Job Title Compliance Manager

Background

GOAL has been working in southern Malawi since 2002 and currently has a
presence in four districts (Nsanje, Chikwawa, Machinga and Blantyre). GOAL’s
global objective is to promote resilient well-being by helping people to
survive crisis; promoting optimal and resilient health; promoting food and
nutrition security, and; supporting people to have sustainable livelihoods.
GOAL maintains close working relationships with district authorities and
relevant line ministries.

General Description of the Role

Reporting to the Assistant Country Director – Systems the main function of the
Compliance Manager is to promote a culture of knowledge of specific donor
rules and regulations, as well as GOAL internal processes and policies where
relevant, and ensure an understanding of the necessity of compliance with
those rules/regulations, processes and policies throughout GOAL/GOAL’s
implementing partners and the implications of non-compliance This is a
critical role in GOAL because of the importance of ensuring compliance with
GOAL processes/policies and donor contractual requirements, managing risks
arising from non-compliance including that of implementing partners, and
maintaining good external donor relationships.

The role is two-fold, with both an advisory and an assurance aspect on the
assurance side the CO will be responsible for completing quarterly compliance
reviews of transactions, consolidating action points, and submitting to the HQ
Compliance Department for review. He/she will also be responsible for
completing pre-award assessments of partner organisations as well as interim
and final reviews.

On the advisory side the Compliance Manager will be responsible for advising
various departments within GOAL Malawi on donor and GOAL requirements
throughout every stage of the project life cycle including partnership
development and monitoring. He/she will also be responsible for designing and
delivering training workshops on various donors and GOAL’s rules, regulations
and policies and implementing partner (IP) staff both in country offices and
in headquarters in Dublin (HQ).

