JOB DESCRIPTION
BACKGROUND
Well-functioning supply chains are paramount for effective health systems.
They ensure regular access to critical medicines and vaccines, enabling health
workers to treat patients when and where needed on a timely basis. A critical
success factor for a strong supply chain, and in turn, strong health care
delivery programmes and the sustainable development agenda of the country
overall, is the availability and effective use of accurate and timely data on
health product inventory, distribution, utilization, and consumption, and on
the performance of medical equipment. This information equips policy makers
and supply chain handlers with a complete picture of the health system to
enable efficient procurement decisions and logistics management operations for
optimal health service delivery.
Malawi’s health system is affected by a lot of challenges that in turn affect
the drug supply in government-owned hospital pharmacies, leading to drug
stock-out. The drug stock-outs are attributed to many factors ranging from
inadequate funding allocated to the health sector, drug pilferage,
underutilization of pharmaceutical supply chain management data, uneven
distribution of limited resources, inadequate mechanisms for oversight and
accountability and foreigners from neighboring countries accessing free health
services as such draining drug supplies.
While the government, with the support of numerous development partners, has
made great strides in recent years to strengthen its logistics management
information system (LMIS) for medicines, critical gaps remain. Currently, the
health product LMIS in Malawi employs different software systems at various
tiers of the supply chain, a situation that has created numerous parallel
supply chains for different health programmes.
UNDP in India has supported the deployment of Electronic Vaccine Intelligence
Network (eVIN) in over 21,000 health facilities in 521 districts of 21 states
across the country, using the Logistimo software platform. The time taken to
replenish stocks has been reduced from five days to two days on average, and
vaccine availability has increased to over 99% since the introduction of eVIN.
The success of eVIN has stimulated demand for the system in other countries,
including Malawi, where the Ministry of Health (MoH) wants to deploy it at
health facilities to manage health commodities leading to the deployment of
the Electronic Health Information Network (eHIN). The EHIN was rolled out to
three Phase 1 districts of Rumphi, Ntchisi, and Blantyre in 2020. In Phase
beginning 2021, the system will be scaling up to more districts.
The driver will support the movement of EHIN staff for trainings of health
workers in phase 2 districts as well for supervision and technical
backstopping activities in all districts. The position will require extensive
travel to the designated districts.
DUTIES AND RESPONSIBILITIES
Ensures provision of reliable and safe driving services by
Driving office vehicles for the transport of eHIN Staff, other personnel and
visitors and delivery and collection of mail, documents and other items, and
Meeting official personnel and visitors at the airport including visa and
customs formalities arrangement when required.
Ensures cost-savings through proper use of vehicle through accurate
maintenance of daily vehicle logs, provision of inputs to preparation of the
vehicle maintenance plans and reports.
Ensures proper day-to-day maintenance of the assigned vehicle through timely
checks on oil, water, battery, brakes, tires, etc., performs timely minor
repairs and arranges for other and major repairs, and ensures that the vehicle
is kept clean.
Ensures availability of all the required documents/supplies including vehicle
insurance, vehicle logs, office directory, map of the city/country, first aid
kit, necessary spare parts in the assigned vehicle.
Ensures that all immediate actions required by rules and regulations are taken
in case of involvement in accidents.
Observe sense of the protocol in the country, particularly at the community
level to support the head of office during field visits

REQUIRED SKILLS AND EXPERIENCE
A minimum Malawi Junior Certificate of Education or its equivalent. Those with
MSCE or Equivalent will have an added advantage.
A clean class C1 driving license and a defensive driving certificate
Motor vehicle skills demonstrated by possession of at least Grade 3 Motor
Vehicle Mechanic (MVM) /Chauffer Certificate will be an added advantage
Minimum of three years’ experience as a driver, including 4-wheel drive, in an
international organization or a large and well-organized public or private
organization.
Demonstrated Working experience of UN/UNDP would be an added advantage.
Ability to organize effective pick-ups of documentation and people from
different locations on a single trip
Ability to analyze the use of fuel by vehicles and the use of log books
Knowledge of the use of 2-way radio will be an added advantage
Proven knowledge of regions/districts in Malawi
Demonstrated computer skills in Word, Excel, Microsoft outlook
A clear understanding of traffic rules
Readiness to drive through tough conditions and should be prepared to work odd
hours
Good Communication skills.
Fluency in English and Chichewa
