Background
Transform is a four-year programme (With a 1-year inception phase) which will
be coordinated by three Norwegian organizations namely the Norwegian Church
Aid (NCA), the Development Fund of Norway (DF), and Norwegian University of
Life Sciences (NMBU). The overall objective is to strengthen local food
systems in selected areas in five of Malawi’s rural districts and to
demonstrate a sustainable improvement of food and nutrition security,
resilience to climate change and income among agriculture-dependent rural
households. By increasing resilience to climate change, diversifying
agriculture production, developing new value chains and closing the gender gap
in agriculture, the program will contribute to the transformation of the
agricultural sector in Malawi. NCA is seeking to recruit the following on an
initial 1-year contract

MEAL Officer

Responsibilities

Reporting to Program Coordinator – Economic Empowerment and MEAL Coordinator,
the MEAL officer is responsible for management and delivery of all project M&E
deliverables within NCA, including all elements of survey design, analysis and
report writing. These products will include qualitative and quantitative
survey tools, sample frameworks and reports for baselines and annual
measurement surveys as well as routine indicator tracking outputs. The MEAL
will also be responsible for developing, implementing and strengthening of
MEAL systems for the NCA Transform program. He /She is responsible for:
developing the implementation of annual Transform MEAL plans; developing and
disseminating MEAL tools; training partners in key MEAL concepts and skills
that are relevant to their needs; and documenting and disseminating key
!earnings from MEAL and research results in support of the strategic
objectives of the programme. S/he is responsible for guiding NCA partners in
the programme in achieving program outcomes/impact and ensuring that the
program is timely accountable to beneficiaries and other stakeholders in line
with NCA’s and donors’ policies and practices. He /She maintains vibrant
coordination and effective relationships with his/her team, colleagues,
external partners, supporters, relevant Government departments and other NG0s.
The MEAL officer undertakes the following key areas:

Monitoring and Evaluation

Develop quarterly and annual Monitoring, Evaluation, Accountability and
Learning Plans for the Transform programme.
Develop and review MEAL frameworks, plans and tools for the Transform
programme.
Support implementing partners to design effective Monitoring and Evaluation
Plans and tools
Provide Monitoring Evaluation, Accountability and Learning related support to
partners working with NCA in the Transform programme. This includes
coordinating routine monitoring, supervision, mentorship and training of
relevant partners in MEAL methodologies and tools
Provide leadership in the initiation and conducting of the studies and
evaluations for each the program.
Produce high quality analysis reports to illustrate the programs’ progress,
and impact.
Conduct data quality assurance exercises in a program under supervision of
MEAL Coordinator.
Learning

Develop and manage relevant Management Information System and tools for all
programs with support from the MEAL Coordinator
Document and share project performance and learning (through monthly,
quarterly and annual reports, etc) to inform on-going implementation and
future programming.
Make recommendations on changes in program design or general management based
on findings from MEAL and analysis of trends
Participate in the Monitoring Evaluation and Research technical Working Group
as delegated by NCA Malawi.
Accountability

Ensure that all staff in the program fully understand and promote
accountability to the general beneficiary (smallholder households) in
particular, through training and coaching.
Contribute to the establishment of feedback mechanisms to mainstream
accountability across the program interventions with support from MEAL
coordinator
Ensure establishment of appropriate feedback mechanisms that are contextual,
effective, accessible and safe to beneficiaries.
Ensure that feedback and complaints from beneficiaries are properly recorded
and acted upon (submitted to management for review and actioned to improve
programming and enhance accountability).
Minimum qualifications

Candidates must have at least 5 years of relevant experience, demonstrating
extensive knowledge of Monitoring and Evaluation and project management.
A demonstrated track record in managing time, deadlines, and budgets is
essential.
Degree in Social Sciences, Economics, Agricultural Economics and Project
Management
Expertise in one or more disciplines relevant to Monitoring and Evaluation and
statistics will be an added advantage
Ability to synthesize ideas and communicate effectively with diverse
audiences, including partners, colleagues, policymakers, and other donors
(government and private).
Capacity to communicate orally and in writing, in a range of settings.
