## Job Description
This is a remote position.
RTB program participants have been providing science-based advice to policy
and decision makers at local, national and supra-national levels to create an
enabling policy environment for developing and scaling sustainable food
systems innovations. Despite the efforts made in the policy area, there is a
lack of systematic collection of lessons learnt and evidence of the outcomes
of these initiatives. Also, changes in the policy area often involve multiple
stakeholders and complex processes making attribution a challenge. There is
therefore a need for a systematic approach that outlines the role each
stakeholder played and that helps in identifying critical stakeholder
contributions to achieve the policy change.
Given the need to document outcomes and considering the System Organization
and donor reporting requirements (see the CGIAR reporting template on Policy
indicator), RTB-PMU wanted to fill some of the documentation gaps and more
systematically and capture current policy work and the results achieved.
Hence, RTB implemented a systematic Policy Outcomes assessment exercise and 5
case studies were written.
Currently RTB is seeking a consultant to contribute with the Program writing a
journal on the results of the Policy Outcomes Assessment exercise.
Deliverables
> Write a journal article to be submitted in June 2021
1. 1. First draft of journal article – April 2021
2. Final draft of journal article – June 2021
Expected duration and conditions
> This consultancy contract is for up to 15 days.
> The payment is a fixed and consolidated fee.
### Requirements
Qualifications/special skills
> PhD in economics, social sciences or related field
> Specialty in international development, policy analysis and evaluation
> Proven experience in complex agricultural R4D programs and projects
> Skills in analyzing and reporting disaggregated data in the context of agricultural research including qualitative and quantitative research methods
