POSITION SUMMARY

The CBFO Field Officer has the overall responsibility of facilitating and
implementing activities leading to strengthening and enhancing the Community
Based Financial Organizations including identification of existing, and
formation of new CBFOs within the project areas. S/he is the face and voice of
Opportunity. Reporting to the Country Director, the officer is responsible for
selling the vision of Opportunity, building relationships, and bringing more
people toward financial inclusion and economic empowerment. He/she will form
the link between the communities Opportunity serves and its mission. The
officer must be a trusted, outgoing communicator who will present tailored,
appropriate educational material (financial, business, digital, outreach) to a
target market of the marginalised, under, and un-banked to enable them to
transform their lives, businesses, and families.

ESSENTIAL DUTIES*> include the following. Other duties may be assigned.

Technical Tasks:

> Identify the technical capacity and challenges for beneficiaries and FSA’s skills/knowledge they have in CBFOs.
> Facilitate and ensure the identification and establishment of CBFOs in the project areas.
> Oversee and regularly monitor when the CBFOs are conducting the share purchase, social contributions, and borrowing and repayment of loans to ensure proper documentation/recording of CBFO field cash box.
> Train beneficiaries and FSAs skills on CBFO methodology, governance, leadership, business development, etc.
> Coach, supervise, and mentor the FSAs for effective facilitation and support of CBFOs.
> Facilitate and organize exposure or exchange visits and any other events for the beneficiaries to foster learning and experience sharing.
> Ensure timely procurement of and delivery of the right quality and quantity of CBFO kits/tools required by the beneficiaries and ensure these are used appropriately.

Monitoring, Evaluation, Documentation, and Reporting.

> Conduct regular follow-up visits to CBFOs to see if they are applying the recommended practices and provide technical assistance where there are gaps.
> Monitoring and supervision of Field-level Support Agents performance in the project areas.
> Consolidate/compile monthly, quarterly and annual activity reports and special events showing achievements, lessons, constraints and recommendations which should be submitted to the relevant authority at the agreed time
> Participate in the field-level assessment and/or evaluation of project performance/evaluations.

Coordination

> Build relationships and coordinate with stakeholders (local leaders, district authorities, microfinance institutions, e.t.c), relevant government Ministries/departments.
> Participate in field-level coordination meetings with local government authorities and other agencies.
> Identify challenges and opportunities within the communities, tailor deliveries and/or seek new resources to meet needs.

Relationship Building

> Act as a liaison between the communities and Opportunity.
> Identify opportunities for the expansion of Opportunity’s programmes.
> Ethically champion and model the core values of Opportunity in the communities.

QUALIFICATIONS

> Minimum of 3 years’ experience in rural development program implementation suited for the marginalised of society.
> A strong understanding of the target market and the value of community trust.
> Outgoing, enthusiastic, and committed to the goals, mission & values of Opportunity.
> Strong budgeting and business skills
> Excellent organizational, multi-tasking and consensus building skills
> A team player with excellent interpersonal, writing, speaking, and presentation skills.
> Computer literacy with packages such as spreadsheets & word processing. Ability to use data entry programmes, tablets, and other mobile technology.
> Motorcycle Driving Licence

LANGUAGE SKILLS

> Local Language as required within target markets.
> Sufficient English proficiency to communicate with global contacts.

TRAVEL REQUIREMENTS

Travel to the community daily to deliver programmes and interact with the
communities. Travel throughout target market communities and beyond to
investigate expansion opportunities and respond to community requests.
