Options Consultancy Services Limited is a leading global health consultancy

always on building local skills and systems that last. In Malawi, Options
Consultancy Services is implementing the Women’s Integrated Sexual Health
(WISH) programme, in partnership with Family Planning Association of Malawi
(FPAM) and Development Media International (DMI), with funding from UK Aid.
The programme is aimed at increasing modern contraceptive prevalence rate
(mCPR) among young people. Options is focusing on creating an enabling
environment for FP services access under the following pathways policy and
planning, quality improvement, accountability, and health financing. Within
the accountability pathway, Options is engaging an accountability mechanism,
Malawi Network of AIDS Services Organization (MANASO), to advance the FP
advocacy agenda primarily focusing on tracking FP 2020, and other government
commitments, but also influencing government to increase investment for FP.
Position
Options in partnership with MANASO seeks the services of a consultant to
develop a sexual reproductive health and rights / family planning (SRHR/FP)
advocacy strategy, with clear advocacy messages and work plan. The SRHR/FP
advocacy strategy will guide MANASO in conducting targeted SRHR/FP advocacy
which would contribute to improved access and uptake of FP services. The
overall objective of the consultancy is to develop a five-year SRHR/FP
advocacy strategy with clear advocacy messages targeting decision makers at
national, district and community level. The advocacy strategy will be utilised
to hold government accountable to the SRHR/FP commitments made in-country and
globally. The document will enhance MANASO’s support towards increased access
and uptake of SRHR/FP service especially among adolescents and youths,
fighting teenage pregnancies and early / child marriages, as well as gender-
based violence. Specific objectives include Review country and global SRHR/FP
documents which includes reports, guidelines, protocols, commitments, and
recommendations. Generate advocacy issues based on the review of the above
documents Build consensus of key SRHR / FP advocacy issues with relevant key
stakeholders Develop SRHR / FP advocacy messages targeting specific audiences
basing on new SRHR/FP commitments which the government has made in country and
globally and key issues identified by key partners / stakeholders Develop a 5
years SRHR/FP advocacy strategy for the accountability mechanism.
Requirements
The consultant should have the following A minimum of master’s degree,
preferably in Public Health or Social Science with relevant experience in
health especially SRHR/FP. A minimum of 5 years of experience with a proven
professional record working as a consultant with reputable institutions on
similar assignments Prior experience in developing advocacy strategy and / or
other relevant policy documents in Malawi or elsewhere. General understanding
of SRHR/FP commitments the government of Malawi has committed in-country,
regional and globally; emerging issues and / or current trends in SRHR/FP
Fluency and proficiency in English Experienced in Qualitative and quantitative
data analysis, as a requirement Excellent analytical, interpersonal and team-
building skills.
