PURPOSE OF THE POSITION

As member of the Global Fund Principal Recipient Management Unit (GF PRMU),
the position will be responsible for the day-to-day operations of GF malaria
program providing overall technical and programmatic support to the program,
supervising operations to ensure seamless management of all technical and
operational aspects of the program implementation. He/ She will ensure high-
quality service delivery and staff capacity building and will lead and provide
oversight for the technical implementation of the program while ensuring
compliance. The position will support the Chief of Party and partners in
building relationships with the government ministries to advance program
objectives and ensure smooth implementation of program activities

KEY RESPONSIBILITIES

Technical Coordination and Operational Implementation

> Coordinate development of technical proposals and implementation strategies.
> Supervise the implementation of the planned community activities.
> Supervise the implementation of activities implemented by Sub Recipients.
> Coordinate internal Budget versus Actuals meetings within the Project Management Unit (PMU).
> Develop and manage dashboards for monitoring implementation of project activities.

Reporting and Documentation

> Provide program implementation reports, identifying bottlenecks and proposing corrective actions.
> Contribute to the monitoring and analysis of field activity reports.
> Contribute to the periodic analysis of project performance.
> Work collaboratively with the Finance Manager and Compliance Manager on Disbursement Requests.
> Document good practices and achievements to ensure proper visibility of the project.

Human Resources Management

> Supervise project staff and ensure that planned tasks and activities are executed consistent with project objectives.
> Monitor and evaluate staff performance.
> Evaluate capacity building needs and support the professional development of team members.
> Supervise the implementation of staff training.
> Support operational staff in the implementation of activities (e.g., supervision, training).

Sub-Recipient Capacity Building

> Coordinate the implementation of SR situational analyses and development of action plans.
> Coordinate technical assistance development for SR’s project performance framework.
> Coordinate the supply of equipment and resources.
> Coordinate technical assistance field zone teams for quality ownership and implementation of procedures.
> Identify capacity building needs of implementing actors and develop capacity building plans.

Accountability

> Coordinate the implementation of a situational analysis of the accountability systems.
> Establish a procedure and tools for information sharing, oversee the implementation.
> Establish a procedure and tools to ensure community participation. Oversee implementation at PR level and monitor field zone implementation.
> In collaboration with the Focal Points, set up mechanisms for collecting and handling complaints within the project framework.

KNOWLEDGE, SKILLS AND ABILITIES

> Minimum 5-7 years of experience in program coordination and international public health projects in developing countries, particularly in implementing and managing projects and consultants.
> Minimum bachelor’s degree in Public Health or related study.
> Professional level of technical or managerial knowledge, skills, and experience to manage the operational activities of a unit or team, provide the technical and management support related to various size programs, grants or projects.
> Experience working with bilateral and/or multilateral donors and familiarity with their procedures and practices; experience with The Global Fund preferred.
> Experience managing and/or collaborating with donor-funded award implementing partners.
> Demonstrated ability to work well with others and to develop and maintain positive working relationships with and among project staff, subcontractors, consultants, and recipients of assistance required.
> Demonstrated knowledge of the Global Fund rules, regulations, policies, and procedures as they relate to project and program compliance and reporting.
> Demonstrated experience in performance monitoring, tracking data quality, data management, and/or training in performance management topics.
> Strong interpersonal, analytical, and communications skills required.
> Excellent oral and written communication skills in English, additional local language proficiency preferred.
> Demonstrated experience in producing results, solving problems and making informed decisions.
> Excellent oral and written communication skills in English.

Preferred Skills, Knowledge and Experience

> Excellent knowledge of computer software – MS Office (PowerPoint and Excel especially), experience with SunSystems, Adaptive Planning.
> Must be flexible and can work independently and as part of a team.
> Proven experience in preparing and development of Global Fund reports quarterly, semi-annually and annually.

Work Environment/Travel

> Willingness and ability to travel 40% locally and internationally.
