BRIDGE Lead Facilitator – Malawi

In Malawi, IFES provides capacity building to the Malawi Electoral Commission
(MEC). As part of the current program, IFES will support a BRIDGE (Building
Resources in Democracy, Governance and Elections) training. BRIDGE is the most
comprehensive professional development course available in election
administration, and is designed to improve the skills, knowledge, and
confidence of both election professionals and key stakeholders in the
electoral process.

The participants of this workshop will be drawn from political parties, civil
society and media. The objective of the workshop is to familiarize the
participants with the principles and processes which have to be applied in
order to draw electoral boundaries which adhere to the principles of
Representativeness
Equality of voting strength
Transparency;
Independent, impartial boundary authority (or, at a minimum, reciprocity);
Non-discrimination.

Job Responsibilities

Under the supervision of IFES’ Electoral Management Program Advisor, the
BRIDGE lead facilitator will design and develop the workshop schedule, content
materials, including participants’ folders, training presentations, handouts
and other materials as needed in collaboration with a team of MEC workshop
accredited facilitators and the IFES Malawi team.

In collaboration with the Program Advisor and the IFES Malawi team,the
consultant will provide the following

Training preparation
Participate with IFES’ Election Management Program Advisor and MEC team in the
selection and adaptation of the BRIDGE training material
Prepare workshop content materials, including participants’ folders, training
presentations, handouts and other materials as needed;
Ensure all workshop materials are in place according to the workshop outline
and supporting materials (handouts, books, articles);
Work with IFES/Malawi and IFES/DC teams to develop evaluation forms in line
with USAID-approved Performance Monitoring Plan.


Delivery of the workshop (early December 2020 training anticipated)
Serve as lead-facilitator, with MEC support
Workshop evaluation activities and reporting
Lead an evaluation of the training in coordination with IFES/Malawi team,
including working with IFES/Malawi M&E Officer in the development of pre and
post training evaluation materials.
Deliverables might include

Write a final report evaluating workshop training, results, and next steps
upon completion of the workshop;
Copies of i) the list of participants, ii) training agendas, iii) scoping
documents, iv) trip reports, and v) evaluations to the responsible Program
staff.

Qualifications

Bachelor’s degree in relevant field. Proven knowledge and expertise in the
topics of the trainings is a plus.
Eight years of experience working with election commissions or other
government stakeholders.
Fully accredited BRIDGE facilitator, capable of independently facilitating
BRIDGE workshops.
Expert and/or Accrediting level is a plus.
Experience implementing BRIDGE trainings.
Ability to work well with minimal supervision, plan activities, and meet
deadlines.
Strong professional and collaborative skills when working with a team.
Competency with Microsoft Office Word, Excel, PowerPoint, and Outlook.
Experience engaging high level officials and senior electoral officers within
election commissions.
Previous experience working with international NGOs or organizations in the
field of democracy and governance, particularly in electoral support.
Availability to deploy during the period of the consultancy

Level of Effort

The BRIDGE trainer is expected to be based in Malawi for about 10 days, with
the possibility of providing remote support for about 5 days.
