#### Description

Trócaire*> is an Irish NGO working in partnership with local and national
NGOs, faith based- and advocacy organisations and networks in Malawi. Trócaire
envisages a just and peaceful world where; people’s dignity is ensured and
rights are respected; basic needs are met and resources are shared equitably;
and people have control over their own lives. Globally, Trócaire provides
humanitarian assistance and long-term support to communities in over 20
countries across Africa, Asia, Latin America and the Middle East. Trócaire has
worked in Malawi since 1976 and established its country office in Lilongwe in
2007. In Malawi, we work across three thematic areas namely Women’s
Empowerment; Resilience and Sustainable Livelihoods; and Humanitarian
Response.

Trócaire is looking for a dynamic, mature and motivated person to lead one of
its key programme goals in the areas around climate resilience and
livelihoods, including sustainable agriculture and agroecology. The appointed
person will join a dedicated team of Trócaire staff, will be reporting to the
Programme Manager while providing line management to at least one technical
staff. The Resilience and Livelihoods Programme Lead will provide strategic
vision and leadership to grow Trócaire’s programmes in this area, including
managing a portfolio of partner organisations and resource mobilisation.

Scope of work

> Contribute to the drafting of the Trócaire Malawi Country Strategy document, focusing on the development of the Resilience and Livelihoods aspects of the strategy and how women’s empowerment can be integrated into this work.
> Actively support innovative research linked to the Resilience and Livelihood themes and incorporate learnings from this research into programme design.
> In line with Trócaire Malawi’s Institutional Funding Strategy, pro-actively identify opportunities for securing institutional funding and lead on proposal development processes, in coordination with relevant programme staff
> Lead on the successful delivery, communications and contract management of Trócaire’s Resilience and Livelihoods programming, in coordination with technical staff and partners.
> Ensure the development and implementation of partner organisations’ capacity development plans, in coordination with technical staff and partners.
> Lead on the successful delivery of M&E systems across our Resilience and Livelihoods work, ensuring that technical staff and partners have effective results-based M&E systems in place to gather, manage and analyse quality gender, age and disability sensitive data across all grants.
> Ensure the effective management and monitoring of programme budgets, whilst maintaining compliance with Trócaire and donor standards.
> Ensure that issues of gender and advocacy are effectively integrated across all Resilience and Livelihoods work.
> Represent Trócaire in thematic spaces that reflect the Resilience and Livelihoods elements of Trócaire Malawi’s strategic plan
> Directly line manage one staff member, with the scope for expanded line management responsibility depending on programme growth.
> Any other reasonable duty as may be assigned by the line manager

#### Requirements

> Third level qualification in Agroecology, Agriculture, Food Security or any related field
> Demonstrated knowledge of the resilience and livelihoods context in Malawi and internationally
> At least five years’ experience of managing programmes related to resilience and livelihoods
> At least two years’ experience with the implementation of agroecology programming
> Demonstrated knowledge of and experience of designing and implementing M&E systems for large grants
> Experience in working within partnership models
> Strong experience in gender and HIV mainstreaming in resilience and livelihoods work
> Strong demonstrable skills in the development and management of budgets for large institutionally funded grants
> Excellent IT skills and demonstrable experience in the use of digital data
> Excellent written, oral and presentational communications skills in English and Chichewa
> Team worker with strong commitment to working with others to achieve mutual objectives
> Availability to travel extensively within the country as well as regionally/internationally and to work outside normal hours when necessary
> Strong commitment to women’s empowerment and social justice and empathy with the role of the Catholic Church in development programming
> Acts with a high level of reliability, integrity and honesty at all times

For the candidate with the required experience and passion for the role,
Trócaire offers a competitive package of salary and benefits. This position is
offered on a two-year contract, with possibilities for further extension
dependent on availability of funds, and is based in Lilongwe with frequent
travel to our programme areas.
