The International Training and Education Center for Health (I-TECH)

The International Training and Education Center for Health (I-TECH) is a
center in the University of Washington’s Department of Global Health that
works in partnership with the University of California, San Francisco.

I-TECH has projects in more than 20 countries, and its worldwide staff work
with local ministries of health, universities, non-governmental organizations,
medical facilities, and other partners to support efficient, well-ordered
health care systems that provide high quality care to all citizens. I-TECH
Malawi provides technical assistance to the Malawi Ministry of Health and its
partners to support human resource development, health systems strengthening,
HIV care and treatment, and HIV surveillance for epidemic control.

I-TECH has been privileged to provide technical support to the Government of
Malawi Ministry of Health (MoH), since 2008, through seconded senior Technical
Assistants, Program Officers and Public Health Fellows. The International
Training and Education Center for Health (I-TECH) was established in 2002 at
the University of Washington in Seattle. I-TECH is funded by the U.S. Centers
for Disease Control and Prevention’s Division of Global HIV and TB (CDC-DGHT)
under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

I-TECH Malawi wishes to recruit highly qualified and experienced person to
fill the following posts

1\. COVID-19 Response Data and Evaluation Manager, Lilongwe, Malawi

GENERAL FUNCTION

The DEM will manage the District Officers. S/he will be responsible for the
monitoring and evaluation of the COVID-19 Response team activities. S/he will
be responsible for strengthening data collection, data management and
reporting at national and district levels. S/he will oversee DOs data-related
activities. She/he will provide technical assistance on data use issues as
needed.

The DEM will also be responsible for the coordination and implementation of
the COVID-19 Surveillance studies and as such will provide technical and
operational assistance, be responsible for managing administrative and
logistics of the studies and for data management and analysis.

DUTIES AND RESPONSIBILITIES

Staff Supervision, Mentorship and Staff Capacity Development

•Serve as supervisor to District Officers and support program’s field
operations, HR and finance staff in conjunction with other Directors

•Develop the workplan for the districts in conjunction with the District
Officers

•Participate in annual performance reviews for staff supervised, and provide
documentation of the review process for employee file

• Support efficient functioning of the I-TECH Malawi program team through
technical support, facilitation of regular team meetings, and regular ongoing
feedback

M&E Planning

•Assist with strategic planning, monitoring, and evaluation of project
activities.

•Assist with M&E planning for the Program, e.g. definition of SMART
indicators, target setting, design of systems for performance and quality
tracking.

•Ensure systematic, consistent collection, compilation and dissemination of
indicator data

•Responsible for writing quarterly, biannual and annual reports, as needed in
conjunction with Country Office M&E team.

• Assist with the development and revision of M&E tools (e.g. paper forms,
registers and electronic medical records system) and standardized systems for
documentation, reporting and analysis of data

Data Management and Reporting Supervision

• Work with the Surveillance team at national level to develop,maintain and
expand COVID-19 surveillance data management system

•Be part of the National Surveillance Subcommittee and as such attend
Surveillance Subcommittee meetings

•Participate in data management supervision visits jointly with MOH

•Facilitate data review meetings and workshops at district and national level

•Supervise DOs for COVID-19 district data entry, collection, management and
analysis

•Propose innovative solutions to improve data reporting and management

•Ensure data quality is consistent between the I-TECH supported districts

•Support improvement of data reporting flow at district level and from
district to central level

•Support DOs with resolving data-related issues

COVID-19 Surveillance survey

•Coordinate the development of the project protocol, questionnaire and other
related materials, including training and operations manuals, in collaboration
with all the project partners

•Ensure that the project is designed in accordance with approvedethical
procedures and ensure any changes to protocol areprocessed through the CDC and
NHRSC

•Hire, train, and supervise field team

•Coordinate all training-related activities to the survey inconjunction with
other partners including finding venues

•Oversee the logistics of the project including ensuring all the needed
material is available on time including testing material, overseeing the
samples transportation and storage in good conditions

•Involve the DHOs, communities and health facilities on due time to ensure
successful implementation of the project

•Conduct daily visits to assess the logistics and technical progress of the
project and supervise the field teams

•Assist in coordination of all aspects of collection and analysis of data
including regular quality assurance checks

•Supervise the district supervisors to ensure that the technical requirements
of the project are met and to monitor participant recruitment, sample
collection and transport and quality of data

•Ensure that project staff adhere to approved ethical procedures in project
protocol as these relate to informed consent, data collection, storage,
security, and backup, and biological specimen collection, storage, shipping,
and safety

