BACKGROUND

---
The Government of Malawi (GoM) recognizes the need to support private sector
development, entrepreneurship and inclusive business, as affirmed in its
2017-2022 Malawi Growth and Development Strategy (MGDS) III, the country’s
overarching medium-term strategy designed to attain Malawi’s long-term
aspirations of poverty reduction. The MGDS III aims to accelerate the
country’s transition to a productive, competitive and resilient nation that
also integrates the Sustainable Development Goals (SDGs). Achievement of this
objective requires a dynamic, diverse and innovative private sector and
vibrant entrepreneurship culture.

UNDP Malawi focuses on entrepreneurs’ empowerment, especially of youth, to
contribute to the sustainable economic development of the country by tackling
poverty, delivering social and environmental dividends aligned to Agenda 2030,
and by equipping them with knowledge, technology and skills to achieve and
accelerate the positive impact potentials of their business ideas. Aligned to
UNDP’s global priority to accelerate the transition to green economies, as
reinforced by the new Planetary pressures-adjusted Human Development Index
launched as part of the 2020 Human Development Report, UNDP Malawi is focusing
on helping businesses and entrepreneurs embark on new pathways toward
innovation, inclusion and low-carbon development that sustains Malawi’s
natural environment and assets.

In line with the above, UNDP Malawi is expanding its engagement with private
sector actors in line with SDG 8 (promote sustained, inclusive and sustainable
economic growth, full and productive employment and decent work for all), SDG
9 (build resilient infrastructure, promote inclusive and sustainable
industrialization and foster innovation), SDG 12 (sustainable production and
consumption patterns), and SDG 13 (urgent action to combat climate change).

Under the Resilience and Sustainable Growth (RSG) portfolio, UNDP’s second-
generation Private Sector Development Programme (PSDP II) has created
platforms to support companies, entrepreneurs and innovators to contribute to
Malawi’s economic transformation. Through initiatives such as the Malawi
Innovation Challenge Fund (www.micf.mw), the Malawi Growth Accelerator
(www.growmalawi.com), and the planned FAO-UNCDF-UNDP Build Fund for Malawi
(https//www.uncdf.org/article/5305/the-build-fund), UNDP Malawi is
increasingly linking business development, job creation and financing to the
achievement of positive social and environmental outcomes, including
accelerating Malawi’s transition to a green economy and green jobs.

Under the new Zantchito Entrepreneurship and Access to Finance initiative
starting in early 2021, co-financed by the EU, UNDP will mobilize its
accumulated knowledge and experience to support early-stage entrepreneurs to
develop their business ideas and transition to inclusive and sustainable
enterprises.

Through Zantchito, UNDP will support downstream entrepreneurship and will
maximize the effectiveness of existing business incubator structures and
business development services, and will help bring to market new enterprises
that provide formal job opportunities for young people. UNDP’s delivery of
Zantchito comprises four sub-components

> Business Incubation Strengthening where existing capacity gaps within the community of existing incubation service providers will be identified and addressed to strengthen their performance.
> Business Development Services (BDS) Strengthening to build the capacity of the BDS service providers to standardize and boost service offering; develop and align tailored BDS to the growth strategy of entrepreneurs; and to expand awareness of such services to meet current demand.
> Pre-Incubation, Incubation and Post-Incubation technical support to Technical, Entrepreneurial and Vocational Education and Training (TEVET) graduates and new and existing Micro and Small Enterprises (MSEs) support the survival and development of a selected number of entrepreneurs and TEVET graduates through the provision of pre-incubation support, full business incubation medium-term support, and post-incubation support. An emphasis is placed on accompanying entrepreneurs through the entrepreneurial journey, from idea stage to incorporation and business maturity. BDS providers, incubators, and other key actors will be providing the requisite capacity building to the TEVET graduates and MSEs, including approaches for delivery of positive social and environment impacts.
> Pre-Incubation, Incubation and Post-Incubation financial support to TEVET graduates and (potential and existing) Micro and Small Enterprises (MSE) access to finance is almost impossible for idea-stage entrepreneurs and inaccessible to incubation-stage entrepreneurs. In order to incubate successful business ventures, entrepreneurs require access to affordable finance to allow them to ensure that their good ideas become reality. Without entry-level type financing at idea and incubation stages, entrepreneurs will not be able to pursue their business ideas and mature their enterprises, undermining investments in incubation, mentorship and BDS. This sub-component will ensure provision of co-financing to TEVET graduates and emerging and existing MSEs receiving BDS and BI support, with an additional objective of demonstrating to financial institutions that MSEs and graduates can be viable clientele for business financing.

