
Governance in Malawi project. The goal of the project is to contribute to
inclusive and sustainable agricultural led economic growth through
agricultural transformation in Malawi. The project has three key result areas
which include 1) Strengthened inclusive agriculture systems that are
productive and profitable 2) Strengthened and expanded access to markets and
trade, and 3) More effective governance, policy, and institutions.

The COP will represent the project on behalf of FUM and serve as the principle
institutional liaison to USAID. S/he will be the ultimate accountable person
for ensuring satisfactory project performance as well as compliance with award
conditions, organizational policies and procedures, and acceptable standards.
The COP position requires political savviness, as s\/he will interact with
numerous institutions and senior-level national and sub-national level
government officials. The COP will have demonstrated ability to work in
complex environments and manage diverse teams and partners to deliver impact
within agreed timelines.

Essential Job Functions/ Main Duties and Responsibilities

> Provides vision and strategic leadership to the project team and key partners.
> Responsible for technical leadership and administrative oversight of the project.
> Charged with the overall planning, implementation and management of the project activities and staff
> Maintains strong partnerships and regular communication with the donor (USAID), the Government of Malawi, project partners, and other key stakeholders.
> Supervises activity implementation and ensure that stated goals and reporting requirements are met.
> Promotes a culture of evidence-based decision-making, timely feedback and remedial actions for project improvements and strategic resource allocation/use, based on regular analysis of granular information pertaining to finances and M&E data.
> Expected to identify and mitigate risks related to program management and operations in a timely manner and suggest appropriate program adjustments.
> Leads efforts to document lessons, showcase successes and ensure appropriate branding/visibility of the USAID funded project in Malawi.

Qualifications

> At Master’s Degree in agriculture, economics or development studies required.
> Minimum of 10 years of progressively increasing responsibilities in complex management roles particularly in the agriculture sector, understanding of agricultural related policies and private sector development.
> At least 5 years of Chief of Party experience is preferred. However, anyone with previous experience as a Deputy Chief of Party and a Technical Director may also be eligible for the position
> Must have adequate knowledge and understanding of up-to-date agricultural policy and regulatory challenges and opportunities in Malawi.
> A strategic thinker, high degree of competence, sound analytical skills and ability to execute short, medium and long-term plans.
> Has excellent proposal writing skills, Ability to engage with a range of stakeholders including maintaining good relations with government and relevant stakeholders
> Computer literacy and working knowledge of word processing applications and data processing are essential and is a must.
> Must have excellent oral and written communication and negotiating skills, positive attitude to work, strong personal integrity, creativity, self-discipline, good interpersonal skills and client focused.
> Result and target oriented and must be able to work independently with minimum supervision, team building skills, team work, commitment and ability to work with multi-national staff.
> Must have a clean driving license and willing travel extensively.
> Must have passion to work with farmers and must display flexibility, adaptability and initiative.
