TERMS OF REFERENCE
RECRUITMENT OF A COUNTRY AGRIBUSINESS PARTNERSHIP FRAMEWORK
(CAP-F) BUSINESS DEVELOPMENT CONSULTANT
March, 2021

#### .1 Background

The Ministry of Agriculture launched the Country Agribusiness Partnership
Framework (CAP-F) in March, 2019. CAP-F is envisaged to foster private sector
investment in agriculture through increased stakeholder participation along
the agricultural value chains. The CAP-F concept was developed by AUC, NEPAD
and Grow Africa to build on the successes and challenges of the Country
Cooperation Agreements established under the New Alliance for Food Security
and Nutrition. CAP-F is fully anchored within continental policy architecture
of the Comprehensive Africa Agriculture Development Programme (CAADP)
espousing the following key principles Country-led; Inclusivity; Partnership;
Mutual
Accountability and Transparency. Domestically, CAP-F, is anchored in the
National Agriculture Investment Plan (NAIP) and will capture the key policy
reforms, mobilize and coordinate private investment flows; and provide an
avenue for mutual accountability among all parties involved.

In order strengthen the Cap-F process, the Ministry of Agriculture (MoA) with
technical and financial assistance from the Michigan State University (MSU)
through the Policy Support for Agricultural Transformation (PolSAT) Project is
establishing a special secretariat to exclusively operationalise the CAP-F
through creation of the secretariat. The CAP-F secretariat will be embedded
within the National Agriculture Investment Plan (NAIP) Secretariat of the MoA.
The CAP-F Secretariat is designed to have 3 main work-streams; a) Actor and
Partnerships Coordination; b) Business and Investment
Development and c) Mutual Accountability.

Currently, some of the proposed CAP-F work –streams, are already being
undertaken by the existing NAIP Secretariat. These include, Actor and
Partnership Coordination and Mutual Accountability which are executed by the
NAIP Coordinator and M&E Officer. However, the work- stream on Business and
Investment Development which is important for private sector investment and
critical to the success of the NAIP is not incorporated into the NAIP
Secretariat.

Therefore, the Ministry would like to establish Business and Investment
Development within the NAIP Secretariat focusing on attracting private sector
investment in the Agriculture Sector by hiring a full-time employee with a
strong private sector background.

#### 1.2 Duties and Responsibilities

This work will be executed in close consultation of the Coordinator of the
NAIP Secretariat within the Ministry of Agriculture. The following are key
objectives and outcomes of this assignment;

A. Investor Mobilisation, Matchmaking, and Commitments Generation

1\. Facilitate establishment of 3 value chain partnerships in the prioritised
value chains to facilitate investment mobilisation

2\. Establish avenues for promotion of commercial opportunities identified in
3 priority value chains to network of local and international investor
companies

3\. Mobilize investment commitments for business opportunities successfully
matched to investors, and identify related government and key stakeholder
commitments to unlock the investment

4\. Prepare preliminary partnership agreements (Term sheets) between two or
more parties outlining basic terms and conditions under which the investment
will be made

5\. Work with CAP-F country structures to facilitate fulfillment of investment
preconditions

B. Advocacy and Mutual Accountability

1\. Generate content for advocacy on CAP-F in Malawi

2\. Design tracking mechanism for investment commitments that should be linked
to the Grow Africa’s Client Relationship Management (CRM

2 Required Qualifications and Experience

> A Bachelor’s Degree in Agriculture, Agribusiness, Business Administration, Economics, Development Economics, or Agricultural Economics, with at least 10 years’ experience in agriculture, agribusiness development, policy engagement, and institutional development; or
> Those with a Master’s Degree in these fields should have at least 5 years’ experience in agriculture, agribusiness development, policy engagement, and institutional development
> Experience working with cross sector stakeholders from government, development partners, private sector and key non-state actors
> In-depth knowledge and understanding of the Malawi public policy landscape and how it relates to agribusiness investors
> In-depth knowledge of the Malawi agriculture and agribusiness landscape
> Proven experience in conducting competitiveness and agriculture value chain analyses
> Proven experience in preparation of agribusiness investment proposals
> Experience in provision of business development services
> Demonstrated skills in advocacy, resource mobilization, networking and communications, and ability to building strategic partnerships.

3 Expected Duties and Duration

3.1 Roles and responsibilities

A. Investor Mobilization, Matchmaking, and Commitments Generation

1) Develop database of partner pipeline investments in priority value chains
2) Identify five (5) potential investors for existing commercial opportunities

3) Assist in having three to five Term Sheets generated and signed by
stakeholders annually

4) Assist in structuring at least USD5million worth of deals annually

B. Advocacy and Mutual Accountability

1) Comprehensive quarterly and annual report on status of stakeholder
commitments and deal pipelines

2) Reporting to the Joint Sector Review, Donor Meeting and the CAADP Bi-annual
review

3) Manage Country Level Tracking Mechanism linked to the Grow Africa CRM

3.2 Duration

The position is full time for 6 months with a possibility of extension

4 Working and Reporting Arrangements

4.1 Location

The consultant will be working at the Ministry of Agriculture Headquarters –
Capital Hill with local
travel within the country.

4.2 Reporting

The consultant will report to the NAIP Coordinator.
