*> Project Overview and Role

The Feed the Future Malawi Ag Diversification Activity (AgDiv) contributes to
USAID/Malawi’s Feed the Future goal of sustainably reducing poverty and
malnutrition in eight districts of Central and Southern Malawi. The Activity
fosters inclusive and sustainable growth in Malawi’s agriculture sector,
enhances resilience to climate change, empowers women, and improves the
nutritional status of women and children, while simultaneously increasing the
competitiveness of marketable, nutrient-rich value chains through support for
agricultural enterprises and increased access to markets and finance. AgDiv is
a central component of USAID/Malawi’s integrated, multi-sectoral approach to
improving Malawians’ quality of life.

AgDiv has recently been awarded an additional task order, Self-Reliance
Through Entrepreneurship in Dzaleka (SoRTED) to promote the development of
economic growth at the Dzaleka Refugee Camp in Malawi in order to reduce the
need for humanitarian assistance at the refugee camp.

Through the SoRTED Task Order, USAID seeks to significantly increase incomes
and socioeconomic welfare of participating households in the Dzaleka Refugee
Camp. The Contractor will leverage successful resilience and income-
generation activities, proven under AgDiv implementation, and extend these
activities to the refugee and surrounding population in the Dzaleka region.
The Dzaleka Entrepreneurship and Resilience Lead will provide oversight and
leadership to all SoRTED Activities and will bring experience working in
Dzaleka. S/he will consistently engage stakeholders in the camp to understand
their evolving needs and challenges.

*> *> Primary Duties and Responsibilities

> Manage the day to day technical, operational, and management aspects of the Self-Reliance Through Entrepreneurship in Dzaleka Task Order and work closely with the COP and other Outcome leads to develop resilience, adaptation, and risk reduction strategies and work plans for the Dzaleka Refugee Camp and surrounding areas.
> Directly supervise the Dzaleka M&E Specialist, and indirectly oversees the activities of partner and grantee staff who coordinate implementation of activities within the camp and surrounding community.
> Develop and oversee strategies to support private sector microenterprises and small businesses that operate in the camp to provide goods and services to fellow camp residents through entrepreneurship and business administration capacity building, sustainable access to finance – both capital and credit, and agricultural livelihoods programming.
> Oversee food security interventions to boost production in backyard gardens within the camp, improving the nutrition and food security of its residents.
> Lead partners to facilitate investments in inclusive, climate smart, and sustainable agriculture-led economic growth to increase Dzaleka’s resilience to weather-related shocks and supplement donor-provided food rations to improve nutrition.
> Coordinate with AgDiv Outcome Leads to draw upon nuanced technical assistance when required. Collaborate with AgDiv’s Outcome 1, 2, and 3 leads to integrate VC crop production and marketing, resilience and adaptation strategies, and improved household nutrition into all Dzaleka-based implementation. Collaborate closely with the Outcome 4 Lead to ensure that activities undertaken under the IRs are designed to facilitate pathways to women’s economic and production decision-making empowerment.
> Collaborate with existing partners with a presence in Dzaleka including the United Nations High Commissioner for Refugees (UNHCR), USAID Bureau for Humanitarian Assistance (BHA), World Food Programme (WFP), and local NGOs.

The Dzaleka Entrepreneurship and Resilience Lead will also be responsible for
the following deliverables

> Contribution to the SoRTED section in the Work Plan.
> Contribution to monthly and quarterly reports on activities completed.
> Continuous management of interventions in Dzaleka.

Required Qualifications*>

> Degree in agriculture, agribusiness, humanitarian assistance, or a relevant field.
> Proven experience working with the Dzaleka refugee and asylum seeker population.
> Minimum 5 years’ experience leading donor-funded livelihoods and resilience programs.
> Self-starter able to coordinate and lead a team of specialists.
> Proven leader and manager.
> Effective communicator that can coordinate with the other donors, international agencies, and NGOs within the camp to align programming.

Location

The Dzaleka Entrepreneurship and Resilience Lead will be based in Dzaleka.

Level of Effort, Technical Oversight, and Supervision

*> The Dzaleka Entrepreneurship and Resilience Lead will contribute to 260
days LOE per year to the project (full time). S/he will report to the Chief of
Party. S/he will supervise a Dzaleka-based Monitoring and Evaluation
Specialist. Start date is May 1, 2021.
