## Job Description
General Call for Consultants – Gender & Social Inclusion Experts
EnCompass LLC*> is seeking Gender and Social Inclusion Experts *> for a
number of upcoming Millennium Challenge Corporation (MCC) opportunities. The
purpose of this call order requests for consultants is to expand our pool of
experts able to assist MCC, through the provision of short-term technical
assistance, in working with partner countries to support gender integration
and social inclusion (GSI) in the design and implementation of MCC-funded
projects. Specific sector areas for these upcoming call orders are noted
below, along with countries of focus.
Short-term technical assistance support may include
Conducting country and sector analyses; designing programs, including
development of budgets, project concepts and logic models, facilitating
stakeholder inputs, drafting work plans, and conducting further assessments;
developing and updating Social and Gender Integration Plans, Monitoring and
Evaluation Plans, and other activity-specific implementation tools and
resources; and supporting a variety of learning and development activities to
help strengthen MCC policies, practices, communications and knowledge
management around gender and social inclusion.
Qualified applicants*> will ideally have experience supporting MCC-funded
projects and have demonstrated experience supporting integration of GSI for
improved development outcomes in the sectors and topic areas listed below.
Sectors/Topic Areas and Locations
Key sectors and topic areas covered include Agriculture; Energy/Renewable
Energy; Affordability; Gender and Transport; Female Safety; Roads and
Transportation/Engineering; Women’s Economic Empowerment/Employment; general
project support
Countries of focus include Malawi, Kenya, Mozambique, Indonesia, Benin-Niger
Region
Positions will be short-term based on the requirements of MCC. Assignments may
require travel to or residency in MCC-funded Compact countries as needed
(depending upon COVID-19 restrictions and regulations).
Position Requirements
Team Leader general requirements*> (country specific requirements follows)
> Experience developing and implementing gender and social inclusion plans
> Experience conducting a variety of mixed-method analyses and assessments to include economic, social, institutional, and political economic analyses, and with a focus on identifying gender and social gaps and analyzing root causes of constraints to growth and poverty reduction
> Familiar with international best practices and methodologies in the transport sector and have experience with participatory community development and consultative methods, and the ability to work closely with local counterparts and the public at large
> Knowledge of participatory development and consultative methods
> Knowledge of MCC’s Environmental Guidelines and Gender Policy required; familiarity with MCC’s Constraints Analysis, the Constraints to Employment and Entrepreneurship framework, and other MCC analysis frameworks highly preferable
> Experience implementing international standards as they relate to gender, experience with IFC Performance Standards preferred
> Experience developing GSI indicators into Monitoring and Evaluation plans
> Experience gathering and analyzing gender data
> Experience working with international development agencies, experience with MCC highly preferred
Team Leader – Benin/Niger Regional
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> Minimum 10 years of international experience in social inclusion and gender analysis, design, and implementation of projects. Of that, at least 5 years of experience must be in the transport sector, conducting analysis on gender/inclusion in transport systems and designing projects/activities that promote inclusive/pro-poor growth and benefits to women and address women’s safety
> Experience in participatory community development and consultative methods
> Minimum 2 years of experience working in sub-Saharan Africa in West Africa is preferred
Fluent in French
Team Leader – Indonesia
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> Minimum 10 years of international experience in social inclusion and gender analysis, design, and implementation of projects.
> At least 5 years of experience in urban transport and reform, designing project/activities for promoting safety of passengers, especially women in public transport, especially bus systems
> Experience incorporating women’s safety into the design of traffic systems, experience with the IFC Performance Standards and MCC Environmental Guidelines and Gender Policy, and experience working with governments in developing countries in Asia is desired
Team Leader – Kenya
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> Minimum 10 years of international experience in social inclusion and gender analysis, design, and implementation of projects.
> Minimum 5 years of experience in the transport sector, designing projects/activities that promote inclusive growth and benefits to women
Team Leader – Malawi
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> Minimum 7 years of experience in international development, with a minimum of 3 years of work in Sub-Saharan Africa
> At least 4 years of combined experience in one or more of the following women’s employment and entrepreneurship in transport; women’s access to freight and logistics services in developing countries; gender mainstreaming in national or subnational transport planning; or institutional and governance interventions to reduce public GBV
Team Leader – Mozambique
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> At least 7 years of experience in international development, with a minimum of 3 years of work in Sub-Saharan Africa
> > Minimum 3 years of experience in Sub-Saharan Africa in the transport sector, designing projects/activities that promote inclusive growth and benefits to women

Academic Qualifications
> Bachelor’s degree or higher in economics or social sciences (international/economical development, sociology, public policy, community development, etc.)
Experience and Skills
> Minimum 5 years of experience conducting analyses including willingness and ability to pay, or similar
Women’s Economic Empowerment/Employment Expert
Academic Qualifications
> At least a bachelor’s degree in a relevant field
Experience and Skills
> Minimum 10 years of implementing international development programs
> 5 years of experience developing programming to support women’s economic empowerment and formal employment
Gender and Transport Specialist
Academic Qualifications
> Bachelor’s degree or higher in social sciences or a related discipline (international/economic development, sociology, public policy, community development, etc.)
Experience and Skills
> At least 4 years of combined experience in one or more of the following gender and road sector dynamics; women’s use of and access to transportation services in developing countries; rural roads and transportation; and the nexus of road networks and market access
Agriculture Specialist
Academic Qualifications
> Bachelor’s degree or higher in agricultural development, economics, agronomy, gender and development, social science, or a related field
Experience and Skills
> At least 5 years of experience in agricultural markets, agricultural value chains, market coordination and access in countries in sub-Saharan Africa5 years of experience developing programming to support women’s economic empowerment and formal employment
> Experience either implementing gender-sensitive or gender-transformative agricultural and food systems programming in developing countries, and or leading gender research or monitoring and evaluation in agricultural development programs
Female Safety Expert
Academic Qualifications
> Bachelor’s degree or higher in the social sciences or a related discipline (anthropology, sociology, women’s studies, public policy, community development, etc.).
Experience and Skills
> Minimum 10 years of international experience in social inclusion and/or gender analysis, design, and implementation of projects
> At least 5 years of expertise in designing projects/activities for promoting safety of passengers in transport systems, especially developing protocols for service providers and users on reducing sexual harassment of women/girls
> Experience working with participatory community development and consultative methods, and experience working closely with local counterparts and the public at large