It is anticipated that Zantchito will generate a pipeline of viable
investment-ready businesses for support through other instruments such as the
Growth Accelerator, MICF and other business support operations managed by the
Government of Malawi and its development partners. Young entrepreneurs will
also be linked to the new Malawi Green Corps, a green job initiative focused
on rehabilitation of hotspot areas across Malawi.

Under the overall guidance of the Portfolio Manager for Resilience and
Sustainable Growth (RSG), a Programme Coordinator for Inclusive / Green
Business is being recruited to coordinate delivery and provide oversight of
Zantchito, as well as to support the achievement of UNDP’s corporate
priorities in green economic development applied to programming across the
Malawi Country Office. The Coordinator will actively collaborate with staff
within the RSG portfolio, the Responsive Institutions and Civic Engagement
(RICE) portfolio, the Development Impact Advisory Team (DIAT), and the newly
created Innovation Acceleration Lab (AccLab) to advance business development
aligned to UNDP’s commitment to accelerate Malawi’s green economy transition.

Overall, the Coordinator will promote more inclusive private sector
development; increase the awareness of business investment aligned to
achieving the SDGs; improve social and environmental dividends by helping to
create an ecosystem for youth-driven business innovation; support job
creation, especially green jobs; facilitate access to affordable finance;
coordinate tracking systems to monitor individual and group-level results
emerging from the entrepreneurship journey under the Zanchito and other UNDP
initiatives; support relationship management with UNDP’s government and
development partners; support continuous learning and knowledge management;
and provide technical, advisory and advocacy services across the Country
Office respecting inclusive business, green economic development, and youth
entrepreneurship.

DUTIES AND RESPONSIBILITIES

Oversight and Management

> Provide oversight, managerial leadership and strategic direction for Programme and Projects linked to green economy, youth entrepreneurship and business incubation
> Regularly brief and consult Senior Management of developments and provide advice and information as required and contribute to CO, UNDP and UN-wide exercises and initiatives;
> Perform and/or support project oversight, quality assurance, monitoring, field missions, reporting, audits, evaluations, formulations and project support services, providing day-to-day guidance and enhancing team work with the project/programme teams and with other Country Office units;
> Lead the development of annual programme/project delivery targets and guide implementation team and partners to achieve the targets as well as manage the overall programme/project budget for Zanchito;
> Lead the mid-year and annual programme reviews by monitoring the progress of programme implementation, assessing results and identifying areas of weakness to ensure Zanchito achieves planned results. Adjust the programme direction when necessary;
> Identify areas of improvement by applying best practices/lessons learned, using corporate monitoring tools and corporate reports;
> Develop resource mobilization plan and guide the team in developing project proposals for resource mobilization in green economy, youth entrepreneurship and business incubation;
> Manage and enhance the partnership with the GOM, the private sector, vocational/technical training partners, international development partners and media in areas of in green economy, youth entrepreneurship and business incubation;
> In collaboration with CO teams, support development of an overall monitoring and evaluation system for the programme to measure inclusion, social and environmental impacts and contributions to green economy transition;
> Monitor the progress on agreed results frameworks and performance indicators and take action/decision and/or provide timely support;
> Undertake and supervise financial and administrative tasks including ATLAS transactions.

Programme Management and Policy Advice

> Oversee the programme/project team working on green economy, youth entrepreneurship and business incubation, and ensure timely implementation, results-orientation and accountability of programmes and projects;
> Provide intellectual and strategic guidance and advice in green economy, youth entrepreneurship and business incubation
> In close collaboration with the Development Impact Advisory Team, identify and recommend to management new opportunities for policy advisory directions and roles;
> Ensure proper coordination with the Regional Centre and BPPS HQ;
> Lead the integration of UNDP’s work on green economy, youth entrepreneurship and business incubation into a coherent policy and programming framework in support of the implementation of the UNDP Strategic Plan and Malawi CPD;
> Design policy initiatives for relevant contexts on emerging policy agendas;
> Contribute UNDP inputs in UNSDCF Outcome Group 9.

