The Public Procurement and Disposal of Assets Authority
The Public Procurement and Disposal of Assets Authority (the ‘PPDA’ or
‘Authority’) is a statutory corporation created under s. 4 of the Public
Procurement and Disposal of Public Assets Act, 2017 (‘the Act’) with the
responsibility of regulating, monitoring and overseeing public procurement and
disposal of assets in Malawi. The PPDA is inviting applications from suitably
qualified and experienced candidates to fill various vacant positions tenable
at the Authority as follows
Job Title Director of Corporate Affairs (Grade PPDA 3)
Contract Term 3 years
Reporting to Director General
Department Corporate affairs
Location Lilongwe
The Director of Corporate Affairs will provide company secretarial services
and ensure delivery of effective and efficient planning, research, public
relation and legal services.
Key Responsibilities and Duties
1\. Provide general legal counsel to the Authority and management on relevant
and applicable laws;
2\. Give strategic leadership to the Authority’s corporate affairs;
3\. Manage relationships internally and with external partners and agencies to
enhance the Authority’s performance, reputation and image;
4\. Conduct litigations initiated by and against the Authority before the
appropriate courts in close coordination with the concerned function and
external counsel, if retained;
5\. Set up systems aimed at ensuring strict compliance with statutory
requirements;
6\. Provide legal support in drafting and vetting of agreements and statutory
orders and subsidiary legislation;
7\. Serve as Secretary to the Board of Directors and its Committees;
8\. Oversee and provide secretarial services at Administrative Review
hearings;
9\. Liaise with internal and external stakeholders on all legal issues
pertaining to the Authority;
10\. Process complaints from Bidders and Procuring and Disposing Entities; and
11\. Coordinating statutory and other government reporting requirements
Qualifications and Experience
1\. LLB (Honours);
2\. Master’s Degree in Law;
3\. A minimum of seven (7) years’ work experience at senior management level
in busy organization; and
4\. Must be a member of Malawi Law Society with a valid practicing licence.
Requisite Knowledge, Abilities and skills
1\. Strong research, communication and interpersonal skills
2\. Good report writing, analytical and negotiation skills
3\. Ability to multi-task and meet strict deadlines
