Malawi Institute of Management (MIM) has been retained by its client, Ministry
of Local Government (MoLG), to recruit dedicated and result-oriented
individuals to fill the following vacant position tenable in Lilongwe

MONITORING AND EVALUATION SPECIALIST

The Ministry of Local Government and Rural Development, with the financial
support from International Fund for Agricultural Development (IFAD), is ready
to execute a “Transforming Agriculture through Diversification and
Entrepreneurship (TRADE) Programme” for a period of 5 years. The main goal of
the TRADE Progamme is to improve sustainable livelihoods of rural people in
Malawi and will be implemented through three inter-linked components

(1) Sustainable producer-private partnerships

(2) Enabling environment for smallholder commercialisation;

(3) institutional support and Programme management and coordination.

Foregoing the above stated position will form port of a dedicated Programme
Management Unit (PMU). The PMU will be expected to coordinate, supervise and
lead the implementation of the entire programme. Overall, the Monitoring and
Evaluation Specialist will report to the Programme Coordinator who will be in
charge of the PMU, reporting directly to the Secretary for Local Government.

Purpose of the Job

Reporting to the National Programme Coordinator, the Monitoring and Evaluation
Specialist (MES) will ensure that TRADE has o robust, effective and manageable
framework in place for planning, monitoring and evaluation. The MES will also
ensure thot key implementing partners are capable of, and timely responding to
planning, monitoring and evaluation needs with respect to tracking and
reporting against targets laid out in financing and partnership agreements,
and agreed results-based Indicators as per the TRADE log frame. The MES will
develop and maintain a strong communication and operational framework, which
supports the PMU and programme implementation partners to work jointly in
adhering to M&E protocols, which lead to enhanced programme implementation and
success in achieving the programme development objectives. The MES will also
have o mandate to instil quality

assurance, integrity, and accountability across M&E functions.

Key Responsibilities and Duties
• Develop, refine and roll out a robust and effective M&E system, which
supports operationalization of TRADE with respect to the programme log frame,
M&E targets and indicators which meets the approval of key programme
stakeholders
• Integrate results-based management principles and approaches into the M&E
system and processes to enhance intervention strategies, effective use of
people and resources, mechanisms and approaches for results-based decision-
making, and transparency and accountability throughout the programme life
cycle
• Provide necessary training, orientation and technical oversight to ensure
that implementing partners have appropriate M&E fools and capacities to meet
agreed M&E tracking, assessment and reporting requirements;
• Ensure timely and responsive action where partners are failing to comply
with M&E operational and/or reporting requirements, including support to
enhance internal systems and coordinated action with PMU and Employer to
review financing and partnership agreements as required ;
• Ensure systematic approaches and practical linkages for using M&E
data/information to inform and enhance PMU and Employer’s decision-making. and
interventions and activities under the Knowledge Management subcomponent
• Support the design and implementation of a M&E system based on key TRADE
programming tools including the log frame, programme design report and
operation manuals;
• Lead in the development of tools and approaches that the PMU and
implementing partners can apply to enhance and facilitate data/information
collection
• Support integration of Results and Impact Management System (RIMS) into the
M&E system by working with stakeholders and implementing partners to ensure
understanding and awareness of RIMS; and,
• Establish robust procedures for performance reporting in accordance with the
current Annual Work Plan and Budget (AWPB) including support for partners in
developing relevant reporting procedures, formats and quality assurance
mechanisms.

Qualifications and Experience
• A minimum of a masters Degree in Economics, Agriculture, Social Sciences,
Rural Development and other related fields.
• At least 7 years’ proven experience in monitoring and evaluation or
performance assessments, including direct managerial and budget
responsibility
• Experience designing and overseeing M&E data collection and reporting for
agriculture/food security projects.
• Practical experience and understanding of data analysis in operating
relevant statistical computer programmes, such as SPSS or STATA
• Specialized training in M&E and practical exposure to learning and knowledge
management approaches and methodologies
• Demonstrable aptitude for advocacy on behalf of the smallholder farmer and
particularly women; and
• Experience in development partners’ programmes with similar arrangements to
TRADE is an added advantage.

Key Competencies
• Displays cultural sensitivity, adaptability and result focus
• Strong knowledge of project planning, management and monitoring
• Solid professional experience in monitoring and negotiation with
institutional partners both national and international
• Good knowledge of statistical instruments adapted to the context rural
development projects
• Communicates clearly and convincingly; demonstrates excellent oral and
written communication skills
• Empowers staff to address their development needs; directs staff towards
available tools and promotes an open atmosphere of mutual feedback and
support; and
• Proficiency in Microsoft Office Software.