•Oversee the quality of data collection, and manage data with secure backup

• Ensure timely delivery of materials needed for the implementation of the
survey, including forms, incentives, nasopharyngeal and blood sample
collection kits and other commodities

•Organize weekly meetings with CDC, MOH and other project partners during
preparation and conduct of the project

• Coordinate communication between collaborating organizations

•Oversee data management and analysis

•Participate in data interpretation, draft report, and participate to results
dissemination

REQUIREMENTS

• Master’s Degree in Epidemiology, Biostatistics, Public Health or a related
field from an accredited University with at least 7 years of experience
preferably working in complex, multi-faceted health programs. Minimum of 5
years of experience in demonstrated experience in supervision and mentoring on
surveillance/data reporting and data management

•Minimum 7 years’ experience in M&E of public health programs

•A strong background in operational research and a proven track record of
success in implementing studies (as demonstrated by designing, data
collection, analysis, and writing papers for peer-review journals)

•Knowledge of and practical experience with health systems in Malawi

•Excellent computer skills using database, statistical and spatial analysis
software (e.g. STATA, R, SAS, ArcGIS).

•Strong experience with developing and using electronic data collection tools
(e.g. ODK, Epi Info and/or Research Electronic Data Capture (REDCap)

•Strong computer skills in general MS Office applications

•Excellent written English and scientific writing skills

•Fluency in English and Chichewa

• Excellent problem-solving, decision-making, organizational, management and
communication skills with ability to prioritize multiple tasks and work
effectively in a demanding environment

•Excellent interpersonal skills, including patience, flexibility,diplomacy,
willingness to listen, and respect for colleagues

•Demonstrated flexibility and agility in responding to changing work
priorities and environment.

•Ability to work independently with minimal supervision

PREFERRED QUALIFICATIONS

•PhD in Epidemiology, Public Health or a related field

•Experience with USG (including PEPFAR) funded programs,reporting
requirements, and grant rules and regulations

•Experience with implementation of surveillance activities covering large
geographic areas.

2\. Covid-19 Response District Officer ( 5 Positions )

POSITION OVERVIEW

The COVID-19 Response District Officer (DO) will be positioned in

a district and based at the DHO. The DO will support the DHO staff

in charge of response and partners coordination, data management

(IDSR focal point) and contact tracing (Rapid Response Teams) with

guidance from the Director of Health and Social Services (DHSS) and

the District Environmental Health Officer (DEHO).

The DO will also support strengthening infection prevention and

control (IPC) measures.

DUTIES AND RESPONSIBILITIES

Coordination



Facilitate COVID-19 response in the district through regular

meetings at the DHO with all the response actors/pillars and

partners to reinforce collaboration and coordination of the

response

Data collection and management



Ensure that surveillance, laboratory and clinical data are collected

and reported as required



Support with compilation and reporting of required data



Support data entry and management activities at district level



Collaborate with district data staff to ensure high quality data



Strengthen skills of district staff through peer learning

Contact tracing and follow up



Support contact tracing and follow up through phone calls to the

contacts



Support data collection from other districts including points of

entry to reconcile or check the data/information



Coordinate with the district RRT for necessary investigations to be

conducted such as testing of suspect cases or follow-up of cases

that need care

Reporting and information sharing



Submit a comprehensive technical report monthly to the Data and

Evaluation Manager



Develop and share monthly activity workplan



Attend periodic meetings with the whole COVID-19 Response

team to review activities at central and district level and share

reports and updates as appropriate.

The DO may provide additional support based on the needs identified

on the ground upon request from the DHSS/DEHO and after

consulting with the Data and Evaluation Manager.

COVID-19 Surveillance survey

In order to estimate the prevalence of active COVID-19 infection in

selected districts at different points of time and monitor the trend of

the epidemic in Malawi, regular COVID-19 Surveillance surveys will

be conducted. The DO will participate in those studies by conducting

participants’ interviews and collecting data using tablets. If the DO

has been trained on COVID-19 nasopharyngeal collection and/

or is experienced in blood puncture, she/he may be requested to

participate in samples collection.

REQUIREMENTS



Bachelor’s Degree in health-related field from a recognized

institution and those with training in nursing, community nursing,

laboratory or any other related health field are most preferred.



Previous experience in surveillance work involving human subjects



Previous experience in computing, monitoring and evaluation,

health sciences, nursing or public health.



