About the Basel Institute on Governance
The Basel Institute on Governance (Basel Institute) is an independent, non-
profit organisation dedicated to supporting governments and private-sector
partners to prevent and combat corruption and strengthen governance systems.
Its legal status is that of a Foundation registered in Basel, Switzerland.
Project Tackling Serious and Organised Corruption (TSOC Malawi)
The objective of the Tackling Serious and Organised Corruption (TSOC)
programme is to increase the likelihood and severity of sanctions for high-
level corruption, and in doing so deter future crimes. The largest component
is implemented by the International Centre for Asset Recovery (ICAR). This
responds to strategic and technical assistance needs requested and agreed with
the Anti-Corruption Bureau (ACB), the Financial Intelligence Authority (FIA),
and the office of the Director of Public Prosecution (DPP). TSOC also
emphasizes prevention-oriented activities, including private sector
engagement, supporting the work of the ACB’s prevention, education and
research teams; and working with journalists to improve the quality of
reporting on corruption and anti-corruption in Malawi, through the Continuing
Journalism Education (CJE) activities.
The M&E Adviser will play a strategic role across the entire life cycle of the
TSOC programme, working with ICAR technical advisers to ensure that the impact
of TSOC activities are measured, documented and managed in line with our
results framework and log frame. TSOC programme advisers identify obstacles to
the implementation of effective anti-corruption measures in Malawi, and in
agreement with our partner institutions, will propose and pilot legal,
technical and institutional support measures to overcome these identified
obstacles. The M&E Adviser will therefore be responsible to ensure the
measurement, documentation and monitoring of TSOC activities to evaluate the
effectiveness of TSOC activities in addressing those obstacles.
Working with Basel Institute HQ experts, the M&E Adviser will implement the
TSOC M&E strategy in Malawi. Responsibilities will centre on collecting the
data required by the TSOC M&E framework, organising it according to the
relevant templates and ensuring all the required data is collected in a timely
fashion in order to meet the reporting requirements of the Programme. The M&E
Adviser will also contribute to the assessment of development results, in this
case outcomes and impact, and their relationship with the programme’s
interventions (outputs, indicators, and activities). To determine whether the
programme is being implemented efficiently and effectively, a mix of progress
and context data will be collected. This requires the use of both quantitative
and qualitative data collection methods.
Role/Assignment
In particular, the mentor’s responsibilities include
Data collection
> Implementation of M&E systems to support TSOC’s work planning and delivery;
> Application of existing tools for data collection, both directly and with TSOC colleagues;
> Support Advisors to ensure data is collected ahead of key project reporting milestones (quarterly), and where necessary, collect the data;
> Reviewing the quality of data with TSOC Malawi and HQ based colleagues to ensure that data collection is complete, and is sufficient to detail the results framework and log frame.
Reporting
> Analyse all data and keep detailed records of analytic methods used and produce quarterly results report to feed into the TSOC Quarterly reports;
> Develop guidelines for the development of case studies and stories of change, and support Advisors to extract stories of change about TSOC activities.
> Contributing to GoM, donor and external reviews and evaluations of the TSOC programme, and contributing to TSOC planning and reflection sessions.
Work-planning and stakeholder engagement
> Devise an M&E work plan and lead the implementation of the plan in Malawi;
> Develop and maintain relationships with a network of M&E focal points in GoM partner institutions and FCDO to ensure that TSOC data needs are met;
> Ensure that TSOC advisers understand the importance of applied M&E systems, and that results from programme activities – and SFRs executed – are captured and reported;
> Support PM to facilitate integration of M&E systems into wider project management systems including work-planning and reporting.
Tasks/Deliverables
> Operational M&E system, with data collection and validation conducted on a regular basis;
> Gaps in data collection identified, and solutions offered to ensure that TSOC can fully populate the results framework and the TSOC Programme Indicators and Learning Data Collection Tool, and log frame;
> M&E deliverables, including reporting, case-studies, and other deliverables are completed on a timely basis;
> M&E How to Guide drafted and shared with the team to ensure that adviser roles in the M&E process are understood;
> Support partners, including the ACB, DPP and FIA as required in establishing and maintaining their M&E systems;
> Monitor the implementation cycle – and track overall status of project implementation, oversee quarterly review sessions/process;
> The Adviser’s reporting obligations include contributing to GoM, donor and external reviews and evaluations of the TSOC programme, and contributing to TSOC planning and reflection sessions.
Reporting
Working with the Public Governance Team, the M&E Adviser will report to the
TSOC Team Leader (TL), and Programme Manager (PM). The adviser will be
responsible to develop a quarterly workplan and provide monthly activity
reports to the TL and PM.
Skills and Qualifications
> A bachelor degree or similar, postgraduate qualification preferred;
> At least 5 years of practical working experience in Monitoring and Evaluation, preferably in an international NGO or similar organization;
> Experience working in the Rule of Law or Justice Sector in Malawi, with knowledge of Law Enforcement Agency partners;
> Ability to work self-sufficiently, with minimal supervision, and as an effective team player, in challenging operational environments;
> Strong communication and interpersonal skills, with ability to work with Government counterparts, international advisers working in Malawi, and HQ based staff of the Basel Institute;
> Meticulous and professional approach to work, with attention to detail;
> Solid experience in the use and application of MS Office programs, in particular Word and Excel;
> Solid proficiency in writing and speaking English.

This position will be based in Lilongwe, Malawi, at ICAR’s field office.
