SENIOR HUMAN RESOURCE MANAGEMENT AND DEVELOPMENT OFFICER

Candidates should possess a Bachelor’ Degree in Human Resource
Management/Business Administration/Public Administration or related field plus
at least five (5) years’ experience at Human Resource Management or
Development Officer level.

Reporting to the Director of Human Resource and Administration, the Senior
Human Resource Management and Development Offer shall provide human resource
management, planning and development services to the Board.

He/she shall be responsible for initiating Human Resource policies,
strategies, work plans and! budget and creating appropriate working
environment in the Division and Board; implementing HR policies, strategies
and work plans; controlling the Board’s approved and authorized establishment
initiating recruitment process to fill vacancies and career plans and
development in liaison with relevant Heads of Departments; overseeing the
process of training needs analysis and development of training plan to meet
staff training and development needs fur high performance; ensuring that
training and development programs are adequately provided; administering
performance and reward management systems, processes and procedures;
interpreting and implementing conditions of service; initiating confirmation
in appointments; providing professional HR related advice/ support to
management; supervising and appraising the Human Resource Management Officer
and Human Resource Development Officer; providing informative Management
reports on the performance of the human resources management and development
functions; coordinating the handling of industrial relations and workers
compensation matters.

The successful candidate shall have high level knowledge and expertise in
human resource management, development and industrial relations with excellent
communication, time management, leadership, and organization skills. He/she
should be able to budget, solve problems, negotiate, and make sound decisions.
