Malawi Energy Regulatory Authority (MERA)

The Malawi Energy Regulatory Authority (MERA), the Energy Sector Regulator in
Malawi established under the Energy Regulation Act, 2004, is inviting
applications from interested Malawians to fill the following vacant position
tenable at its Head Office

Post Chief Executive Officer

Grade M1

Responsible To Board of Directors

Responsible For Assisting the Board of MERA in effectively regulating the
energy sector in Malawi. Exercising administrative control over the employees
of MERA and being responsible for the general performance, conduct and
discipline of all employees of MERA.

Purpose of the Job To regulate energy sector and the players in the energy
sector in Malawi for sustainable development in accordance with international
best practices, and to provide strategic leadership to MERA Secretariat in the
interpretation and implementation of laws in the energy sector and
implementation of corporate policies, plans and programmes as approved by the
Board.

Key Duties

a. Undertaking regulatory functions in the energy sector in Malawi in
accordance with the applicable legislation;

b. Providing strategic and operational leadership and management of the work
of the MERA Secretariat in support of the regulatory functions of MERA;

c. Ensuring effective and efficient regulation of the energy sector;

d. Assisting the Board of MERA in decision-making on licence applications,
regulation of the quality of services offered by players in the energy sector,
reviews of prices and tariffs charged for services in the energy sector,
trading arrangements in the energy sector, etc;

e. Reviewing the physical and economic impact of services offered in the
energy sector;

f. Maintaining a comprehensive understanding of industry developments in the
energy sector in Malawi and in the region;

g. Formulating and reviewing overall corporate policies, plans, strategies,
and budgets;

h. Planning, organizing, directing and coordinating implementation of the
financial, operational, human resource, administrative, and organization
cultural activities in accordance with good practice and legal provisions;

i. Managing the financial and physical resources of MERA economically,
efficiently and effectively ad in accordance with prudent management practices
in line with the laws of Malawi;

j. Monitoring and evaluating performance of specific Directorates and
Divisions/Units;

k. Liaising with Government, Development partners, external bodies, and other
key stakeholders on general policy direction in matters relevant to the energy
industry;

l. Advising Government on energy regulation trends and any other effects that
have a major bearing on the energy services;

m. Representing the MERA at national and international technical and
professional meetings and conferences related to the energy sector;

n. Preparing and presenting appropriate reports to the Board and Government as
required from time to time;

o. Responding to queries related to the Authority matters;

p. Championing corporate governance, risk management and internal control
processes;

Minimum Education Qualification and Experience

Applicants must

1\. Have a Bachelor’s Degree and a Master’s Degree in Engineering or
Economics/Finance or Law or Science or Management plus a minimum of 10 years’
experience at senior management position in a reputable organization; and

2\. Demonstrate thorough knowledge of the Energy Sector; and

3\. Be a team player with high level of integrity; and

4\. Have excellent communication skills; and

5\. Have proven ability to coordinate and lead diverse and multifunctional
teams and achieve objectives; and

6\. Demonstrate excellent influencing and strong negotiating skills; and

Experience in Energy Sector is an added advantage.
