Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its
objective in the field of international cooperation for sustainable
development. GIZ operates in more than 130 countries around the globe. In
Malawi, GIZ has been working for more than 50 years. Malawi is a priority for
German international cooperation and currently focuses on three priority
areas education, health and private sector development in rural areas. In
addition to our work on these areas, we also work on public financial and
economic management and social protection.
Background
The Malawi German Health Programme (MGHP) is the technical cooperation
programme of the German Development Cooperation’s (GDC) support to the health
sector in Malawi. It is commissioned by the German Ministry of Economic
Cooperation and Development, BMZ, and implemented by GIZ.
The title of the MGHP is Health Systems Strengthening with a Focus on
Reproductive Health. MGHP provides technical support to the Ministry of Health
(MOH), regulatory bodies, training institutions and CHAM, and implements
interventions in the four target districts of Dedza, Lilongwe, Mchinji and
Ntcheu. The areas of support are (1) quality of care, (2) district HR
management (3) health information and digitalization and (4) central hospital
reform. The Bill and Melinda Gates Foundation (BMGF) co-finances MGHP with the
aim of improving health data demand and use under health information and
digitalization. The current programme phase runs from 01.08.2020 till
31.07.2023.
GIZ is recruiting District Technical Advisors for the Malawi German Health
Programme (MGHP) Health Systems Strengthening with a focus on Reproductive
Health to be posted to the districts Dedza, Lilongwe, Mchinji and Ntcheu.
A. Responsibilities
MGHP seeks to employ four technical advisors who will be based in the
supported districts and work in close collaboration with District Health
Management Teams.
The technical advisor has the following core responsibilities
> Establish and maintain partnerships with the district health authorities and other stakeholders active in the district health sector
> Facilitate an efficient flow of information between the District Health Office and GIZ health office in Lilongwe
> Provide advisory and capacity development services to the district health authorities, health facility management committees and health workers
> Coordinate and monitor the implementation of ongoing Quality Improvement projects, HR and data quality and use interventions in targeted health facilities
In this context, the position holder performs the following tasks in close
collaboration with the Lilongwe-based international and national technical
advisors of MGHP
B. Tasks
> Technical advice (capacity development)
> Identify technical assistance (TA) and capacity development needs and opportunities for support in MGHP’s results areas, such as Quality of Care, Human Resource Management, Health Information and Digitalization
> Provide technical assistance based on the identified needs with technical backstopping of the GIZ technical advisors based in Lilongwe at the district and the facility level
> Organise, conduct and facilitate training sessions, coaching, mentorship, supportive supervision and stakeholder meetings in relevant areas of work
> Management and coordination
> Develop district specific operational plans and budgets based on the overall MGHP operational plan and specific partner needs
> Plan, coordinate and provide administrative and financial support
> Plan and coordinate technical support visits by GIZ Technical Advisors as needed
> Monitor implementation of the operational plan and take corrective action as required
> Communication and networking
> Create partnerships, linkages and synergies between district stakeholders
> Support transparent communication and information sharing between MGHP, District Health Authorities and health workers
> Represent GIZ in relevant meetings at district level
> Support knowledge management for MGHP by collecting and documenting programme activities, good practices and lessons learned
> performs other duties and tasks at the request by the BACKUP/ GIZ management

C. Required qualifications, competencies and experience
Qualifications
> Bachelor’s Degree in Nursing and Midwifery or Clinical Medicine or a non-clinical background with a Master’s Degree in Public Health (MPH)
> Possession of a class A or B driver’s license valid for use in Malawi
Professional experience
> 5 years professional experience in a similar position
> Experience in one of the following areas; Maternal and Newborn Health, Quality Improvement, Accreditation, Data Analytics and Use, Human Resource Management and Development
Additional Competencies
> good working knowledge of ITC technologies and computer applications (e.g. MS Office)
> strong managerial and organisational skills
> excellent communication and documentation skills
> willingness to upskill as required by the tasks to be performed
