### Job Description

CARE is an International Non-Government Organization and works in 95 countries
around the world to support more than 890 poverty-fighting development and
humanitarian-aid projects in the improvement of livelihoods and capacities of
poor and marginalized households especially women and girls. In Malawi, CARE
works in collaboration with the Government of Malawi and other non-
governmental partners.

CARE has received funding from USAID’s Office of Foreign Disaster Assistance
to implement a floods recovery from June 2020 through December 2020. The main
objective of the project is to provide safe, dignified shelter and facilitate
improved hygiene practices to 1,100 households in Nsanje and Chikwawa
Districts. The project will use market-based approaches such as voucher fairs
and cash transfers, combined with training in flood-resistant shelter
construction, to facilitate shelter recovery. The project will also work with
local committees and Care Groups to promote improved hygiene practices in
recovery areas.

In order to deliver this project, CARE seeks to recruit suitably qualified
persons to fill the following vacant positions which are based in Nsanje
district




Position Field Advisor

Position description

The Field Advisor will be responsible for the day to day supervision and
implementation of field level activities. S/he will be responsible for
implementing the shelter construction activities among flood affected
households in Nsanje and Chikwawa district for OFDA. S/he will also be
responsible for conducting community sensitization, training, targeting and
monitoring of the project activities. S/he will also implement voucher fairs
and engage with fair vendors to encourage them to participate in these fairs.

Specific Roles and Responsibilities

The successful candidate will be expected to perform the following specific
duties

> Facilitate community mobilization and sensitization.
> Conduct targeting of OFDA beneficiaries based on the project set criterion and support creation of project data base.
> Conduct day- to day supervision and implementation of shelter construction activities working hand in hand with community level structures and extension staff.
> Conduct follow-up to households participating in OFDA to reinforce the minimum build back Safer (BBS) principles and standards when constructing shelters.
> Conduct voucher fairs and carry out on site monitoring to assess beneficiary satisfaction.
> Facilitate integration of gender, protection and complaints feedback management (CFM) in all project activities.
> Train Village Civil Protection Committees (VCPC) and local artisans in build back safer principles and other SPHERE standards relevant to this project.
> Provide technical backstopping to local artisans in order for them to support beneficiary households to build stronger and more resilient shelters.
> Promote linkages between community groups and public service delivery systems for continued support on shelter and settlement.
> Compile and submit monthly reports as required by the project.

Minimum Required Qualifications, skills and relevant work experience

> Degree in Community Development/Development Studies with minimum of 3 years of work experience in general analytical skill in beneficiary selection. Those with Diploma will have minimum of 5 years experience.
> Experience in humanitarian programming and build back better principles.
> Experience in shelter in emergencies project will be a plus.
> Fluency in English and Chichewa.
> Willingness to work in multiple locations/districts.
> Skills in community mobilization and sensitization, facilitation, mentoring and coaching.
> Demonstrated skills in solving community-based problems, performing under pressure, and leading diverse teams.
> Ability to ride a motor cycle and possession of a valid driver’s license is a MUST
