In Malawi, IFES provides capacity building to the Malawi Electoral Commission
(MEC). As part of the current program, MEC and IFES have reviewed the MEC
strategic plan. Now, IFES and MEC are coordinating implementation of the
strategic plan according to the priorities of the newly appointed
Commissioners.
IFES will support a workshop with participants drawn from the MEC Board of
Commissioners and senior staff. The purpose of the workshop is to familiarize
the MEC Board of Commissioners and senior management to the review of the
current MEC Strategic plan and to determine a way forward on the priorities
and implementation schedule for the MEC for the lifespan of the current
strategic plan and beyond.
Job Responsibilities
The workshop will address key aspects relevant for legal and administrative
reform and to lay out MEC’s vision to the completion of the current strategic
plan while preparing for the 2025 Tripartite Elections. More specifically the
workshop will contain
> A presentation and review of key findings of the strategic plan review workshop and report framework;
> Address priorities of the new board of commissioners;
> Develop a prioritized tasks addendum to the strategic plan;
> Address any other outstanding issues going forward.
Under the supervision of IFES’ Electoral Management Program Advisor, and close
cooperation with MEC senior officials the consultant will perform the
following tasks
1. Training preparation
> Prepare workshop content materials, including participants’ folders, agenda, presentations, handouts and other materials as needed;
> Ensure all workshop materials are in place according to the workshop outline and supporting materials (handouts, books, articles);
2. Delivery of the workshop (anticipated dates 6 and 7 January 2021)
> Serve as facilitator for event,
3. Workshop reporting
> Craft a final report on the workshop inclusive of a way forward.
Qualifications
> Bachelor’s degree in relevant field and proven knowledge and expertise in strategic planning for public institutions, PhD is a plus .
> Ten years of experience working with election commissions or other government stakeholders.
> Proven experience facilitating workshops.
> Experience with strategic planning for public institutions.
> Ability to work well with minimal supervision, plan activities, and meet deadlines.
> Strong professional and collaborative skills when working with a team.
> Competency with Microsoft Office Word, Excel, PowerPoint, and Outlook.
> Experience engaging high level officials and senior electoral officers within election commissions.
> Previous experience working with international NGOs or organizations in the field of democracy and governance, particularly in electoral support.
> Availability to deploy during the period of the consultancy.