Responsibilities

Conformity to GOAL and donor requirements from proposal through to final donor
audit
To ensure that all GOAL Malawi staff have a in-depth understanding of GOAL’s
internal procedures as well as donor requirements such as those in relation to
procurement, finance, partnerships, etc.
Through training, to ensure that GOAL Malawi staff have a thorough
understanding and are kept informed of GOAL Malawi programmes with a
particular emphasis on compliance risks.
Continually ensure that GOAL Malawi staff are aware of the specific
requirements of donors and to understand the type of analysis that donors
undertake when they conduct audits with particular emphasis on Irish Aid,
DFID, FAO, WFP, UNICEF and other country specific donors as required.
To ensure GOAL Malawi staff stay informed of and compliant with GOAL’s
policies and procedures, including but not limited to Anti-Fraud, Conflict of
Interest and Whistleblowing policies, procurement and finance procedures, etc.
Quarterly Compliance Reporting
Complete quarterly compliance reviews of transactions, using standard GOAL
templates and submit to the HQ Compliance Department for review. These
quarterly reports require substantive reviews of transactional documents in
relation to HR, procurement, and other risk areas, to ensure donor and GOAL
processes/procedures have been followed and sufficient audit trail exists.
Experience in audit will be an advantage.
The CO must keep a record any of action points and recommendations from
quarterly reviews and submit to senior management in country. The CO will be
responsible for following up with relevant management on any action
points/recommendations and making sure they are cleared in a timely manner.
Training
The Compliance Manager will assist the HQ Compliance Department in the
development of country specific training materials, including on-line
versions, relating to GOAL’s and GOAL’s donors’ processes, policies, rules and
regulations. Training materials will be required for a variety of subjects and
for use with GOAL and partner staff.
The Compliance Manager, in conjunction with relevant management in country,
will be responsible for scheduling necessary mandatory training for all staff
in Malawi and including partner staff where relevant. Once scheduled, the
Compliance Manager will be responsible for delivering the training in a
professional manner, keeping attendance and post-test records, and reporting
of same to management in country.
Training workshops to be delivered include, but are not limited to, training
on GOAL compliance policies (Anti-Fraud, Conflict of Interest, Whistleblowing,
Code of Conduct) as well as other GOAL policies/procedures as necessary.
The Compliance Manager will also provide training to relevant staff on
specific donor requirements such as OFDA/USAID, Irish Aid, DFID / UKAID,
ECHO), FAO, WFP, UNICEF and other country specific donors using standard GOAL
materials where available or in some cases developing new materials
Development and scheduling of annualized GMM calendar (Opening, interim and
closeout) of all existing grants.
Donor Programme Lifecycle
The Compliance Manager will provide advice as required to various departments
within GOAL Malawi, including finance, procurement, logistics and programmes,
on various donor and GOAL requirements throughout the lifecycle of a project.
This will include advising at proposal stages, agreement signing, partnership
development, during implementation (particularly with regards to procurement)
and at reporting stages to insure specific donor requirements are taken into
consideration.
The Compliance Manager will be required to review new donor agreements and
modifications and to present a summary of the main compliance requirements of
the agreement to management and staff at the GMM. The Compliance Manager will
also be responsible for organising and facilitating Grant Management Meetings
(GMMs) at various stages throughout a grant (Opening, Interim, Closing, and
Final). The Compliance Manager will send out the agenda, present where
relevant, document minutes and circulate minutes and actions points to
relevant staff after each meeting
The Compliance Manager will maintain all grant files in both hard/soft copy,
ensuring that all relevant documents are filed and easily accessible and
following GOAL filing guidelines.
Partnerships
The Compliance Manager will help ensure that new partnerships are being
established and managed in line with the GOAL partnership manual, internal
policies/procedures and any donor requirements and make recommendations,
including in relation to training requirements of GOAL and partner staff,
where necessary.
The Compliance Manager will conduct pre-award assessments of potential partner
organisations, assessing a partner’s internal controls, their capacity to
manage a grant from GOAL, and the risk associated with the partnership. The
results of the pre-award assessment will inform the payment and monitoring
schedule of the partner which will be laid out in the partnership agreement.
The Compliance Manager will be responsible for carrying out interim and final
compliance reviews of partner transactions and will make recommendations to
country management on whether or not full or partial payments should be made
to partners.
The Compliance Manager will keep a log of action points and recommendations
for each partner and ensure these are communicated to GOAL and partner
management in country and that they are being followed up on/implemented in a
timely manner.
The Compliance Manager will also make recommendations for training and
capacity building of partners based on the results of his/her pre-award
assessments and any interim reviews. These recommendations are to be logged
and communicated to relevant GOAL country management.
The Compliance Manager will draft new partner agreements, amendments and
modifications using existing GOAL templates and taking account of result of
any pre-award assessments or interim reviews. When necessary these should be
submitted to the GOAL HQ Compliance Department for review.
Audit Facilitation
Working with in country and/or HQ finance departments where relevant, assist
in the facilitation of donor audits – checking documents for completion before
handing to auditor(s) for review, keeping a log of documents submitted to
auditor, and responding to auditor queries where relevant.
Other tasks
Providing guidance/support to staff in relation to anti-terrorism and
sanctions checking (ATSC) procedures – this will include providing training
where necessary and liaising with GOAL HQ Compliance Department in relation to
the anti-terrorism checking provider.
Support with any adhoc investigations as and when the need arises.
Requirements

Bachelor’s degree in any of the following disciplines Accounting, Business
Administration (majoring in account/finance) or Commerce (majoring in
account/finance)
Background experience in Donor liaison and management, quality control,
finance management, administration, and audit.
3 to 4 years’ experience working in a finance / accounting / audit role.
NGO experience would be advantageous, preferably in a finance or compliance
position, with experience with/knowledge of institutional donors such as
OFDA/USAID, ECHO, EU, Irish Aid and FCDO.
Excellent training skills are required, including designing, and developing
training workshops, and materials, including online materials.
Experience in performing audits/reviews of systems/controls.
Experience in reviewing documents/reports with a keen eye for detail.
Excellent Excel and Word skills and experience in other Office applications.
Willingness to travel and work in challenging environments.
Strong analytical and conceptual skills, with particular emphasis on planning,
working to tight deadlines, providing training, and facilitating capacity
building; attention to detail is necessary.
An ability to communicate to and work with a multinational team.
Ability to take direction but also to work independently and use own
initiative.
A recognised accountancy qualification (ACA, ACCA, CIMA, etc.) would be an
advantage.