Policy, Strategy and Programme Advice

> Advise, guide and provide support to the implementation of green economy, youth entrepreneurship and business incubation programmes;
> Seek engagement to promote social business opportunities and solutions;
> Provide inputs to Governmental of Malawi and relevant working groups, including those related to business incubation, green economic and youth entrepreneurship sub-groups;
> Provide policy advice to the GOM entities and key ministries to enable private sector engagement and public private dialogue;
> Promote corporate social responsibility (CSR) and the UN Global Compact;
> Promote sensible environmental approaches to development with a view to minimize environmental impact of private sector development initiatives;

Partnerships, Resource Mobilization and Advocacy

> Maintain and build a programme pipeline for three years with a view to mobilize resources in practice areas under incumbent’s oversight;
> Seek and identify partnership and funding opportunities; and oversee the preparation of funding proposals, donor briefings and presentations in support of resource mobilization efforts;
> Mobilize, foster and strengthen strategic partnerships with UN entities and other relevant bodies;
> Foster and enhance collaboration with UN partner agencies. IFIs and RFIs for an effective implementation of country programmes;
> Strengthen existing partnerships with decentralized authorities.

Knowledge Sharing, Knowledge Management and Capacity Building

> Ensure regular assessments of the strategic and implementation plans. Identify areas of emphasis to guide programme improvements and future strategic development plans;
> Manage the process of collecting and sharing lessons learned to build knowledge and capacity of partners and stakeholders;
> Design and implement institutional and individual capacity development activities to enhance skills and knowledge in results-based management, results based budgeting and systematic quality assurance;
> Stay abreast of emerging issues and innovation in thematic areas under incumbent’s oversight;
> Contribute to the development and maintenance of the programme knowledge networks and practices, and development of knowledge products.

Ensure efficient and effective project management of Zanchito initiative

> Provide overall leadership, technical and expert guidance in the implementation of the Zantchito Entreprenuership and Access to Finance project;
> Assess the capacity and needs of existing incubators business development service providers that will partner with the project;
> Develop the mentorship network for the incubation program and work with mentors to make the incubated ventures successful;
> Design the policy on the selection and graduation of entrepreneurs applying for business incubation services with the assumptions of such being validated by the service providers;
> Technical support and application of effective application of corporate RBM tools, establishment of management targets and monitoring and achievement of results;
> Provide overall guidance and technical support to all implementing partners involved in the project in enacting project activities such as preparation of work plans, budgets, monitoring and evaluation frameworks, and all relevant documents in support of the implementation and monitoring of the project under their overall responsibilities;
> Provision of advice in the formulation, implementation, and revision of the operational planning and budgeting system for the project ensuring its alignment with current situation;
> Effective constant monitoring, measuring the impacts of the project on a regular basis to both provide guidance for and undertake timely adjustments for the project;
> Develop and maintain harmonious relationships and team work with implementig partners, the donor as well with colleagues in the country office and the UN system level;
> Skills transfer and capacity development to implementing partners through coaching, briefings etc.
> Provide strong project coordination and build relevant partnerships with key stakeholders;
> Interact continually with relevant Ministry officials and Implementing Partners to assert on the main priorities for the programme from an organizational, functional and technical perspective and to assert on emerging constraints;
> Liaise and partner with relevant UN technical agencies, as well as Donors, Government, the Private Sector and Civil Society in support of the implementation of project components;
> Ensure the integration of cross-cutting issues, such as gender and youth into the design of implementation plans;
> Provide high level technical advice to UNDP Senior Management, the donor, relevant government counterparts, and other partners on issues related to the Zantchito Entreprenuership and Acess to Finance project;
> Serve as UNDP focal point for the Zantchito Entrepreneurship and Access to Finance project and represent UNDP in technical meetings
> Liaise continually with and forge close linkages with other UN agencies, projects or programmes and other international and national stakeholders working on interventions complementary or related to the Zantchito Entrepreneurship.

REQUIRED SKILLS AND EXPERIENCE

> Minimum of Masters Degree in Economics (including Environmental Economics), Business Management or Administration, Entrepreneurship, and/or related fields.
> At least 7 years practical experience in social and environmental entrepreneurship, business incubation, and/or relevant fields.
> Experience in assessing viability and sustainability of small enterprises;
> In depth understanding of micro and small enterprise (MSE) sector, and business incubation theory, practice and operations;
> Exposure to a range of business incubation models internationally, especially in developing countries (particularly Africa) and knowledge of good international practices;
> Practical experience providing training and capacity building services;
> Experience in effective management of grants, workplans, and budgets;
> Experience in establishing and coordinating support services for entrepreneurs, including technical assistance and mentorship programmes;
> Track record of bringing technology and innovative business models to markets;
> Experience in narrative and financial reporting;
> Good organizational and communication skills.
