Policy Support for Agricultural Transformation (PoISAT) Project

1.0 Background
The Ministry of Agriculture, Irrigation and Water Development (MoIWD) with
technical and Financial assistance from the Michigan State University (MSU) is
implementing a Policy Support for Agricultural Transformation (PoISAT) Project
under a grant from the Foundation for a Smoke-Free World. The PoISAT Project
directly supports the Ministry and the agriculture sec:or to implement the
Malawi Growth and Development Strategy (MGDS), the National Agriculture Policy
(NAP) and the National Agriculture Investment Plan (NAIP) as well as related
policy frameworks with a bearing on agriculture transformation. The Project is
embedded in the Department of Agriculture Planning Services (DAPS) and assists
DAPS to identify and implement policies that will improve the investment
climate, promo:e diversification, and promote increased commercialization
within Malawi’s agricultural sector.

2.0 Tasks and Responsibilities
The Project seeks to competitively recruit the following position that is
vacant within the project:

Capacity Development Specialist (CDS):
The successful candidate will plan and implement capacity development work
within the PoISAT Project. This will include developing and delivering
trainings on a broad range cf areas, facilitating capacity assessments,
adapting, or delivering new tarring tools, and helping to document PoISAT’s
progress report. In addition, the Capacity Development Specialist will also be
assisting with the day-to-day implementation of project activities, including
monitoring of progress, learning and policy dialogue, among others.

Key tasks shall include:

Support PoISAT capacity development interventions involving a combination of
guidance, training, facilitation of organizational assessments, and
development of strategies and institutional strengthening plans.
Promote knowledge management and learning environment within the project.
Planning, organizing and facilitating workshops, including all the required
preparatory activities and the design cf the agenda.
Contributing to preparation of project workplans, budgets, reports, working
papers, and policy briefs.
Performing any other duties as may be assigned from time to time by the
Project Coordinator.
Qualifications and Experience

At least a MSc/MA degree in Social Sciences, Political Science, Economics,
Education, Gender or any other relevant field is required.
A minimum of 5 years post-graduate experience.
Excellent knowledge of capacity building theory and the application of
methodology.
Good understanding of capacity assessment methodologies.
Excellent ability to identify significant capacity building opportunities.
Demonstrated ability to write publishable reports.
Demonstrated experience in government systems and procedures.
Familiarity with agricultural sector policy environment.
Strong interpersonal skills, ability and experience in teams of diverse
backgrounds.
Excellent written and spoken English and at least one Malawian local language.
3.0 Location of Employment
The Policy Research Analyst and the Capacity Development Specialist will be
expected to work at PoISAT Office located at MoAIWD, in Lilongwe.

4.0 Duration of Employment
The contact shall be for a total of 12 months (1 year), starting from the
contract signing date with possibility of extension dependent on performance
and business needs.
