### Job Description
CARE is an International NGO that works in 95 countries around the world t o
save lives, defeat poverty and achieve social justice. In Malawi, CARE works
in collaboration with the Government of Malawi and other local and
international partners.
CARE International in Malawi was awarded a cooperative agreement from the U.S.
Agency for International Development’s Office of Food for Peace (USAID/FFP),
to implement a five-year Development Food Security Activity (DFSA) to improve
and sustain the food and nutrition security of vulnerable populations in Zomba
and Mangochi Districts. The project is working at the individual, household,
community and institutional levels to address the underlying causes of food
insecurity and strengthen transformative opportunities. This includes a focus
on improving food access and incomes through agriculture and other livelihoods
initiatives; enhancing natural resource and environmental management;
combating undernutrition, especially for children under two and pregnant and
lactating women; and mitigating disaster impact through early warning and
community preparedness activities. The project is called “Titukulane” and is
intended to strengthen resilience in populations vulnerable to acute and
chronic hunger, recurrent shocks, stresses and crises. It further aims to
reduce future need for ongoing crisis or emergency. CARE is working in a
consortium with Save the Children, Emmanuel International, WaterAid, NASFAM,
and IFPRI, as well as other associated organizations and partners.
CARE seeks to recruit well qualified staff to fill the vacant position of
Deputy Chief of Party (DCOP)*> . The successful candidate will be based in
Zomba.
Position Deputy Chief of Party (DCOP)
Position Description
The Deputy Chief of Party (DCOP) under the supervision of the Chief of Party,
will oversee the implementation of the USAID Bureau of Humanitarian
Assistance-funded Development Food Security Activity entitled Titukulane (Let
us work together for development). Titukulane is a $75M, five-year (2019 –
2024) program funded by the USAID Bureau for Humanitarian Assistance and led
by CARE together with partners Emmanuel International, International Food
Policy Research Institute (IFPRI), National Smallholder Farmers Association of
Malawi (NASFAM), Save the Children, and WaterAid. The project aims to support
implementation and ensure effectiveness of the Malawi National Resilience
Strategy (NRS), which is established to guide investments in agriculture,
reduce impacts and improve recovery from shocks, promote household resilience,
strengthen management of Malawi’s natural resources, and facilitate
coordination between government institutions, civil society organizations, and
development partners. The project directly targets up to 290,413 households
across Zomba and Mangochi Districts.
The DCOP will lead the development of high-quality and practical project
implementation plans that meet the technical expectations of the project
theory of change. S/he will lead and mentor a team of six 6 senior Project
Management Unit (PMU)-based staff covering various technical fields. The DCOP
will oversee implementation, identify and resolve challenges in coordination
with technical and operational leads, and promote ongoing quality improvements
throughout the life of the project. The DCOP will lead the development of
standard operating procedures and work across the implementation teams to
ensure project objectives and targets are met as per approved work plans. The
DCOP will spend significant time visiting field level Titukulane program
operations to assess both qualitative and quantitative performance, and work
actively with key personnel, technical leads and even field level staff to
address these issues and share learnings internally.
Core to the DCOP’s work will be the promotion of a data-driven, learning
culture that pursues on evidence-based actions to expand successful activities
and adjust or terminate initiatives that fail. Building the overall project
team’s capacity to work in these ways and communicating best practices to
relevant parties will be central to those efforts.
The DCOP will partner with the Chief of Party to guarantee quality,
efficiency, integrity, and learning throughout the project’s duration.
Specifically, s/he will be the overall lead on strategy development and
implementation and provide oversight and technical guidance to and resolve
challenges in implementation of the program’s theory of change, results
framework, monitoring and evaluation framework, and work plans.
Specific Roles and Responsibilities
The successful candidate will be expected to perform the following specific
duties
1\. Staff Supervision and Technical Management
> Provide direct technical oversight and support to program activities under the project’s key technical areas.
> Assist program teams to develop and implement innovative approaches to capacity building.
> Support project staff to ensure high-quality activity implementation of project activities.
> Work closely with technical leads to ensure a cohesive and integrated approach across all project activities.
> Provide guidance and technical support to the Chief of Party on issues related to the technical areas/functions and to ensure that all activities are consistent with accepted best practices.
2\. Quality Project Implementation, Learning, Planning and Deliverables
> Ensure technical interventions are integrated, layered and sequenced appropriately at all levels of implementation within the program and with other programs and actors, especially those implemented by USAID.
> Oversee the coordinated planning (of activities and budgets) and implementation of the project in line with innovative strategies, technical standards, and CARE priorities and program principles.
> Ensure that activity components are results-oriented, that deliverables are high quality, and that reporting is relevant and timely. The DCOP must focus on achieving results in all areas on schedule and ensuring synergies and cohesion between the various result areas.
> Coordinate monthly activity updates, technical, quarterly and annual progress reporting and analyze lessons learned and emerging issues to inform programme improvements.
> In collaboration with the COP, ensure the adequacy of planning, monitoring and reporting to meet established programmatic and financial targets and timeframes.
3\. Project Resources Efficiency in Compliance with Donor Rules and
Regulations
> Ensure efficient use of project resources, adherence to USAID/BHA and CARE standards, and compliance with USAID rules and regulations.
> Monitor overall program budget burn rates (Budget versus Actual) and lead meetings with Finance colleagues and project managers on at least a quarterly basis;
> Monitor financial performance of CARE implementing partners per plans and commitments made to donors and government, recommending adjustments when needed.
4\. Networking and Partnership Management
> Participate in technical networks, meetings and select technical working groups, as appropriate, to represent the project and ensure collaboration of relevant technical work.
> Build and manage strong working relationships with all the project’s implementing partners and technical and resource partners to ensure the implementation plan is applied consistently and with quality. Facilitate the resolution of technical conflicts amongst partners and foster a healthy partnership team.
> Build and sustain close partnerships with key project stakeholders, including Government of Malawi officials, USAID, and others to ensure programmatic layering and sequencing and share lessons and approaches for maximizing impact.
> Represent the project and CARE at external project meetings and forums (global forums, webinar).
Required minimum qualification and experience
This is a very senior position within Titukulane project and CARE Malawi. The
suitable candidate will possess the following
> Minimum 10 years of experience and a master’s degree in a related field or the equivalent combination of education and experience. The experience should be of recent and progressively more challenging experience working in food, nutrition and/or livelihood security.
> Substantial (5+ years) experience working in a senior technical or management capacity on USAID-funded projects and knowledge of USAID rules and regulations.
> Experience with rural development, food and nutrition security programming, livelihood resilience, market development, and/or natural resources management.
> Proven capacity in working with a diverse group of partners including USAID staff, key Ministry officials, and local and national civil society organizations.
> Demonstrated ability to build and maintain robust relationships with host governments, donors, other donors funded project and stakeholders, local organizations and partners.
> Demonstrated leadership, creative problem-solving, and management skills.
> The ability to travel extensively to program locations within Malawi as well as to other countries as required.
> Advanced written and oral communication, presentation, and representational skills.
> Excellent computer skills in word processing, spreadsheets, database management, and PowerPoint.
> Professional proficiency in written and spoken English and Chichewa required
