Lilongwe Water Board
A. THE ORGANISATION
Lilongwe Water Board (LWB) is a State Corporation (Parastatal) that was
established in 1947 and reconstituted under the Water Works Act of 1995 of the
Laws of Malawi.
The core mandate of the Board is to supply potable water to the City of
Lilongwe and its surrounding areas.
In order to fulfill ts mandate the LWB invites suitably qualified and
experienced individuals fill the position of DIRECTOR OF PRODUCTION AND
DISTRIBUTION (GRADE LWB 2), on a three-year contract, renewable, based on
satisfactory performance.
B. CORE FUNCTIONS
Purpose of the Job
To provide effective leadership for the optimal water production and
distribution services
Key Duties and Responsibilities
> Developing and reviewing water production and distribution policies, strategies, work plans and budgets
> Mobilizing resources for water production and distribution programs.
> Planning, organizing, directing and coordinating implementation of water production and distribution services.
> Ensuring that water produced and supplied is potable and of recommended standards.
> Advising Management and other stakeholders on water situations, trends and other effects that have a bearing on water production and distribution services
> Reviewing the application of various legal provisions on water abstraction, treatment and pumping as read with the Board’s By-Laws
> Championing change management, corporate governance, risk management and internal control processes in respect of water production and distribution services.
> Responding to queries on matters related to water production and distribution Services.
> Building the capacity of the Production and Distribution Department at all levels.
> Monitoring and evaluating performance of all water distribution zones.
> Initiating and devising appropriate measures and interventions to correct both water supply and business performance
> Developing and implementing strategies for the reduction of Non-Revenue Water
C. RESPONSIBILITY
Reporting to the Chief Executive Officer, the Director of Production and
Distribution will have direct responsibility for the following Officers in the
Organization
> Zone Managers
> Water Production Manager
> Water Quality and Environmental Manager
D. THE PERSON
Required Attributes and Skills
This position requires a hardworking and technically competent person with
proven water\u00a0production and distribution experience al managerial level
Minimum Qualifications
> Registered Engineer with at least degree in civil, electrical, mechanical engineering plus a post-graduate qualification at Master’s degree level, OR
> Non-registered Engineers with first degrees and post-graduate qualifications at Master’s level and a proven track record of managing a large utility department will also be considered.
> At least five (5) years’ experience at managerial level.
