### Job Description

CARE is an International Non-Government Organization and works in 95 countries
around the world to support more than 890 poverty-fighting development and
humanitarian-aid projects in the improvement of livelihoods and capacities of
poor and marginalized households especially women and girls. In Malawi, CARE
works in collaboration with the Government of Malawi and other non-
governmental partners.

CARE has received funding from USAID’s Office of Foreign Disaster Assistance
to implement a floods recovery from June 2020 through December 2020. The main
objective of the project is to provide safe, dignified shelter and facilitate
improved hygiene practices to 1,100 households in Nsanje and Chikwawa
Districts. The project will use market-based approaches such as voucher fairs
and cash transfers, combined with training in flood-resistant shelter
construction, to facilitate shelter recovery. The project will also work with
local committees and Care Groups to promote improved hygiene practices in
recovery areas.

In order to deliver this project, CARE seeks to recruit suitably qualified
persons to fill the following vacant positions which are based in Nsanje
district

Position description

The Shelter Coordinator will implement the project in line with project plans
and budgets. S/he will be responsible for leading the project technically on
shelter activities, training and supervising staff in the field, coordinating
with local government authorities, and ensuring compliance with monitoring and
evaluation requirements. S/he will be responsible for leading the project

Specific Roles and Responsibilities

The successful candidate will be expected to perform the following specific
duties

> Liaise with the government and CARE’s Shelter Technical Advisors, to develop the proposed shelter design.
> Identify and register local vendors to participate in voucher fairs to increase access to construction materials and other household items.
> Manage a transparent beneficiary registration process according to the project’s selection criteria and in coordination with district officials.
> Train local artisans in shelter construction using Building Back Better principles, and utilizing standard CARE training materials.
> Design and manage the implementation and monitoring of cash transfers (to cover shelter construction labor costs) within the shelter project.
> Monitor the shelter activities within the agreed Plans of Actions to provide timely, adequate shelter, maximizing local capacities.
> Ensure that gender and protection are mainstreamed in the shelter design and all cash transfer activities.
> Support implementation of the project’s complaints and feedback mechanism, and ensure that it is utilized and that feedback is provided in a timely manner.

Minimum Required Qualifications, skills and relevant work experience

> Degree in Civil Engineering/Architecture, or a related field or Community development with 3 years’ experience implementing shelter and cash/voucher projects or Diploma in Civil Engineering/Grade 1 Certificate Brick Laying obtained from National Trade Test with minimum of 5 years’ experience implementing shelter and cash/voucher project.
> Technical skills in shelter design and construction required.
> Previous humanitarian response activities.
> Good interpersonal and communication skills in English and Chichewa.
