CONSULTANCY OPPORTUNITY

1.0 BACKGROUND & CONTEXT

Winrock International is a nonprofit organization that works with people in
the United States and around the world to empower the disadvantaged, increase
economic opportunity, and sustain natural resources.

In Malawi, since 2012, Winrock has partnered with the Japan Tobacco
International (JTI) to implement the Achieving Reduction of Child Labor in
Support of Education (ARISE) program in Ntcheu , Lilongwe, Mchinji, Kasungu ,
Mzimba and Dowa. The goal of the program is to contribute to the elimination
of all worst forms of child labour in agricultural communities by 2025 (as per
Alliance 8.7 agenda). ARISE is aimed at addressing the child labour problem in
grower communities where JTI sources its leaf. This is done through

increasing access to education and community empowerment; economic empowerment
of households; and improving policy and regulatory frameworks to address the
child labour problem.

ARISE uses a community and child-centred approach to address child labour. It
collaborates with government stakeholders and other social partners to
establish Community Child Labour Committees (CCLCs) that monitors child labour
incidences and provides community-level oversight in addressing child labour.
It facilitates the establishment of school-based anti-child labour clubs that
are avenues for child-led advocacy in prevention and response to child labour,
it promote household economic situations throughWomen Agribusiness Groups
(WAGs) and Youth Producer Clubs (YPCs) that evolve from Model Farm Schools
(MFS). The program fosters child labour mainstreaming and integration at
community, district, and

national level.

In light of the above, Winrock seeks to engage an experienced
consultant/consulting firm to undertake an program evaluation of the Achieving
Reduction of Child Labor in Support of Education (ARISE) Program in Malawi to
assess and ascertain in quantitative and qualitative terms, the achievement of
results (intended or not intended), best practices and key lessons learned.
The assignment is to inform Winrock International on key learnings for future
and similar programming and JTI for defining of strategies for scaling up of
the program. The evaluation will be for the period 2012- 2021.

2.0 PURPOSE AND OBJECTIVES OF THE PROGRAM EVALUATION

The purpose of this program evaluation is to assess the program’s performance
(in terms of achieving intended and unintended results), ascertain and
document best practices and key lessons learned for replication.

The specific objectives of the program evaluation include (but not limited
to)

• Evaluating the project in terms of achievement of results, performance,
relevance, efficiency, impact, and sustainability.

• Gauging the current socio-economic landscape in the country and suggest
value for money strategies in addressing child labour in the country (what
should be new strategies to address child labour in the country and new ARISE
districts)

• Ascertaining and documenting best practices (at least two from each ARISE
pillars of education, economic empowerment, and regulatory framework).

• Identifying and explaining key lessons from the project and how these can be
scaled-up in future programming as well as by other stakeholders.

• Making recommendations on sustainability for impact and strategies for
scale-up.

2.0 ASSIGNMENT TIME FRAME

The program evaluation is expected to take a maximum of 21 man -days from
inception to submission of final report.

3.0 KEY DELIVERABLES & TASKS FOR THE CONSULTANT

d) Power point presentation of findings

e) Final report

4.0 QUALIFICATIONS & EXPERIENCE OF THE CONSULTANT

• The lead consultant must possess a Master’s Degree in Development
Studies/Education/Social Sciences/Community Development/Agriculture
Extension/Child Protection or other related qualifications from a reputable
and registered institution of higher learning.

• The lead consultant or other team members must have proven, demonstrable
hands-on experience and skills in evaluation design, data collection, analysis
(both qualitative and quantitative), report writing, and presentation.

• More than 5 years progressive experience in undertaking project evaluations
of similar programs/projects for INGOs/UN agencies/government. Samples of at
least two (2) previous reports need to be attached

• Hands-on and progressive knowledge of Theory of Change (ToC) focused and
results -based evaluation methods are desirable.

• Knowledge of child labour dynamics and protection in the context of Tanzania
is desirable.

• Strong report writing and presentation skills a requisite.

• Fluency in English, Chichewa, and Chitumbuka is preferred.

The application package must include

1\. Technical Proposal A maximum of 6 pages detailing understanding of the
assignment, methodology, sampling framework, and work plan.

2\. Resume Maximum 2 pages (including all assignments done and at least 3
referees – e-mails, phone numbers and work done for them).

3\. Samples of Previous Assignments At least sample of two related
evaluations or links of reports done by the consultant/firm as well as other
team members. This is requisite and those without it will not be reviewed.

4\. Budget This to include daily rate for consultancy fees (inclusive of
taxes), total time (days) required to complete the work, and an indication of
direct operational costs (for enumerators, vehicle hire, fuel, stationery
etc).
