Position*> Team Leader/ Fiscal Oversight Expert
Project Title*> Fiscal and Procurement Oversight Agent for the Health
Services Joint Fund Malawi
Project Period*> 01.12.2021 – 30.11.2024
Duration of Assignment*> 36 months
Project Discription
Malawi’s development partners (DPs) support the Government in the
implementation of HSPP II through an innovative funding mechanism, the Health
Services Joint Fund (HSJF). The fund allows the Government and the DPs to pool
resources while maintaining earmarks for specific activities. In addition, it
helps to reduce bilateral engagements and to improve coordination of
development efforts in the health sector, as well as to avoid lengthy and
burdensome national financial procedures. The HSJF therefore affords the
double benefit of using Government systems for planning, budgeting,
procurement and reporting purposes, while maintaining a speedy flow of funds
and strong fiduciary and procurement controls. The Governments of the UK,
Germany and Norway have contributed funding to the HSJF since 2015. At the
heart of the HSJF is a Fiscal Agent (FA) and a POA. The purpose of these
external agents is to mitigate the fiduciary risks associated with funds
channeled through the HSJF, and to support improvements in overall Government
PFM in the health sector.
Job Description
> *> Prepare budgets and monitor budget execution based on inputs drawn from the accounting system and in cooperation with the Accounting Manager
> · Compile monthly, quarterly and annual reports of HSJF operations, write the accompanying text and explanations of deviations between budgets and cash flow projections against actual expenditure; sign the reports (where appropriate supported by the Accounting Manager)
> · Propose budget reallocations where appropriate for submission to the HSJF Management Group
> · Provide signature on cheques and transfer requests that are prepared by the Accounting Manager
> · Responsible for supervision of the FA team members and for internal work coordination
> · Liaise with other (non-operational) stakeholders which provide support to the Malawi Health System in coordination with the MOH members of the Management Group (Director PPD and Head of the Aid Coordination Unit in particular)
> · Participate in planning meetings on the subject of donor coordination and preparation of an annual implementation / activity plan
> · Receive requests and queries from members of the HSJF Management Group and provide responses
> · Prepare all reports on progress of the FA contract
> · Identify major training needs
> · Develop and review performance of Operations Manual for the FA
> · Provide inception and progress reports to HSJF Management Committee members
> · Quality assurance for reports provided by FA team members to Development Partners and MoHP
> · Secure, review and summarize relevant documents
> · Review work plan and ToR with KFW/HSJF
> · Representation of the Fiscal Agent Team vis-à-vis the HSJF Management Group and its members
Qualifications
> > · Master’s (or equivalent) degree in accounting, financial management, or similar field;
> · Professional accounting certification (CPA or similar);
> · Fifteen years of experience practicing accounting or financial management in the Eastern, Southern or Central Africa;
> · Three previous assignments as team leader in a fiscal oversight agent capacity, each with a min.duration of three years, or similar experience;
> · Fluency in English.
