POSITION JUNIOR TECHNICAL ADVISOR

BACKGROUND
As a federal enterprise, the Deutsche Gesellschaft für Internationale
Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its
objective in the field of international cooperation for sustainable
development. GIZ operates in more than 130 countries around the globe.

In Malawi, GIZ has been working for more than 50 years. Malawi is a priority
for German international cooperation and currently focuses on three priority
areas education, health and private sector development in rural areas. In
addition to our work on these areas, we also work on public financial and
economic management and social protection.

The “Globalvorhaben/ Global Programme Sustainable Fisheries and Aquaculture”
(GV Fish) is part of the special initiative One World – No Hunger of the
German Ministry for Economic Cooperation and Development (Bundesministeriu
m far Wirtschaftliche Zusammenarbeit and Entwicklung, BMZ), which aims at
reducing extreme hunger and poverty in a selected number of countries.

GV Fish contributes to this objective by implementing projects in the field of
sustainable fisheries and aquaculture with a particular focus on artisanal
practices.

The overall objective of the project “Aquaculture Value Chains for Increased
Income and Food Security” (AVCP) in Malawi is to support the development of
Malawi’s aquaculture sector in selected regions to increase the availability
of fish products and income from sustainably operated small and medium size
aquaculture businesses.

While fish farmers are one part of the target group of the Program, it strives
to develop the entire value chain in which these are embedded.

The Program divides into three fields of action (Outputs)

Output A “More fish more work” Production from artisanal pond-aquaculture
has been increased, entailing a concomitant increase of employment in the
sector.

Output B “Farmer associations” The organization of farmers in farmer
associations has been improved.

Output C “Sustainable fish” The political framework required for the
implementation of sustainable aquaculture practices, has been improved.

GIZ is therefore looking for a Junior Advisor who will be responsible for the
following

The tasks of the Junior Advisor include but not limited to

1\. Support the Aquaculture Round Table (AquaRT) Coordinator in the following

•Preparation, implementation and post-processing of AquaRT meetings and
workshops.
•Assist in the development of a road map for the AquaRT annual conferences
•Assist in organizing meetings with other sectoral stakeholders to develop an
exit and sustainability strategy for the AquaRT
•Preparation of success stories, case studies, newsletters and factsheet for
the AquaRT.

2\. Support the M & E and Communication Officer in the following
•Preparation, implementation and post-processing of M&E workshops and
trainings.
•Data collection and processing
•Provide technical backstopping in the implementation of tablet-based
monitoring and evaluation system for the project
•Development of PR instruments as for GIZ standards for the project (banner,
flyer, power-points etc.)

3\. Support the technical aquaculture advisor in
•Development of Terms of Reference for different contracts
•Preparation, facilitation and post-processing of workshops
•Preparation of presentation and reports
•Assist in implementation of the component “Fish processing”
•Assist in the development of a nationally recognized manual on best
aquaculture practices
•Communication and follow up with partners.

REQUIRED QUALIFICATIONS AND COMPETENCIES
•Minimum of Bachelor’s Degree in Fisheries and Aquaculture, or any
Agricultural related discipline.
•You have theoretical and/or practical experience in event management and M&E
•You are a team player and are characterized by strong communication abilities
and facilitation skills
•Ability to familiarize yourself with new topics in a structured, fast and
comprehensive way
•Ability to give attention to small details
•Good working knowledge of MS Office
•Ability to work with minimum supervision
•Ability to hold virtual meetings
•Multi-task handler
•Knowledge of tablet based data collection tools (e.g. ODK)
•Strong networking skills
•Knowledge of value addition/marketing/market linkages etc.
•Knowledge of business models (in the Malawian context).

DUTY LOCATION
Lilongwe with periodic travelling to the project Intervention areas in the
Northern, Central and Southern regions of Malawi.

DURATION OF THE CONTRACT
The contract is for 1 year renewable based on performance.
