This is a remote position.

The International Potato Center (CIP) is seeking to recruit highly qualified
Consultant to Support the TAAT Country Operation Team in Malawi

Objectives

The Technologies for African Agricultural Transformation (TAAT) has embarked
upon a Country Engagement and Coordination (CEC) operation for the TAAT
program.

> The overall goal of CEC is to coordinate engagement within countries for all TAAT operations, and achieve accelerated impact through strengthened Coordination, Harmonization and Alignment of TAAT delivery operations to country strategic goals and targets. It will involve coordination functions (in-facing) for TAAT Compacts operating within the country, as well as establishing interface and linkages with external parties (out-facing).
> To undertake a study primarily through analysis of country policy documents, and through making direct engagement and consultations with relevant organizations, Programs and Initiatives addressing agricultural transformation in the country, in line with government policy goals. This could be supplemented with additional key-informant interviews and a webinar or online brainstorm on subjects of relevance to the goal of the consultancy.

Deliverables

A report (diagnostic document), outlining

1. Key country strategic goals and targets for agriculture, including analysis in relation to four key goals of (i) food and nutrition security, (ii) Import substitution, (iii) Job creation and Youth entrepreneurship, and (iv) Economic diversification. The report will also address Demand, Supply and Feasibility dimensions relating to agricultural transformation, with critical gaps clearly identified.
2. Identification and mapping of key agricultural development programs and initiatives addressing agricultural transformation towards economic development in the countries
3. Analysis of key collaboration areas and Identification of priority organizations and programs for TAAT partnership engagement.

### Requirements

Qualifications/special skills

> At least a Masters in the field of agricultural economics, public policy, agricultural policy, or international development.
> At least ten years of work experience focusing on agricultural policy development or managing projects that aim at agricultural transformation.
> Proven experience with or knowledge of the agricultural sector in Malawi, preferably on TAAT Compact value chains including orange-fleshed sweet potatoes, quality protein maize, high iron beans and fish farming.
> A proven network of contacts in relevant government Ministries is an added advantage.
> A proven network of contacts in different development organizations is an added advantage.
> Strong oral and written communication skills, including facilitation of virtual meetings and report writing.
> Ability to work independently and adhere to deadlines

Expected duration and conditions

> This consultancy contract is for 20 days on a retainer basis.
> The payment is a fixed and consolidated fee based on a daily rate.