Minimum 2 years’ experience in data entry and management



Previous experience in coordination



Minimum 2 years’ experience working in health-related

operational research



Previous experience in using tablets for data collection



Ability to work within MOH health facilities



Good communication and interpersonal skills

PREFERRED QUALIFICATIONS



Experience with implementation of health-related program at district level



Experience with electronic data collection tools and database entry (e.g.
EpiInfo, ODK)



Strong knowledge and experience working with computer and MS packages (word,
excel, etc)



Strong numerical skills



Understanding of basic medical concepts



Experience with health information systems

3\. RECENCY MONITORING & EVALUATION AND DATA MANAGER

POSITION OVERVIEW

The overarching aim of this position is to support the project Monitoring and
Evaluation (M&E) section in organizing data, and data quality assurance and to
technically oversee field data officers (District/Site Coordinators)). The
Monitoring and Evaluation and data manager shall support with strengthening
data collection, data management and reporting at national and district
levels. This position will be responsible for organizing, storing and
analyzing data as efficiently as possible, while always upholding agreed-upon
security standards. The M&E and data manager will be responsible for
management and oversight of the recent HIV infection surveillance database,
database back up, generating weekly reports, performing special requested
analyses, generating datasets and dashboards for easy review.

DUTIES AND RESPONSIBILITIES

M&E Systems and Planning

• Assist with strategic planning, monitoring, and evaluation of project
activities.

• Assist with M&E planning for the Program, e.g. definition of SMART
indicators, target setting, design of systems for performance and quality
tracking.

• Assist with the development and revision of M&E tools (e.g. paper forms,
registers and electronic medical records system) and standardized systems for
documentation, reporting and analysis of data from biomedical HIV services.

• Work closely with HIV sector partners to increase data use for program
planning and evaluation, policy development, quality improvement and advocacy.

• Participate in relevant MOH Technical Working Groups (e.g. M&E TWG).

Data Management and Reporting of Service Data

• Work with the project director and coordinators to develop, maintain and
expand recency surveillance data management systems.

• Coordinate and supervise data entry and management of recency testing
results and facility-level HIV service data collected during the project.

• Manage all incoming data files from districts/facilities and from the
National HIV Reference Lab (NHRL)

• Review data for inconsistencies or anomalies that could skew analytical
results.

• Maintain databases and conduct routine maintenance as needed to ensure data
integrity

• Streamline data collection and analysis procedures to ensure near real-time
access to metrics, e.g. real-time dashboard with results and maps.

• Generate data dashboards for generation of data insights.

• Communicate with project team members about data changes or requirements.

• Generate and review documentation for all database changes or refinements.

• Make recommendations for software, hardware and data storage upgrades.

• Support the compiling of weekly, monthly, and quarterly reports. Serve other
routine and custom/ad-hoc reporting and data sharing requests to the
investigators, project team, country office M&E section, MOH, CDC and other
partners as appropriate.

• Assist with strengthening strategic information systems and linkages between
District/Site Coordinators, District Health Management Teams and the Study
secretariat.

• Respond to regular reporting requirements from major donors and partners of
the national HIV Program (e.g. Global Fund, WHO, UNAIDS, PEPAFR) in a timely
manner.

Supervision of Surveillance Sites

• Coordinate, supervise and participate in data collection and quality
assurance at service delivery sites.

• Design and support implementation of data collection and supervision tools
and protocols. Facilitate/Support Operational Research/Public Health
Evaluation

• Generate operational research topics and targeted/public health evaluation
questions needed to support the scale-up of HIV/AIDS programs

• Help partners develop strategies to address those questions, and participate
in dissemination of findings.

QUALIFICATIONS AND EXPERIENCE

• A Master’s Degree in Epidemiology, Biostatistics, Public Health or related
field from an accredited University.

• At least five years of work experience in M&E of public health programs,
preferably in the field of biomedical HIV services.

• Excellent computer skills using database, statistical and spatial analysis
software (e.g. STATA, R, SAS, ArcGIS.

• Strong experience with developing and using electronic data collection tools
(e.g. ODK, Epi Info and/or Research Electronic Data Capture (REDCap)).

• Strong computer skills in general MS Office applications.

• Skills and experience in data visualization tools (e.g., Power BI and/or
Tableau) will be an added advantage.

• Excellent written English and scientific writing skills.

• A strong background in operational research and a proven track record of
success in implementing studies (as demonstrated by designing, data
collection, analysis, and writing papers for peer-review journals)

• Ability to develop and carry out work plans and solve problems independently

• Commitment to building personal and organizational capacity

• Familiarity with the scientific literature on HIV prevention, testing,
treatment, and care

• Experience working in multi-disciplinary team settings
