A. Job Purpose

To provide management accounting support in monitoring and evaluating activity
implementation for the Program and assigned projects in line with policies and
procedures and donor grant agreements

B. Management Responsibility

• To ensure effective utilization of Program funds according to the
organization’s policies, procedures, and the donor guidelines.

• Member of the program support and country finance teams

C. Description of Duties

• Responsible for processing of approved payments within 48hrs of the request

• Responsible for timely and accurate maintenance of the Intacct system by
ensuring accurate entries are posted/charged to correct funder codes.

• Verifying all payment vouchers for accuracy and completeness before
processing and posting into the Intacct accounting system.

• Represent finance team in various program meetings.

• Ensure accurate and timely Cash disbursements and proper documentation of
all payments to staff, sub grantees and vendors

• Ensure proper budget utilization, proper cost allocations and periodic
budget vs. expenditure analysis.

• Ensure accurate petty cash disbursement, monitoring and allocations.

• Manage accounts receivables from staff.

• Follow-up with the staff on periodic staff returns status.

• Review for compliance with donor and organizational policies/guidelines on
all payments.

• Provide financial and compliance guideline/training to sub grantee staff.

• Prepare timely staff returns tracking sheet for program manager’s review.

• Prepare financial reports for all programs for submission to management by
the 15th of every following month.

• Preparation of Bank reconciliations by 10th of every month.

• Initiate and engage regular review meetings with project managers to resolve
and discuss various financial and accounting issues and queries.

• Participate in internal audits as scheduled and in external audits by
providing auditors with accounting documents as requested and providing
explanations for audit queries.

• Participate in preparation of annual operational budgets for the program and
projects by determining funds available for the budget, activities scheduled
for the year and their cost and translating these to an operational budget in
Evidence Action format.

• Other duties as assigned from time to time.

D. Required Qualifications

1\. Professional Qualification

• A minimum of a University degree in Finance, Accounting, or closely related
business field.

• Should also have or studying towards ACCA/CPA qualification

2\. Relevant experience and key skills

• Experience in managing community based program funds.

• At least 3 years of experience in Finance and Administration performing
responsibilities required for the position and demonstrating progress in the
role.

• Audit experience and managing of USAID/CDC grants.

• Relevant experience in the use of the Intacct accounting software is
desirable.
