The Public Procurement and Disposal of Assets Authority

The Public Procurement and Disposal of Assets Authority (the ‘PPDA’ or
‘Authority’) is a statutory corporation created under s. 4 of the Public
Procurement and Disposal of Public Assets Act, 2017 (‘the Act’) with the
responsibility of regulating, monitoring and overseeing public procurement and
disposal of assets in Malawi. The PPDA is inviting applications from suitably
qualified and experienced candidates to fill various vacant positions tenable
at the Authority as follows

Job Title Director of Capacity Development, Reforms and Advisory Services,
(Grade PPDA 3)

Contract Term 3 years

Reporting to Director General

Department Capacity Development, Reforms and Advisory Services

Location Lilongwe

The Director of Capacity Development, Reforms and Advisory Services shall be
responsible for Directorate’s planning, delivery and coordination of programs,
work plans and budgets relating to capacity development, procurement reforms
and advisory services.

Key Responsibilities and Duties

1\. Initiate the formulation and review of capacity development, procurement
reforms and advisory services policies, strategies, annual work plans and
budgets;

2\. Ensure efficient implementation capacity development and advisory
programmes in Procuring and Disposing Entities (‘PDEs’);

3\. Manage stakeholder expectations on strategic and operational matters
related to public procurement and assets disposal reforms, capacity
development and advisory service;

4\. Facilitate development and periodic review of policy documents for as code
of conduct, conflict of interest rules;

5\. Oversee and manage e-procurement, open contracting and other automation
initiatives;

6\. Establish and maintain institutional linkages with institutions that have
professional and related interest in public procurement matters;

7\. Liaise with PDEs and other key stakeholders on issues pertaining to Public
Procurement and Disposal of Assets; and

8\. Foster professionalism, setting qualification requirements for
professionals in PDEs.

Qualifications and Experience

1\. Bachelor’s Degree in either Procurement, Purchasing and Logistics,
Purchasing and Supply or Supply Chain Management, Public administration;

2\. Masters’ Degree in Procurement, Commerce, Business Administration or an
appropriate professional qualification;

3\. A minimum of seven (7) years’ experience in procurement or related field;
and

4\. Membership of a relevant professional body.

Key Competencies

1\. Good knowledge of Malawi Government’s public procurement and disposal
policies;

2\. Thorough knowledge of audit and compliance procedures and guidelines;

3\. Expert understanding of contract law, fair trading, freedom of information
and other applicable legislation;

4\. Thorough knowledge of agency procurement and accounting systems;

5\. Ability to lead a multi-disciplinary team of professionals;

6\. Strong analytical and interpersonal skills;

7\. Strong organizational skills, versatility, ability to multi-task and meet
deadlines; and

8\. Excellent communication skills (oral and written);
