### Role Overview
The Evidence to Programs (E2P) Strategic Information and Evaluation (SI&E)
Officer will help the Elizabeth Glaser Pediatric AIDS Foundation (EGPAF)
Malawi team to build evidence and documentation for our work and put the
lessons learned and best practices into action by integrating them into our
programs. The E2P SI&E Officer will be responsible for providing technical
support services in areas of program design, quality improvement, and
strategic information and evaluation. They may also work on project reporting,
documentation of best practices and learning across the program, and ensuring
effective and efficient program delivery.
### Responsibilities
Strategic Monitoring, Evaluation, and Quality Improvement (75%)
> Contribute to EGPAF’s strategic and evaluation agenda and priorities for identifying evidence for programs
> Participate in program evaluation including quantitative and qualitative data analysis to assess program performance and inform programmatic decision making
> Conduct mentorship to facility and district-level teams
> Contribute to data collection, monitoring, and analysis
> Provide feedback on data to supported sites and assist site-level staff in using data for program planning and quality improvement, including presenting data dashboards and graphics to illustrate results and trends
> Participate in data quality assessments, feedback, and improvement activities for health facilities and/or local community-based organizations
> Support the analysis and reporting of data for Malawi’s Ministry of Health, EGPAF, and donor use
> Support and/or lead the presentation of evaluation results to stakeholders
> Collaborate across the strategic information and evaluation (SI&E) and programs teams to translate evaluation into programmatic improvements
> Initiate SI&E innovations which spur program tracking and reporting
> Support data management improvement through data quality audits
Documentation / Communication of Best Practices and Lessons Learned (25%)
> Coordinate, research, write, and edit original content for a variety of donors and other relevant stakeholders, including but not limited to key messages, newsletters (print and electronic), brochures, impact reports, event collateral, messaging, toolkits, and internal communication
> Participate in the development and/or review of quarterly, semi-annual, and annual project reports
> Develop overall and project-specific plans for documentation of best practices beyond the regular reporting requirements
> Document best practices and lessons learned for internal and external purposes
> Propose, coordinate with co-authors, and write articles for EGPAF’s technical brief, Haba na Haba
> Participate in proposal development as needed
### Skills and Experience

> Exceptional writing and editing ability, with experience writing research papers, proposals, or reports>

### About the Organization
Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) is a worldwide leader in
the fight against pediatric AIDS, working to halt the pandemic and help those
already infected with HIV. Before the Foundation’s inception, children
affected by HIV and AIDS had no voice – and few medicines and interventions
that were available had been developed specifically for children. Thanks to
the courageous efforts of Elizabeth Glaser and those who follow in her
footsteps, the Foundation improves the lives of millions of children and
families affected by AIDS each year by funding groundbreaking scientific
research, providing lifesaving services, and advocating for children around
the globe. The Foundation is currently working in nearly 5,500 sites in 19
countries worldwide.
In Malawi, more than 1.1 million people are living with HIV/AIDS. HIV/AIDS
prevalence is at 8.9% among adults (ages 15 – 49) with about 33,000 new
infections every year. Of the people living with HIV/AIDS in Malawi,
approximately 540,000 are women and 84,000 are children under 15 years of age.
It is against this backdrop that in 2001 the Foundation, working with local
partners, initiated one of the first programs to provide prevention of mother-
to-child transmission of HIV (PMTCT) services in Malawi. Today, the
Foundation’s program focuses on providing technical and capacity building
assistance to the Ministry of Health (MOH); working to eliminate HIV infection
in infants and children; increasing access to comprehensive, high-quality, and
well-integrated PMTCT care and treatment services for HIV-positive pregnant
women, infants, and families; and supporting the strengthening of health
systems. EGPAF is currently working in seven districts in the Central and
Northern Zones.
In April 2017, EGPAF began implementation of the five-year project, Achieving
HIV Epidemic Control through Scaling Up Quality Testing, Care and Treatment
Program (also known as PIVOT2). In collaboration with Malawi’s MOH and CDC,
the program aims to achieve HIV epidemic control in 179 sites across nine
districts in the central and southern regions of Malawi, through the
administration and integration of comprehensive, evidence-based, and high-
quality HIV testing, prevention, care, and treatment services. As it continues
to implement the program, EGPAF will intensify site-level service delivery,
targeted community interventions, and data-driven approaches to identify,
initiate, and retain 90% of people living with HIV (PLHIV) on antiretroviral
therapy (ART), as well as improve the overall quality of HIV services, and
ensure optimal patient outcomes.
