Description
About CRS
Catholic Relief Services is the official international humanitarian agency of
the Catholic community in the United States. CRS works to save, protect, and
transform lives in need in more than 100 countries, without regard to race,
religion or nationality. CRS’ relief and development work is accomplished
through programs of emergency response, HIV, health, agriculture, education,
microfinance and peacebuilding.
Recognizing the need for better, more collaborative insight on resilience,
poverty and wellbeing in Malawi, USAID, the World Bank, the UK Foreign,
Commonwealth and Development Office (FCDO), Catholic Relief Services (CRS),
and Cornell University have co-designed the RFMS as an innovative approach to
build a sustainable infrastructure for frequent measurement, in collaboration
with Malawian institutions including the National Statistics Office (NSO) and
the Centre for Social Research at the University of Malawi’s Chancellor
College (CSR). This unique partnership is jointly funded and is guided by a
multi-stakeholder Governing Board. The RFMS directly supports Malawi’s
National Resilience Strategy and creates feedback loops for improving both
locally- and donor-led interventions, with the eventual goal of permanently
transferring the capacity to the country’s local systems.
The RFMS a frequent, rapid monitoring system that integrates CRS’ Measurement
Indicators for Resilience Analysis (MIRA) and the World Bank’s Survey of Well-
Being through Instant and Frequent Tracking (SWIFT), producing a multi-faceted
methodology that allows stakeholders and communities to better measure and
understand resilience and wellbeing, and in turn improve and refine resilience
programming. MIRA was developed by CRS in collaboration with Cornell
University and has been implemented in Malawi since 2016. CRS is now working
to scale up the use of MIRA across the agency and in other regions.
Launched in 2020, the RFMS is now in the pilot phase, working in eight
districts in Malawi’s Southern Region, targeting 6,400 households. The
districts align with USAID/Malawi’s Resilience Focus Zone (RFZ) and the FCDO-
funded Promoting Sustainable Partnerships for Empowered Resilience (PROSPER)
program, led by the World Food Program (WFP) and Concern Worldwide. With
learning from the pilot, the RFMS is planned to be scaled up to five
additional districts and 2,250 additional households beginning in 2021.
Ultimately, the RFMS could be expanded nationwide and become a Malawi-owned
process to support transformative country-wide resilience.
Job Summary
As Chief of Party I you will provide leadership and overall management of the
RFMS project to serve the poor and vulnerable. Your leadership, management and
technical knowledge will ensure the delivery of high-quality programming and
advance the position of CRS as a leading agency in the field of measuring
resilience, using machine learning for predictive modeling, innovative
platforms for data utilization and adaptive management. You will also provide
technical support to other CRS country programs as they establish and
replicate MIRA in their programs.
Roles and Key Responsibilities
> Lead all aspects of the development, implementation and consolidation of the RFMS project, including sharing how the project contributes to the thought leadership of the industry. Serve as the primary point of contact to USAID as well as public, private and non-government stakeholders, including the RFMS Governing Board.
> Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase out and sustainability. Ensure coordination between program and operations leads. Ensure the CRS program quality standards are adhered to per MEAL policy and procedures.
> Effectively manage senior programming and operations talent. Manage team dynamics and staff well-being. Provide coaching and mentoring. Strategically tailor individual development plans and complete performance assessments for direct reports. Oversee the development of staffing plans and the recruitment process of senior staff.
> Manage and mitigate risk through monitoring national and regional issues that may impact staff and programming. Ensure all staff understand and adhere to CRS staff safety and security policies and plans, and ensure the updating of such plans.
> Promote, uphold and model a commitment to the efficient use of agency and donor resources. Ensure compliance with USAID grants, including financial tracking and oversight of partner budgets, finance, administration and reporting to USAID. Approve program expenditures, budget adjustments, and cost modification requests to donors.
> Oversee the development of communication strategies and materials, complying with donor and CRS’ branding and marketing requirements and procedures.
> Coordinate relationships with consortium partner organizations, including organization of review/planning workshops. Contribute to coordination of the roles and activities of staff from other consortium member organizations in implementation in line with CRS partnership principles.
> Create and maintain proper conditions for learning. Establish a safe environment for sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to deficiencies. Identify performance gaps and training opportunities for CRS and partner staff and ensure the design and delivery of high quality training and technical assistance.
> Provide technical leadership and assistance to other country programs in the design, adaptation and implementation of MIRA their contexts. Facilitate learning across countries around successes and lessons learned in the analysis and use of data.
> Contribute to the development of technical briefs, presentations and other communication materials, and to guidance and programming tools to support use of MIRA.
> Work with business development and programming teams to incorporate MIRA into proposals and project design.
> Collaborate with PIQA and GKIM to continue to develop, adapt, and improve the MIRA approach and methods.
> Document and share evidence on MIRA’s methods and outcomes.
> Collaborate with PIQA in advancing the adaptation and use of MIRA in new contexts, countries, and projects, supporting specific activities identified together with PIQA.
Basic Qualifications
> Masters degree in International Development, International Relations or a relevant technical area. PhD preferred.
> 7 or more years’ relevant management and technical experience.
> 5 years experience in monitoring, evaluation and learning leadership, including strong knowledge of statistics, conducting complex surveys, etc.
> 5 years experience managing donor funds, including multi country grants. Strong knowledge and experience in budget management.
> 5 years of staff management experience and abilities that are conducive to a learning environment. Experience coaching senior program staff.
Required Languages *> – English – both excellent spoken and written.
Travel *> – At least 50% time in Malawi while telecommuting, with
travel as needed to other countries.

Preferred Qualifications
> Recognized leader in sector as demonstrated by peer reviewed publications, conference presentations etc.
> Experience with high-frequency data collection methods as well as innovative platforms for analysis and data use. Knowledge of machine learning.
> Experience engaging partners and strengthening partnerships. Knowledge of CRS partnership strategy a plus.
> Ability to represent and present at high levels.
> Experience in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.
