Scottish Catholic International Aid Fund

SCIAF and CADECOM secured funding from the European Union for a three-year,
1,092,300 € project to support women and vulnerable groups through vocational
education and entrepreneurship skills in Malawi (specifically in Lilongwe,
Thyolo and Zomba districts). The project started on 1st January, 2017, and was
due to be completed by the end of December 2019. However due to internal
factors the project was temporarily suspended for 5 months from 15th February
2018 until 18th July 2018. In addition, due to COVID-19, activities were
suspended from 25th March until 1st June 2020. Therefore, two extensions were
approved by the donor and the project will end on 31st July 2020.

SCIAF seeks to recruit a consultant to assess the project’s effectiveness in
the delivery of expected results. Special attention will be given to the
impact of the activities in relation to its specific objectives. The project
impact will be measured against its targeted population (disaggregated by
gender, age and type of stakeholder) and its targeted institutions
/organizations. Likewise, the voice of all project stakeholders during the
evaluation process, especially the voice of the project participants, will be
captured and represented in the final evaluation report. The evaluation also
will include lessons learned, sustainability of results and an analysis of the
effect that the context had on the achievement of project results. Differences
between results achieved by women and men will be reported.

1\. Description of the Programme*>
The programme has the following objectives and stakeholders
Overall objective*>
To support the Malawi vocational education and training sector to enhance
equal access to relevant quality education and skills training, and strengthen
opportunities for employment and self-employment.
Specific Objectives*>
SO 1 Improve access for females and vulnerable groups to relevant quality
vocational education and skills training (TEVET).
SO 2 Strengthened capacity and linkage of five training institutions to
deliver relevant and quality TEVET training and supportive skills to meet
labour market demands.
SO 3 Enhanced opportunities for females and vulnerable groups in the target
areas to secure employment or self-employment.

2\. Consultant Evaluation Criteria

> A consultant with relevant and demonstrable experience in the following areas will be selected
> Qualification in International Development/Social Science; education or similar
> Extensive experience in programme design and evaluation (min 5 years)
> Practical experience in participatory approaches and M&E
> Practical knowledge, skills and experience in project cycle management (PCM), logical framework approach (LFA), outcome-impact-orientation (OIO), management of education projects/ programmes
> Experience with vocational education projects, particularly TVET programmes in similar contexts in Africa.
> Familiarity, knowledge and sensitivity about the current socio-political environment of Malawi
> Fluency in English (spoken and written)
> Fluency in Chichewa is desirable
Along with the need to meet the above experience criteria, the consultant will
be selected according to the following criteria
1) Consultant expertise/CV (40%)
2) Technical Proposal (40%)
3) Financial Proposal (20%)

3\. Methodology*>
It is expected the consultant will propose their own methodology and tools
that will address the objectives of the review. Specific focus should be
placed on participatory tools and methods to ensure effective participation of
all relevant stakeholders in this review process.

7.1 Responsibilities of consultant/ consultant team*>
Phase one Orientation and design

> This phase will involve initial review of documents and presentation of an inception report. The inception report should include an elaborated plan, methodology, plan for field visits (please take into consideration covid-19 context and local restrictions when planning for meetings/interviews or activities that include gathering of people)
> Literature Review;
> Finalisation of methodology/tools and operational plan.

Phase two Field Visit

> The main activity of this phase will be the actual field work and information collection in line with the agreed plan, methodology, from phase one. Please consider covid-19 restrictions and updates when planning for the field visit. Therefore, phase two will include a method to be followed in case the consultant cannot access some areas, specifying actors involved in the data collection process and methodology. Phase two will be conducted in a participatory manner in order to reflect the voices of the project beneficiaries and relevant stakeholders.

Phase three Workshop and Draft Report

> Analysing information collected and produce a draft report of findings. The draft report will include a completed SCIAF Evaluation summary and scoring form.
> Workshop to discuss findings, review programme with SCIAF and CADECOM. Agree an Action Plan

Phase four Final Report

> Final report
