### Job Description
The Maryland Global Initiatives Corporation ( [ MGIC
](https//www.umaryland.edu/mgic/) ) is seeking an experienced Technical
Advisor to lead HIV Prevention*> interventions for an upcoming program in
Malawi. The program will provide technical assistance/mentorship and direct
implementation of comprehensive, evidence-based and tailored HIV and TB
prevention, care, support, and treatment interventions in established
facilities in various provinces in Malawi.
This is a full-time position supporting an anticipated five-year project.
The position is contingent upon award.
### Position Technical Adviser – HTS and Linkage

Position Description
The Technical Advisor – HTS and Linkage*> will ensure the implementation of
HTS best practices in alignment with donor and country policies and
procedures. S/he will be guided by the organizing principles of continuous
quality improvement through use of data (MER indicators. MPRs and SIMS
reports) for evidence-based decisions on the continuum of HIV services.
Key Responsibilities
> Design and lead project CQI initiatives and technical assistance to increase utilization of HTS services by undiagnosed, high-risk populations and delivery of high quality, high-yield HTS services (index testing, partner notification, self-testing, recency testing hotspot mapping and testing) and linkages to appropriate prevention or care and treatment programs, particularly among key, priority and target populations (pregnant and breastfeeding women, children, adolescents, men)
> Design and lead project initiatives to create demand and scale up high-impact HTS services with over 95% linkage rate
> Ensure that patients who test positive for HIV in the community or at times when clinics are not open are linked to care and not lost to follow up
> Develop and/or update HTS and linkage strategies, guidelines, in-service training approaches/curricula, standard-operating procedures and job aids as needed
> Work with other members of the project to develop a fully functioning linkage and referral system
> Assess barriers to clients not linked to care and monitor trends in linkage to care in order to make changes in the provision of these services as necessary
> Provide technical assistance in HTS and linkage at national, district, facility and community level, including at youth-friendly facilities and on-the job training and mentoring
> Participate in the development of the project HTS and linkage plans and oversee the development and successful implementation of the service delivery annual work plans
> Monitor indicators in technical area to ensure additional support is going to districts with lower yield
> Support M&E planning to answer key HTS and linkage questions including assisting in the development and tracking of indicators
> Ensure that learning, best practices, evidence-based and relevant approaches are incorporated into the HTS and linkages services
> Support the analysis of data related to HTS, including optimal testing strategies, test yield and geographic analysis, best practices to promote linkages, and analyses to promote greater efficiencies and impact
> Participate in and provide technical assistance to national and regional HTS and linkage Technical Working Groups (TWG), task teams, workshops, and campaigns
> Ensure HTS activities effectively incorporate and consider gender and stigma reduction programming and are linked with prevention, care, treatment, and support activities
> Coordinate and collaborate with the various HTS and linkage partners
Qualifications
> MPH, or Master with clinical degree (MD, nursing).
> At least 10 years’ experience in implementing HIV programs, with at least 3 focused in HTS and linkages, including implementation of index, partner-notification and/or self-testing approaches.
> Knowledge or experience in social, behavioral change communication and implementation science.
> Experience in capacity building, such as developing content, planning, and facilitating trainings and providing technical assistance.
> Knowledge of adult learning principles/techniques and demonstrated ability to design and facilitate learning opportunities for adults.
