National Authorizing Officers Support Unit (NAO SU)

BACKGROUND

The National Authorizing Officers Support Unit (NAO SU) was established in
June 2003 under the Debt & Aid Management Division within the Ministry of
Finance. The Unit was established in line with Article 35 of Annex IV of the
ACP-EU Cotonou Partnership Agreement of June 2000 to support the Government of
Malawi to coordinate and manage EU financed interventions throughout the
country.

The Government of Malawi signed, under the 11th EDF, a Financing Agreement
with the European Union (EU) for a project known as Support Measures for
Management of EDF Resources worth 16 million to be implemented until 2023. The
overall objective of the project is to contribute to sustainable growth and
poverty reduction in Malawi through effective delivery of EU development
cooperation in Malawi across all sectors of EU intervention in Malawi.

The Unit is therefore inviting applications from suitably qualified and
experienced candidates to fill the following position

Job Title Programme Manager for Sustainable Agriculture

Salary Level Grade 1

Immediate Supervisor Head of Operations

PURPOSE OF THE JOB

To facilitate and provide strategic leadership, critical thinking, support and
advice to the conceptualization and design of EU supported projects and
programmes within the sustainable agriculture sector, and ensure that all
stages, from submission and approval to implementation and closure are
compliant with EU procedures and guidelines.

Responsibilities and duties

> Reviewing and appraising all project proposals submitted by sector institutions to ensure compliance in terms of technical content and presentation before submitting to the EU Delegation for funding approval
> Conduct quarterly progress review meetings with line ministries and project coordination teams on EDF funded programmes and projects including grants
> Providing procurement support to sector institutions during preparation of tender dossiers and evaluation of bid, including participation in the tender evaluation committees
> Participate in contract negotiations, preparation of award letters, contracts and contract amendments
> Conduct regular progress monitoring meetings including site visits with the project management and teams or sector institutions
> Monitoring physical and financial progress on all projects including grants, in consultations with project supervisors, and compiling regular progress reports.
> Assisting the Finance and Contracts Section of the NAO Support Unit in validating all invoices and payment certificates from projects, to ensure that they comply with relevant Financing Agreements and Contracts, before submitting them to the EU Delegation for processing of payment
> Attending project steering committee meetings, technical committee meetings and other relevant sectoral meetings and preparing briefing notes for the Supervisor.
> Producing quarterly sectoral reports on monthly, quarterly and annual basis
> Any other duties as assigned by the supervisor.

Qualifications and experience

> A Master’s Degree preferably in Agricultural Economics or in the field relating to Agriculture and Rural Development, from a well-recognized university.
> At least 10 years experience in agriculture and food security sector three (3) of which should have been at managerial level.
> Programme management and financial management skills
> Knowledge of EU procedures regarding programme/project preparation, implementation, monitoring, and evaluation including knowledge of EDF procurement and reporting procedures will be an added advantage.
> Knowledge of Microsoft software programmes
> Ability to work under pressure.

Remuneration

A competitive salary commensurate with qualifications and experience, based on
the EU approved salary grid will be offered to successful candidate.
