POSITION ADMINISTRATION DIRECTOR (RE – ADVERTISED)

Lighthouse Trust is a registered Public Trust established to manage Centres of
Excellence (CoEs) and provide leverage for leadership and delivery of
integrated HIV prevention, treatment, care, and support
services in Malawi.

Lighthouse has been involved in the development of locally applicable HIV care
and treatment models.

It is strategically positioned in Malawi’s national HIV response due to its
close collaboration with the Ministry of Health (MoH).

The Lighthouse in close coordination with MoH provides integrated services at
Kamuzu Central Hospital, Bwaila Hospital and some health facilities in urban
and rural areas in Lilongwe, Queen Elizabeth Central Hospital in Blantyre,
Zomba Central Hospital and District Support Program (DSP) for Northern region
districts including Ntchisi district. Its strategic approach focus on client-
centred care based on four goals which are-

Goal 1 Service delivery to enhance high-quality, integrated HIV Prevention,
treatment, care and support services for adults and children

Goal 2 Model interventions and operations research to develop, pilot,
evaluate, and disseminate innovative programs and policies across the
continuum of prevention, treatment, care and support for HIV infection and its
co-morbidities, both infectious and non-infectious.

Goal 3 Quality management to ensure that all patients at LH clinics and all
supported sites are receiving quality health care and services as recommended
the MOH and other health development partners by utilizing quality improvement
(QI) methodologies in a multidisciplinary team approach.

Goal 4 Capacity strengthening to build and strengthen healthcare capacity
for high quality HIV prevention, treatment, care and support services.

Lighthouse Trust, with support from the United States of America President’s
Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement with Centres for
Disease Control and Prevention (CDC), has two grants to operate Centers of
Excellence for Comprehensive Integrated HIV Care and Treatment Services in
Lilongwe (Grant #NU2GGH002131) and also to achieve HIV Epidemic Control
through scaling up of Quality Testing, Care and Treatment in sites outside
Lilongwe (Grant # NU2GGH002003).
Through these grants Lighthouse wishes to recruit highly qualified and
experienced persons to fill the following positions in order to achieve the
above mentioned goals

Position Title Administration Director (Quote Ref # AD 1)

Reports to Executive Director

Location Lighthouse Trust, Lilongwe

PURPOSE OF THE POSITION
The Administration Director effectively and efficiently oversees the
implementation and management of all administrative and logistical functions
necessary for the Lighthouse Trust programmatic activities – namely human
resources, facility management, procurement, logistics and administration.

The Administration Director will be part of the Executive Management team,
overseeing the entire Administration team and functions and ensure full
compliance in accordance with the donor rules and regulations as well as
maintaining internal controls for all activities.

DUTIES AND RESPONSIBILITIES

Essential functions include
•Maintains oversight of procurement, human resources, and operational
activities of the Lighthouse Trust
•Responsible for planning, organization, and direction of the Lighthouse’s
operations and programs
•Develops and implements consistent inventory as well as administrative and
human resource policies, procedures, plans, initiatives and operational
reporting/metrics
•Oversees implementation of administrative, procurement and personnel policies
and procedures
•Oversee the management of Lighthouse material assets, including buildings and
grounds; vehicles, furniture, medical equipment, information and communication
technology, drugs and other consumable items
•Oversees the implementation of the performance management and compensation
systems of the Lighthouse Trust.
•Oversees all processes for identifying appropriate goods and services to be
purchased, manages relationships with key vendors and landlords, and ensures
all Lighthouse procurement activities are properly documented with appropriate
approvals obtained.
•Provides operational support in establishing an oversight to all Lighthouse
sites and programs.
•Ensures sites and programs are properly staffed with operational personnel
and that these personnel are properly trained and integrated with the
Lighthouse Team
•Supervises administrative support functions at the Lighthouse
•Supervises Training activities at the Lighthouse.

ESSENTIAL ACADEMIC QUALIFICATIONS
•Masters’ degree in Business Administration or any related field
•Minimum of eight (8) years of experience managing, in roles of increasing
responsibility administration, procurement, logistics and human resource
related matters for organizations of a similar contract size.

EXPERIENCE, SKILLS AND COMPETENCIES
•Ability to read, analyse, and interpret the most complex documents.
•Computer proficiency especially in Microsoft Excel
•Excellent negotiation, analytical, team management and presentation skills
•Excellent interpersonal and communication skills
•Strong command of the English and Chichewa languages
•Knowledge of applicable Malawian laws and policies on procurement procedures
and human resources
•In-depth knowledge of Malawi’s labor laws and HR best practices
•Knowledge of principles and practices governing donors e.g USAID, CDC and
other federal grants
•Highly organized with ability to prioritize, multi-task and take initiative.
•Ability to work under pressure, meet multiple deadlines, and troubleshoot and
problem solve.
