Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its
objective in the field of international cooperation for sustainable
development. GIZ operates in more than 130 countries around the globe. In
Malawi, GIZ has been working for more than 50 years. Malawi is a priority for
German international cooperation and currently focuses on three priority
areas education, health and private sector development in rural areas. In
addition to our work on these areas, we also work on public financial and
economic management and social protection.

GIZ invites applications from suitable qualified Malawians for the position
Technical Advisor (f/m) on market linkages and private sector partnerships.

A. Brief introduction to the project

The GIZ global project “Employment in rural areas with focus on youth (RYE)”
is part of the special initiatives ONEWORLD — No Hunger (SEWOH) Commissioned
by the German federal Ministry of Economic Cooperation and Development (DMZ).
The global project implements country packages in Kenya. Burkina Faso and
Malawi. All country packages aim improving the employment and income
opportunities in the agri-food sector in rural areas with a special focus on
the youth target group. The project applies the so-called integrated approach
to employment promotion. This is an innovative approach which focuses on
creating employment opportunities, improving employment prospects and link
labor supply and demand in rural areas in the basis d specific needs and
interests of young people, in order to improve their income and employment
situation.

The focus intervention areas in Malawi are divided into four field of action
1. Improved qualification of youth with a focus on women for the agricultural
and agri-food sector 2. Increasing new and supplementary job opportunities
through support to MSMEs, smallholders aid start-up creation as well as
development partnerships with the private sector 3. Improved framework
conditions integration of young people into rural labor markets through
innovative (digital) matching activities and promote youth organizations 4
Transnational Knowledge and Innovation Management

In Malawi the project will be implemented in dose collaboration with the
Ministry of Industry and Trade (MolT). Implementation areas are to be explored
and pursued nationwide, also considering possible synergies with other GIZ
projects and stakeholders. There is no limitation to certain regions. The area
around Lilongwe, especially Mchinji District, offers great potential, which is
why this district is being considered as one of the first possible
implementation regions.

The project is embedded in the portfolio of GIZ Malawi arid will be aligned to
the Malawi Growth and Development Strategy 2017-2022 (MDGS) III, the National
Agricultural Policy (NAP) 2016, the National Youth Policy (2013) and the
Micron, Small and Medium Enterprises Policy Strategy (2012-2017).

B. Responsibilities

For the SEWOH global project RYE and its Country Project Malawi, the technical
advisor will be mainly responsible for the following field of action

Business Environment

> Closely work together with partners to coordinate measures improving the business environment
> Identify partners to jointly develop viable models for access to finance, inputs, laid and (agricultural extension) services for MSME, startups and (young) small-molder businesses in Farmer Based Organizations
> Guide the implementation and testing of existing approaches targeting improved access to land, finance and inputs for rural youth and women.

Market linkages

> Facilitate and strengthen market linkages especially for smallholder businesses, cooperatives (or other Farmer Based Organizations), e.g. out-grower schemes, contract farming models
> Ensure that the project’s training contents meet the needs of the private sector (link to action field 1)
> Identify new markets, private partner’s aid inclusive and innovative business models with high employment potentials and income opportunities in rural areas and along value chains.

Matching funds and private sector partnerships

> Identify and establish public-private partnerships, manage these partnerships / implementation of the funds and coordinate the activities with action field 1
> Coordinate planning and implementation of training for smallholders / cooperatives / FBOs within the framework of public-private partnerships
> Advise project management for long-term engagement of private sector within the project framework and lead the communication with private partners.

Tasks

1. 1. Shaping the implementation of the field of action 2 “Increasing labour demand”

1. Follow the international discussion on youth, jobs and employment promotion as well as promising interventions and keep abreast with current trends
2. Ensure continuous exchange and coordination of implementation matters (content, trainings, material etc.) with related projects (e.g. GIAE, MIERA) within the GIZ portfolio and across
3. Organize workshops, events, partner and stakeholder meetings
4. Design and administer local consultancy contracts and make sure that all contracts follow GIZ standards; also support logistics and technical success of international missions and consultancies

1. 1. Liaison with the stakeholders and partners of the RYE project

1. Have a good knowledge of all stakeholders and partners involved and establish trustful and sustainable relationships
2. Support relationships between stakeholders and partners as well as networking, cooperation and communication between all parties
3. Support ‘marketing efforts’ among stakeholders for measures related to the integrated employment approach
4. Foster relationships with Enterprises, MSME and other private sector partners
5. Support partners in their effort to improve their organizational capacities in order to strengthen capacities and qualification of the target group of women and youth, create employment opportunities and facilitate matching

1. 1. Monitoring and evaluation of Youth Job and Employment promotion

1. Actively contribute to the project’s M&E system as well as to the elaboration of a data base measuring the project’s impact
2. Provide regular information and data relevant to the monitoring unit
3. Advise and involve partners and target group in data collection relevant to the M&E system
4. Actively contribute to communication materials (factsheets, success stories, articles for the newsletter, etc.)

1. 1. Other Duties/Additional Tasks

1. Support the project management in organizational and strategic questions
2. Actively contribute to the global project’s knowledge exchange activities between country packages in Africa and partners as well as GIZ platforms of knowledge management (Sector network rural development in Africa, IDA communities, as well as the Malawi Cluster which is in process)
3. Perform any other duties as required by your superior

D. Required Entry Qualifications and Competencies

I. Qualifications

1. Relevant Master’s degree (in Agricultural Studies, Development Studies, Economics, Social Science or any related field) from a recognized institution Profound knowledge on the agri-food sector, rural labour market constraints and opportunities as well as knowledge of the stakeholders in qualification and training in agriculture Knowledge of methods and procedures of the German Development Cooperation amen advantage, especially on Public-Private-Partnerships (PPP) and integrated development partnerships (iEPW)

II. Professional Experience

1. At least 5 years working experience in a similar position on employment promotion and particularly in the field of private sector development and private sector cooperation
2. Relevant private sector working experience, especially in agri-food sector, social enterprises or financing institutions
3. Proven project management experience, including tie capacity to deliver results within agreed timeframes
4. Very strong organizational and networking skills and a good existing network within the agricultural and agri-food sector in Malawi, especially with private actors
5. Good understanding of monitoring and evaluation procedures
6. Ability to work with minimum supervision and as part of an international team
7. Fluency in written and spoken English and spoken Chichewa are a must, additional local languages and German are an advantage
8. Good IT skills, especially Microsoft Word, Excel, Power Point; ICT based applications as well as social media are an advantage.
