Background
Transform is a four-year programme (With a 1-year inception phase) which will
be coordinated by three Norwegian organizations namely the Norwegian Church
Aid (NCA), the Development Fund of Norway (DF), and Norwegian University of
Life Sciences (NMBU). The overall objective is to strengthen local food
systems in selected areas in five of Malawi’s rural districts and to
demonstrate a sustainable improvement of food and nutrition security,
resilience to climate change and income among agriculture-dependent rural
households. By increasing resilience to climate change, diversifying
agriculture production, developing new value chains and closing the gender gap
in agriculture, the program will contribute to the transformation of the
agricultural sector in Malawi. NCA is seeking to recruit the following on an
initial 1-year contract

WASH Officer

Responsibilities

The WASH officer is responsible for the provision of professional technical
support and guidance on activities within the areas of Water, Sanitation &
Hygiene (WASH) in the locations within the programme impact areas. The WASH
Officer will be supervised by Program Coordinator for Economic Empowerment and
may receive technical guidance and support from the WASH Advisor at the NCA
Headquarters. In addition, the incumbent will be expected to work within
multi-functional and interdisciplinary teams. S/he will follow a rights-based
and community focused approach in the integration of WASH in the Transform
program design. The Transform WASH officer undertakes the following key areas:

Leadership and coordination

Coordinate activities of WASH Transform Program
Facilitate WASH coordination among partners, ensuring that inclusive and good
practice coordination structures for all technical sectors covered are in
place, and that sector coordination functions at national and field levels are
in line with operational and partner requirements.
Coordinate the Transform WASH Technical Working Group
Technical assistance and capacity building

Plan and address adequately the needs of women, children, the elderly and
people living with disabilities in planning and implementing WASH activities.
Use community-based approaches, including clear involvement of women, girls,
boys, and men, elderly, persons with disabilities in the design of WASH
related infrastructure, products, and services.
Ensure development of information, education and communication materials
through community consultations, collaborating with women, girls, boys, men,
elderly, persons with disability, and other potentially marginalized groups.
Ensure community capacity building is carried out through multi-discipline
teams working with women, girls, men, and boys of the community to train and
empower them on WASH related aspects.
Monitoring, evaluation and quality assurance

Monitor and evaluate WASH activities within the Transform Program
Ensure monitoring and evaluation is carried out using standard resources for
data collection, analysis and interpretation.
Reporting and accountability

Draft regular WASH reports and submit material for preparation of periodic
program monitoring reports as required.
Report regularly on WASH activity implementation by all Transform partners,
while maintaining accurate records of all relevant performance indicators.
Provide input to adequate reporting, timely updates, and briefings to
management.
Perform other related duties as required
Essential minimum qualifications and professional experience

Undergraduate degree (equivalent of a BA/BS) in Environmental Health, Water
Resources Development.
Minimum 3 years previous work experience in Water/ Sanitation/Environment or a
related field dealing with large scale WASH activities and Integrated Water
Resource Management is required.
Proven expertise in the area of WASH including surveys, programme
implementation, monitoring and evaluation, and coordination is required.
Excellent knowledge of English (written / oral / comprehension) is required.
