Background

As a federal enterprise, the Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its
objective in the field of international cooperation for

sustainable development. GIZ operates in more than 130 countries around the
globe. GIZ has been

working for more than 30 years in Malawi. The country is a priority for German
international cooperation

and currently focuses on three priority areas education, health and private
sector development in rural

areas. In addition to our work on these areas, we also work on public
financial and economic management and social protection.

The Afikepo/ Nutrition and Access to Primary Education project aims at
contributing to nutrition security in Malawi. It supports the Ministry of
Education in implementing the National School Health and Nutrition Strategic
Plan. The project assists schools and communities in providing high-quality
school meals and promotes healthy nutrition and good hygiene practices to
improve the nutritional status and to increase the attendance of pupils.

The project has been implemented in eleven districts; Chitipa, Kasungu,
Karonga, Mulanje, Mzimba, Nkhata Bay, Nkhotakota, Chiradzulu, Salima and
Thyolo. The project runs until October 2021 and is

co-funded by the European Union and the German Government. The programme
focuses on three fields

of activity
• Increasing the availability of high-quality foodstuffs for the preparation
of school meals;
• Improving nutritional knowledge and hygiene practices among primary school
pupils and community members;
• Developing capacities in the provision of high-quality school nutrition.

To successfully implement this programme, GIZ is looking to recruit one M&E
Officer to be based in Lilongwe.

A) General Responsibilities

• Overall responsible for the project-based results-oriented monitoring (ROM)
and learning aspects

• Efficient and effective management of implementing M&E relevant activities

• Reporting of M&E results and overall project progress reports

B) Specific duties and responsibilities
• Overall responsible for the project-based results-oriented monitoring (ROM)
and learning aspects
• Manage the collection of data and information to measure progress of
implementation and achievement of results.
• Manage the target-group specific communication of results in relevant
formats.
• Coordinate knowledge management and learning.
• Advise on and update of ROM tools such as; theory of change, results model,
operational plan and implementation aspects.
• Coordinate the development of the project-based M&E platform with relevant
stakeholders.
• Provide advice in results-oriented management.
• Documentation of all relevant findings, processes and end-products with
regards to knowledge management aspects.
• Efficient and effective management of implementing M&E relevant activities
• Advise and manage implementation of surveys, evaluation and review missions
as well as other relevant ROM exercises.
• Coordinate relevant project progress presentations, trainings, project
planning sessions etc.
• Coordinate the organisation of relevant expert and evaluation missions as
well as field trips.
• Technical supervision and training of the Junior M&E Advisor.
• Represent NAPE in meetings and workshops with regards to M&E.
• Reporting
• Manage and support the continuous reporting to donors and relevant
stakeholders on the project’s progress and annual report.
• Regular reporting to and continuous exchange with the project team to
facilitate learning and consulting in the implementation.
• Organise reporting and learning sessions.

C) Required qualifications, competencies and experience
• Minimum of Master’s Degree in Nutrition Security, Monitoring and Evaluation.
Development Science or any other relevant field.
• Qualifications in Project Management and ROM are an asset.
• Proven track record of minimum 10 years working experience in a similar
position.
• Minimum of 5 years professional experience in an international NGO.
• Thorough experience in effective communication.
• Thorough experience in the application of participatory approaches.
• Strong social, interpersonal and intercultural skills.
• Team player.
• Excellent oral and written English language skills.
