Family Planning Association of Malawi (FPAM) is a local, non-governmental
organization providing youth friendly sexual and reproductive health rights,
information, and services.

Family Planning Association of Malawi (FPAM) compliments the government of
Malawi in improving the health status of all people in Malawi. FPAM’s vision
is a Malawian society with access to quality and comprehensive sexual and
reproductive health information and services.

FPAM is looking for suitably qualified candidates to fill the following
position

JOB TITLE Human Resources Manager

REPORTS TO Director of Finance & Administration

LOCATION Lilongwe

JOB PURPOSE

Ensure adherence to local HR policies and procedures and relevant local,
labour law.

KEY ROLES

Reporting
• Provide guidance to staff and management on HR policies.
• Support line managers in identifying manpower needs, JD development, posting
and support in conducting selection interviews and assessments.
• Manages the employee Time management, attendance and absences.
• Support in the delivery of staff retention strategies and initiatives.
• Manages Compensation & Benefits Programs, dealing with the employee on C&B
queries, updating finance department from time to time on the aspects related
salary of the new hires, salary revisions, and leave updates for payroll
purpose etc.
• Manages benefits programs such as Pension, Funeral cover, Medical Insurance/
Reimbursement, Car loan and Overtime pay etc.
• Maintain accurate leave data of all staffs, track all employee leaves and
ensure the leaves are utilized from time to time by employee and that staff
adhere to leave policy.
• Ensures legal compliance with the local law or local governing bodies of the
country by monitoring and implementing applicable human resource policies and
practices
• Preparing budget of human resources operations in the country.
• Responsible for the preparation of annual staff development plan.
• Effectively manage HRIS systems adopted by the organization from time to
time.
• Prepares employee separation notice and related documentation, conduct
stay/exit interviews to determine the possibility of retention and understand
reasons behind separations.
• Notify finance department on time about exits and provide required data to
arrive at the full and final settlement.
• Coordinate all governance activities in liaison with the Executive Director

KEY PERFORMANCE INDICATORS
• Ensure that the staff are compensated with their benefits managed.
• Management of staff records including leave and personal files
• Management of staff engagement and exit/ separation.
• Management of labour relations and legal compliance issues.
• Coordination of governance activities

QUALIFICATIONS, EXPERIENCE AND SKILLS
• A degree in Human Resource Management or relevant qualification from a
recognized institution. • Mature and ethical individual.
• Must have worked in similar role over 5 years.
• Knowledge of Malawi and International Labour Laws.
• Ability to maintain confidentiality.
• Effectiveness at working with a diverse team.
• Knowledge of Microsoft Excel/Word.
• Ability to work independently with minimal supervision.
• Any other duties assigned from time to time.

JOB TITLE District Monitoring and Evaluation Officer — WISH (Short Term,
March to 31st August 2021)

REPORTS TO Monitoring & Evaluation Lead and District Manager

LOCATION Lilongwe

JOB PURPOSE

The District M&E Officer is responsible for providing M&E support to all FPAM
projects in the district, ensuring timely and accurate submission of data/
reports and adherence to WISH2ACTION and other donor protocol, standards, and
timelines. The District M&E Officer integrate WISH2ACTION and other projects
M&E processes within the organization’s systems, liaising directly with M&E
Lead and M&E team and building local-level capacity to collect and use high
quality, robust data to improve quality reports. The District M&E Officer (s)
proactively identify, troubleshoot, and escalate issues related to M&E and
data

KEY TASKS
• Oversee data quality and collection across WISH Cluster sites from service
provision teams (for outreach, CBD and Static) as well as data from Public and
Private facilities
• Ensure timely collection and submission of monthly data of all WISH Cluster
sites in the District and uploading in WISH DHIS2 including proactive
supervision and follow-up with sites to ensure ongoing data collection.
• Ongoing review of data to assess completeness, accuracy, and quality
standards are met including frequent review of data records at SDP level.
• Conduct monthly Data review/verification in data sources to ensure what we
are to report reflects the records in all respective registers and populate
the monthly DHIS2 data verification table.
• Data entry in standard service statistics templates -daily and overall
service statistics tool for FPAM and public plus private facility achievements
• Support use of data for supportive performance monitoring at SDP, Cluster,
and District levels In consultation with the District Manager take a lead in
organising review meetings to discuss the achievements, challenges and lessons
learnt which will form the basis for your narrative report.
• Participate in documentation of best practices and or success stories for
the FPAM website and as well for project reporting.

KEY DELIVERABLES
• Generate daily SDP based summary reports ( Hardcopy format)
• Generate Monthly SDP based service number report (WISH project as well as
Overall FPAM)
• Timely uploading of Facility based WISH service numbers in WISH DHIS2
platform
• Conduct monthly data verification and upload a report in WISH DHIS2 platform
• Documentation of best practices, lessons learnt and success stories.
• Documentation and sharing of data utilisation district level meetings.

QUALIFICATIONS, EXPERIENCE AND SKILLS
• Bachelor’s Degree in economics, Statistics, Mathematics or its equivalent
• 3 Years’ experience in similar field
