THE ORGANISATION

Malawi University of Science and Technology (MUST) is the fourth public
university established by the Government of Malawi In December, 2012. It was
officially opened on 24m October, 2014. MUST is situated In the southern part
of Malawi In the beautiful highlands of Thyolo District, about 27 kilometres
east of Blantyre City. It has four schools, namely Malawi Institute of
Technology (MIT); Ndata School of Climate and Earth Sciences (NSCES); Academy
of Medical Sciences (AMS); and Bingu School of Culture and Heritage (BISCH).
Through these schools, MUST is offering undergraduate and postgraduate
programmes In various disciplines.

MUST would like to engage a suitably qualified and experienced person to fill
the position of University Registrar. This Is a highly demanding position that
requires higher education administrators who have demonstrable capacity to
initiate administrative and managerial innovations geared towards making the
University a vibrant and competitive Institution.

Reporting to the Vice Chancellor, the University Registrar is the Chief
Administrative Officer of the University. Most importantly, he or she provides
managerial and administrative leadership to the University, focusing on policy
interpretation, human resource management, general administration, staff and
students’ welfare and coordination of academic affairs.

KEY DUTIES AND RESPONSIBIUTIES OF THE POSITION

The following are the main duties and functions of the University Registrar

> Providing managerial and administrative advice and support to the Vice Chancellor, Executive Deans, Directors and Heads of Department
> Interpreting MUST policies and policy guidelines and overseeing their implementation
> Handling administrative and human resource management activities such as maintenance of staff establishment development and induction of new staff
> Managing the University’s management system; performance management processes; staff welfare; staff discipline and industrial relations
> Coordinating staff development matters in conjunction with the Deputy Vice Chancellor
> Performing administrative functions relating to academic matters such as admission and registration of students; keeping and updating students’ records; preparing students’ transcripts and academic awards; facilitating production of various statistics on student matters; preparing teaching timetables In cooperation with Executive Deans; and student discipline
> Keeping and maintaining a register of staff members of the University
> Keeping custody of the Common Seal of the Council
> Dealing with Internal and external correspondences
> Acting as a contact person between the Legal Counsel and the University on all legal matters involving the University
> Coordinating all University ceremonies
> Acting as Secretary to the Council, Senate and other Statutory Committees and ensuring that all statutory committee meetings take place and their proper records are kept
> Acting as the Spokesperson for the University
> Performing any other duties as assigned by the University Act, statutes and Council or as delegated by the Vice Chancellor from time to time

QUALIFICATIONS

Applicants should possess at least a Master’s Degree in either Public
Administration; Business Administration; Social Science/Higher Education or
any relevant field. Applicants should have not less than ten (10) years’
experience at Senior Management level in an institution of higher learning.
Those with PhD in the above fields will have an added advantage.

The ideal candidate for the position must

> Have a proven track record of managing strategic Issues of institutions of higher learning
> Have proven superior leadership and high level managerial skills
> Have sound understanding of relevant legal instruments regulating institutions of higher learning in general and functions of the position In particular
> Have good leadership and team building skills
> Be results oriented
> Be decisive, self-motivated and assertive
> Have excellent oral and written communication skills
> Have excellent interpersonal skills and be able to deal with a diverse workforce
> Be of high integrity
> Have excellent negotiating and analytical skills.

TERMS AND CONDITIONS OF SERVICE&

MUST shall provide an attractive salary and fringe benefits to the successful
candidate In accordance with Its emolument structure. The appointment is for a
period of three years (3 years), renewable based on very good performance and
mutual agreement.
