IT CONSULTANCY OPPORTUNITY ANNOUNCEMENT
Consultant to redesign a Stock Management System
Background
Banja La Mtsogolo (BLM) is a Malawian Non-Governmental Healthcare Organization
established in 1987. BLM provides high quality Family Planning and
Reproductive Healthcare including HIV/AIDS information and interventions. BLM
is a senior member of the Marie Stopes International Partnership which works
in 37 countries. BLM exists to improve quality of life in Malawi through
family planning and reproductive health care services. BLM serves over 800,000
clients annually and makes a significant contribution to national family
planning objectives. The organization has national coverage, operating through
25 clinics and over 460 outreach sites.
BLM currently has in place a Stock management system used by its clinics,
outreach teams and the different departments within Support Office. With the
support of the IT team the Consultant will be responsible for the redesigning
of the current Stock Management System at BLM. The Consultant will be
responsible for redesigning and implementing an array of Webbased products
using PHP, MySQL, Ajax, and JavaScript. He/She will develop back-end
components, connect the application with other web services on the front end,
and ensure they integrate with the application.
Scope of Work
> Conduct review in a highly consultative manner with BLM, meet with the relevant staff of BLM to map/document
internal processes and align them with the internal control model set and
documented by the organization.
> Conduct analysis of the current processes which are performed through the current software solution.
> Propose several variant options that are aligned with the company requirements and advice on the effective
solution to implement.
> Install and develop the selected modules – with Warehouse, Procurement, Sales and Finance being the minimum
required modules.
> Migrate data from our system, without disruption of the company’s operation.
> Perform offline and live testing of the solution with the relevant First Consult staff.
> Develop user guidelines on how to use the system, and technical support guideline.
> Provide training to all relevant BLM staffs on the System for daily operations and system training to IT staff on
supporting and administrating of the systems.
> Provide user guidance/support on issues faced using the solution.
> The platform and system must be able to serve daily user access and operations from at least 100 users to the
system internally with authorized levels of access
> The employee portal platform must be logical and secure access to relevant self-services through a single online
portal in accordance with user access level. It shall be able to be accessed
and viewable through web browsers
and/or mobile devices i.e., mobile friendly and responsive
> The intuitive interface of the system must allow users to easily adapt within a short period of time from the initial
stage of the using the system and reduce the change management efforts
Functionalities / Features
System Functionalities/ Features
Under the guidance of the IT, Warehouse and Supply chain, Procurement, Sales
and Finance departments, the
developer/consultant will undertake the following tasks
> Must have User Rights Management and Access Control for the authorized staffs to administer and set the proper
user roles/permissions to allow specific users to access specific System
operations, data, request approval and user
profiles.
> Must have an automated workflow for the business process lifecycle, allowing specified/respective users for review,
editing, and approval of staff requests.
> Must be able to track the process flow to respective users of their activities and their authorization including Access, Operations and Approval Logs to enable better control and monitoring of audit trail of activities performed in the system.
Expected Deliverables, Timeline and Payment arrangements
> A complete integrated system platform with the all the modules and their required functionalities.
> System user guideline and technical support guideline.
> A complete set of required documentation including flowchart, and process of the system.
> Necessary trainings to be provided to all relevant First Consult staff
> This is the Output based contract where payment will be made upon completion of work.

Qualifications and Experience
To be considered for this assignment, the candidate should demonstrate the
following
> Bachelor of Science in Computer Science, Information Systems, Computer Engineering, or related discipline.
> Extensive experience in conducting web-based system development and on-line database
> optimization simulations.
> Demonstrate experience in reviewing web-based information management systems and provision of practical solutions to already existing systems.
> Technical knowledge on emerging internet technology and trends related to open-source software platforms such as PHP and MySQL.
> Good knowledge of Linux Operating System, relational databases, version control tools and of developing web services.
> Strong analytical and software programming skills in PHP, SQL, .Net, HTML, CSS, JavaScript, Java Python, Angular.
> Understanding of open-source projects like Joomla, Drupal, Odoo etc
> Proven experience in developing Integrated Information Management Systems.
> Demonstrate abilities to meet deadlines.
Skills
> Excellent communicator in both English and local language, with strong persuasion skills, and able to explain complex concepts to non-experts
> The ability to integrate a variety of data sources and databases into a single system.
> The capacity to understand accessibility and security compliance.
