implementation of REDD+ and other sustainable landscape programs from the
project to national scale.

# Project Summary

Kulera Landscape REDD+ Program for Co-Managed Protected Areas in Malawi
provides critical resources for communities to protect their forests though
improved climate smart agriculture and sustainable land use planned by the
communities themselves. Malawi is the poorest country on earth and a
landscape-based REDD+ approach that works directly through community
association is the most dependable path for conservation based sustainable
development. The REDD program areas are located in a five-kilometer zone
inside the boundaries of three key protected areas in central and northern
Malawi Nyika National Park, Vwaza Wildlife Reserve, and Nkhotakota Wildlife
Reserve. These parks are under increasing pressure of encroachment from local
populations, which has exacerbated deforestation and forest degradation rates
along the borders of the protected zones. The overall goals of the Kulera
Landscape REDD+ Program are to reduce deforestation and degradation in these
select protected areas, and to improve livelihoods by managing natural
resources as an asset base to capture long-term economic benefits. The project
proponents, the Department of National Parks and Wildlife (DNPW), the Nyika-
Vwaza Association (NVA), the Nkhotakota Wildlife Reserve Association (NAWIRA),
and Terra who work with the communities in the border zone of the protected
areas. The project is now selling VERs to continually fund conservation
efforts in conjunction with livelihood improvements for successful climate,
community and biodiversity benefits in a win, win, win situation.

# Responsibilities

The Kulera Field Project Coordinator will provide technical support and assign
to the local implementation partners in carrying out the Kulera Program
Activities and monitoring results. This person will lead coordination between
the Terra Global international teams and local partners.

## Coordinate Field Activities

> Be a project management resource for Terra Global in Malawi
> Frequent travel to Malawi’s Northern Region and Central Region for partner meetings including remote areas.
> Working with partners and technical service provides on the establishment of woodlots, development of NTPF, small livestock, cookstoves, conservation agriculture and demonstration/training of small scale solar
> Gather and share lessons learned and amongst community stakeholders
> Gather information and local data need for business plans to expand and develop the program into commercially viable projects and products
> Coordinate training sessions and discussions with government and communities
> Hold workshops for the Kulera REDD+ Program and participate in workshops with the Government of Malawi and other actors on REDD+ issues
> Gathering of field data from offices in Rumphi, Nkhotakota, and Lilongwe and store in a secure location.



#### Coordinate REDD+ Activities (office based)

Support and act as a liaison for Tera Global and the Kulera REDD+ Program
including

> Supporting all partners for best communication with Terra Global
> Overall oversight of the M&E processes undertaken by the DNPW, NVA and NAWIRA.
> Oversite of fiscal management including assisting on Advances and Liquidations of Advances
> Procurement of goods for the Kulera partners
> Project management oversight and support for the Program overall
> Prepare quarterly reports for the program including monitoring of REDD+ activities
> Ensure consistent and timely flow of information and data from the field to Terra USA team
> Support proposal development for non-carbon sources of funding.

#### Lead in Monitoring Data Collection

The Consultant will work closely with partners, and lead field activities to
gather, organize and store field-based data for monitoring the Kulera REDD+
Program. These monitoring data needs tasks include

> Collect monitoring data from project partners NVA, NAWIRA and DNPW including all field-base data such as NRC and Zone reports, patrolling reports, awareness meetings
> Digitize and organize field-based data for current and future use and reference
> Work with project partners to set-up and maintain the monitoring processes and procedures
> Create systems in place necessary to support project verification on an on-going basis, and roll-out of the Terra Monitoring System
> Gather specific data necessary for the VCS/CCB Monitoring Report and next verification of the Kulera Program
> Coordinate with third-party experts in conducting the following surveys (1) Biodiversity Surveys, (2) Biomass Surveys, and (3) Social Assessments of Participatory Rural Appraisals and Household surveys
> Assist stakeholders with Public Comment and, when necessary, assist with translation of specific texts relating to the Verification of the REDD+ Program
> Assist in the field audit of the Kulera REDD+ Program, by hosting the VVB and coordinating logistics of field visits.

#### Support the Kulera Beyond-the-Grid Solar Program

Manage and assist partners NAWIRA and NVA with the Kulera Beyond-the-Grid
Solar Program including

> Working inside the Angaza Hub online platform to monitor and track transactions of solar units. Remove erroneous transitions, update and edit users, remove poor-performing sales agents, and act as point-of-contact for each Associations’ Inventory Managers
> Update sales’ workbooks monthly for each Association to include inventory, broken/returned units, reclaimed units, sales, and commissions
> Approve Sales Agents’ and Inventory Managers’ commission and notify the USA Terra office for payment.
> Master the Angaza mobile system, to assist Associations on solar sales when necessary
> Assist in procuring additional solar units
> Act as a point-of-contact in Malawi for Angaza representatives and Greenlight Planet representatives.

# Qualifications

> Must be a Malawian National
> Minimum 5 years of work experience in natural resource management, sustainable agriculture, renewable energy, and/or REDD+ projects
> High ability to work with MS Office programs especially Excel and Word
> Very knowledgeable about local use of mobile monitoring, and about smartphone use for field data collection
> Experience in capacity building and training, and facilitating community-level adoption of tools and policies
> Demonstrated and successful past performance building relationships with governmental organizations, private and community organizations
> Experience in implementation of community-based projects at a field-level
> Able to train, motivate, and manage field crews with different degrees of experience and education
> Able to work independently and self-manage deadlines and deliverables
> Ability to travel to Northern and Central Region on a regular basis (must have a Malawian driver’s license and high-clearance vehicle)
> Exceptional verbal/written communication skills, especially working across cultures.
